The Global Buildings Performance Network (GBPN) is a globally and regionally focused non-government not-for-profit organization whose mission is to provide policy expertise and technical assistance to advance building energy performance and realize sustainable built environments for all. With staff members located around the World in Indonesia, India, Australia, and Europe, GBPN brings over 10 years of knowledge and innovation to sustainable building policy reform. GBPN goal is to contribute to the building sector achieving its full energy savings and CO2 mitigation potential of more than 2.1 Gt by 2030. To do that, GBPN assists governments and industry to implement climate change actions in their building sectors that help achieve their commitment to the Paris Climate Agreement and Sustainable Development Goals (SDG).
In Indonesia, GBPN has a team of project managers who will facilitate the engagement between the Ministry of Finance, Ministry of Public Works & Housing, Ministry of Energy and Mineral Resources, sub national governments (which includes Samarinda City and Bali Province) and a network of Indonesian building policy experts as well as local partners to provide technical support and training. This engagement will be coordinated from Jakarta and be resourced by GBPNs global network and education resources.
GBPN is seeking the services of a consultant/partner organization who can work closely with GBPN project team in Indonesia to do applied research on: Value Chain Climate Risks and Opportunities in The Building Sector in Tangerang Selatan and Balikpapan.
Target Regions: Balikpapan and Tangerang Selatan City , Indonesia
Place of work: flexible / remote work
Anticipated start of work: End of February 2023
Duration: 5 months
This research will be conducted in cooperation with major developers. The research firm (with coordination with GBPN) will engage with real-estate conglomerates who are operating in Tangerang Selatan and Balikpapan.
Qualifications:
GBPN is looking for an Indonesian consultant or based partner organization with a proven track record in research on sustainable urban development. The preferred candidate will have established networks of government agencies (national and sub national level) and key non-government stakeholders as a minimum. Experience in working with international donors or other donor-funded programs is essential.
The consultant or partner organization must fulfill the following criteria:
- At least 10 years of professional experience engaging in climate-change, energy-efficiency, real estate and related policy issues at the national and sub national level in Indonesia;
- Proven expertise in facilitating public-private dialogue and supporting policy reforms;
- Sound knowledge of models and good practice in public private collaboration on climate-change, energy-efficiency, real estate and related policy issues;
- Experience in conducting policy analysis addressing complex issues and offer leadership capabilities in area(s) relating to climate-change, energy-efficiency and related policy issues in Indonesia;
- Demonstrated ability to work with a broad range of partners and resource persons of diverse backgrounds;
- An excellent command of Bahasa Indonesia and English and notably very good writing skills, as all deliverables must be presented in that language and general correspondence is in English. A proof of two published written documents must be provided.
