Project Description 

Resonance is seeking candidates to serve as the Procurement Specialist for the USAID/Indonesia Ber-IKAN Activity, a five-year project operating until July 2027. The Collaborative Fisheries Management or "Ber-IKAN" Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. It contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy, and focuses on the following four main objectives:  

1.       Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries.  

2.       Strengthened small-scale fisheries governance.  

3.       Increased government and market-based incentives for sustainable seafood products.   

4.       Improved protection of ETP marine species affected by fishing practices.  

 

RESPONSIBILITIES/ESSENTIAL FUNCTIONS 

·       Conduct procurement of goods and services for the USAID Ber-IKAN activity. 

·       Oversee solicitations, bids and proposals, and quotes from vendors in adherence with policies & approved requisitions.  

·       Conduct price/cost/reasonability analyses, create and maintain transparent selection memos documenting the procurement process for any services or goods provided.  

·       Conduct thorough market research efforts to identify and qualify potential suppliers (and products/services).  

·       Monitor, track and expedite all project procurement activities and delivery status of goods/services. 

·       Ensure that beneficial, ethical, and open supplier relationships are created and maintained according to procurement policies. 

·       Maintain procurement file system in Resonance's SharePoint system 

·       Monitor and track procurement activities and delivery status of goods/services. 

·       Ensure complete backup documentation for procurement purchases is submitted to project's Finance Team and that records are maintained as per USAID and Resonance requirements. 

·       Perform regular spot audits of procurement files to ensure completeness, accuracy, and compliance. 

·       Assist and collaborate in external or internal audits as necessary. 

·       Ensure Resonance/USAID and US FAR policies, and procedures are followed and enforced. 

·       Train other USAID Ber-IKAN staff as needed in compliance with Resonance and USAID procurement requirements, as necessary  

 

REQUIRED EDUCATION & EXPERIENCE 

·       Bachelor's degree in Business Administration or related field 

·       8+ years of relevant experience and progressive responsibility in procurement at the mid-level of an organization  

·       Minimum 3 years' experience working in a procurement role for USAID funded projects 

·       Experience leading and managing the procurement & acquisition aspects of USAID funded projects, including a demonstrated understanding of applicable procurement-related USG & Federal Acquisition Regulation (FAR) regulations  

·       Accuracy in working with large amounts of data 

·       Ability to respond effectively to time sensitive demands & inquiries   

·       Proficiency using Microsoft office suite, and other relevant software 

·       Demonstrated strong problem-solving skills as well as exceptional customer/vendor relations (both internally & externally); provides sound business judgment and contractual oversight 

·       Excellent organizational skills with a willingness to take initiative and be proactive in the procurement process 

·       Ability to manage and prioritize multiple concurrent bids 

·       Excellent communications and personnel management skills and ability to relate to people at all levels of an organization and of different multi-cultural backgrounds 

·       Extremely well organized and self-directed individual with sound technical skills, and analytical ability  

·       Fluency in English is required
