The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government.
Climate change is increasing the frequency and intensity of extreme weather events, affecting livelihoods, and impacting the production of estate- and food crops. Food security and rural livelihoods have been negatively impacted by COVID-19 and the war in Ukraine, which have raised food prices, increased production costs, and disrupted supply chains. independent smallholder farmers who cultivate estate crops in monoculture on their entire farm area, are extremely vulnerable to fluctuations in world market prices, pests and diseases, and climate change. Therefore, smallholder estate crop farmer livelihoods are economically, socially, and environmentally not sustainable.
GRASS (Greening Agricultural Smallholder Supply Chains) is a bilateral project funded by BMZ and Implemented by GIZ. The objective of GRASS is: "The livelihoods and resilience of smallholder farmers at the basis of global supply chains have improved". Implementation of activities will focus on Kapuas Hulu District in West Kalimantan province. Project results, including tested, successful approaches, concepts, and tools, will be upscaled to provincial and national levels.
GRASS builds on the achievements of SASCI (Sustainable Agricultural Supply Chains in Indonesia). The project will continue to work with oil palm and rubber smallholder farmers in Kapuas Hulu district and will further expand the scope to include coffee and cocoa smallholder farmers in selected sub-districts. The work with estate crop smallholder farmers will focus on smallholder farm productivity, sustainability, diversity, and resilience, as well as access to markets, including certification and traceability. The project will promote the use of digital tools and e-learning/blended learning for capacity building of farmers and agricultural extension staff and other multipliers, for traceability in supply chains, as well as for market access, financial literacy, farmer business plans, etcetera.
Upscaling to other districts in West Kalimantan and to provincial level will take place through the provincial agency of estate crops and livestock and through synergies, collaboration, and close coordination with the Green Climate Fund project which is currently in preparation for West Kalimantan (Land-based mitigation and adaptation through a Jurisdictional Approach in West Kalimantan), while upscaling to the national level will be pursued together with the political partner, Ministry of Agriculture, Directorate General of Estate Crops.
The project comprises four main outputs: 1) The capacities to implement resilient and sustainable smallholder farming have been improved; 2) The participation of smallholder farmers in local and global supply chains has been strengthened; 3) The framework conditions for resilient and sustainable smallholder farmer livelihoods have been improved; and 4) Digital technologies, e-learning tools and other field-tested approaches to support smallholder farmers are available for provincial and national up-scaling.
To support the implementation of the projects, we seek one (1) motivated and qualified Indonesian candidate to support the team for:
Communication and Knowledge Management Adviser
A. Responsibilities
The incumbent Technical Adviser on Communication and Knowledge Management, supervised by and in close coordination with the Principal Adviser and in collaboration with the project partners at district, provincial and national level, the team of project technical advisers, and the implementation partners, shall be responsible for the communication of GRASS internally and externally, both nationally and internationally. S/he shall contribute to the establishment of systems and procedures for management and documentation of knowledge with particular focus on lessons learned, best practices, and concepts and approaches developed during project implementation, and for the effective communication of these to all relevant parties and the public, in digital and/or printed form.
Specific responsibilities of the incumbent shall include:
- Establishment and implementation of a knowledge management system for the project in compliance with GIZ data security requirements, to meet the project needs at national, provincial, district, and local level.
- Documentation of project-generated innovations, best practices, concepts and approaches, lessons learned, and progress and results during implementation.
- Communication of project information and news, knowledge products, online- and offline events, and results and achievements.
- Participation in the planning and preparation of project meetings, workshops, conferences, fairs, exhibitions, seminars, webinars, and other events for information and knowledge exchange.
B. Tasks
1. Communication
- Continue to compile, edit, and publish bi-monthly newsletters (Warta Keberlanjutan), in collaboration with SASCI+ and possibly other GIZ implemented projects within the remit of Ministry of Agriculture.
- Develop a range of informative materials about GRASS, including general and topical fact sheets, flyers, posters, banners, power point presentations, videos, podcasts, and other online digital content for creating awareness of GRASS, its activities, progress, achievements, and other content of relevance for counterparts, implementation partners, other GIZ projects, other development partners, and the public in general.
- Prepare ToR for and manage and supervise consultants (graphic designers, printers, videographers, etc.) in the layout and production of such relevant informative materials about GRASS, in compliance with GIZ Communication Guidelines.
- Be the communication focal point for GRASS and liaise with communication professionals at the GIZ Country Office (and at GIZ HQ), in other GIZ implemented projects, and in the Thematic Focal Area groups, particularly the NRM Thematic Group.
- Coordinate and organize GRASS coordination meetings, workshops, seminars, and other relevant activities related to communication and sharing of learning, both online and offline.
- Review the publication and communication products in both Bahasa Indonesia and English.
- Translate GRASS presentations, communication products, and relevant publications into English or Bahasa Indonesia.
- Support the field team in collecting communication materials and references for further development of communication products and relevant publications.
2. Knowledge Management and Learning
- Set up and organise an appropriate folder and sub-folder structure in the GRASS MS Teams group for storing project documents and other digital content.
- Establish a logical and easy-to-access digital storage system for project videos and photographs and promote an appropriate coverage of project events, target areas, target groups, and other objects of project or wider interest.
- Organise training of GRASS staff and implementation partners in good quality photo and video documentation
- Manage and maintain updated the GRASS content on the GIZ website and on the SNRD and TUEWAS websites, as relevant.
- Oversee and ensure the editing, formatting, layout and graphic design, and preparation for publication of all knowledge products, both digital and printed.
- Assist in the development of power point presentations and other digital presentations of GRASS as applicable, for use in meetings, conferences, seminars, symposiums, workshops, webinars, and other events with external participation.
- Manage and participate in the planning, preparation, implementation, and documentation of webinars.
- Compile a list of relevant recipients for different categories of knowledge products and disseminate such products via different channels and means, including via social media such as YouTube and LinkedIn.
- Liaise with government agencies, other projects and development partners, and relevant organisations and institutions, for information and knowledge sharing.
- Collect and make available to GRASS all sector- and topic relevant publications and other knowledge products from government agencies, other projects and development partners, and relevant organisations and institutions (both national and international).
- Deliver practical training for the team on how to store and feed into the GRASS knowledge management system in MS teams groups.
3. Other duties/additional tasks
- Assist the Principal Adviser in other matters of communication, within the project, within GIZ, towards the project counterparts, and in general.
- Performs other duties and tasks at the request of management.
C. Required qualifications, competences and experience
Qualifications
- University degree in communication, journalism, media, public administration, or other relevant field of study.
Professional experience
- At least five years' professional experience in a comparable position, for example within a media group/company, development partner organisation, development project, civil society organisation, research institution or government body.
- Experience with different digital applications and tools for design and layout, photo- video- and text editing, and printing and publishing.
- Work experience from different regions in Indonesia desirable.
- Experience from working or collaborating with Indonesian government institutions will be considered an advantage.
- Familiarity with the concept of 'estate crop smallholder agriculture' in Indonesia and/or the Southeast Asian region.
Other knowledge, additional competences
- Good working knowledge of ITC technologies and general and specific software applications for layout, design, and videography editing.
- Willingness to travel to and within the province of West Kalimantan, specifically the district of Kapuas Hulu.
- Fluency in Bahasa Indonesia and a very good written and spoken English indispensable.
- Willingness to upgrade skills and knowledge as required by the tasks to be performed – corresponding measures to be agreed with Project management.
