RTI International’s Global Health Division is currently accepting applications for a Monitoring, Evaluation, Learning, Research, and Adaptation (MERLA) Manager for an anticipated USAID-funded tuberculosis (TB) activity in Indonesia. The new project will assist Indonesia in accelerating achievement toward its 2030 TB elimination targets by improving the quality of TB prevention, care, and treatment for all TB patients. The project will focus on increasing access to quality, integrated, patient-centered TB care, optimizing TB preventive therapy preventing the progression of disease, and strengthening TB service delivery platforms. 

The MERLA Manager will have primary responsibility for the design, management, and implementation of systems to ensure quality monitoring and reporting of the project’s Monitoring and Evaluation (M&E) Plan. The position will be responsible for the development and oversight of the project’s learning agenda and any operations research undertaken by the project. The manager will provide vision and leadership to the project’s efforts to increase data use, strengthen data systems, and advance the adoption of appropriate digital tools to support TB elimination across Indonesia. In addition, the manager will have primary responsibility for timely, complete, and quality reporting of all monitoring, evaluation, and operations research data from project activities. The MERLA Manager will be based in Jakarta, Indonesia and local travel will be required. Position is contingent upon award and funding. 

 

Core Duties

·     Leads the development, implementation, refinement, and harmonization of project’s MERLA system, including data flow and data use from decentralized teams; develops and operationalizes indicators, set targets, and monitors progress. 

·     As part of the project’s senior management team, provides oversight of MERLA efforts and ensures they are informed by and feed into program decisions. 

·     Oversees all project activities to capture data on indicators and to identify best practices and lessons learned as required by USAID. 

·     Collaborates closely with MOH counterparts at national, provincial and decentralized levels to build capacities and systems for strong data collection and use. 

·     Supports the development of skills and systems of local and community-based partners to promote strong data systems, data quality and data use. 

·     Leads the project’s efforts to roll out, scale up and reinforce digital tools and approaches to support TB elimination. 

·     Works with technical staff to oversee tools for data collection, storage, and analysis, train staff and partners on MERLA system operations, collection methods, and tools.  

·     Manages and support project M&E staff. 

·     Designs needs-based operations research studies and evaluations to generate evidence for which innovations work, which do not work, and why.  

 

Qualifications

·     A Master’s degree in political science, sociology, statistics, international development, public health or in a relevant field and 8 years or a Bachelor’s degree in a relevant field with 10 years’ experience. 

·     Minimum of 6 years of experience with M&E systems; demonstrated knowledge data systems and prior experience working with the MOH in Indonesia; experience with TB or other infectious disease programs in Indonesia preferred. 

·     Solid experience and familiarity with impact evaluations, quantitative and qualitative research methods, surveillance surveys, research methodologies, data analysis, sampling techniques and establishing M&E systems preferably with donor-funded development programs in TB or other infectious diseases. 

·     Demonstrated experience with computer and/or web-based performance data recording and reporting systems and other technologies that improve the quality of monitoring system integrity and data collection/ analysis/ reporting/ visualization. 

·     Knowledge and experience with digital health tools, preferably in the context of TB control interventions. 

·     Experience and in-depth knowledge and familiarity with USAID development sector priorities and reporting requirements; experience with programs focused on health impact considered highly desirable.  

·     Ability to work effectively, responsively, and collaboratively with government counterparts such as government ministries, development and private sector partners, civil society organizations, private sector, and academic/research institutions.   

·     Computer literacy, with ability to analyse and interpret data using Excel, online reporting tools, or statistical packages such as SAS, SPSS, or STATA. 

·     Excellent management and organizational skills (attention to detail is required); flexibility and capacity to multi-task.  

·     Must be fluent in English. 

·     Possesses strong oral, written communication, presentations skills.
