Wildlife Conservation Society – Indonesian Program (WCS-IP) has been engaged in marine conservation in Indonesia since 2002 and works with government and other partners to strengthen marine protected area, shark and ray conservation, and fisheries management. The WCS-IP Marine Program currently has more than 40 staff working across four provinces (Aceh, West Nusa Tenggara, North Sulawesi and North Maluku), with provincial offices in each capital city. WCS's approach in Indonesia focuses on improving community and government capacity for the management of existing marine protected areas, establishing networks of marine protected areas with a particular focus on locally managed marine areas, improving community management of nearshore resources, and building local awareness and support for compliance of MPA rules. Application of sound science is critical to the way WCS works in Indonesia. WCS staff are among the best coral reef and seagrass scientists in the country and are often requested to provide direct support to the government, local communities, NGOs and other partners.

JOB SUMMARY:

The Marine Resources Use Senior Officer shall assist the implementation WCS Marine Program in North Maluku Province on development data collection system, facilitating communication to key stakeholders and technical assistance to government in developing and implementing fisheries management plan, ensure program sustainability, empowering village government agencies and fishing communities to support and improve management effectiveness of sustainable fisheries management program.

TASKS:

The employee will work with the North Maluku Marine Program Manager, North Maluku Program Lead, Database Officer, MPA Team, Enumerator and other staff to:

  • Responsible to develop and manage fisheries monitoring system, including ensure high quality of fisheries data and seek opportunity to develop sustainable monitoring mechanism with local stakeholders (includes fish data landing, vessel registrations and fisheries logbook).
  • Provide support in designing strategies and approaches for program sustainability and strong engagement with key stakeholders; government agencies, key local stakeholders, and private sectors to develop sustainable fisheries policy and it's implementation in North Maluku Provinces.
  • Responsible to ensure strong support for sustainable fisheries practice from government agencies, key local stakeholders, and private sectors to develop sustainable fisheries management policy and establishing provincial fisheries management task force to ensure implementation of sustainable fisheries in North Maluku.
  • Responsible in creating enable condition within fisheries community and local government and develop co-management to increase incentive and investment for implementation of sustainable fisheries in North Maluku.
  • Provide support to program coordinator and leads and work together with MPA teams to gain support village government, local communities, community leaders, fishers groups, fish collectors and other stakeholders in developing small scale fisheries management in North Maluku target sites.
  • Provide support in development and implementation of awareness and communications strategies together with Maluku marine program especially for sustainable fisheries component.
  • Assist in development and implementation of capacity building strategy for stakeholders and responsible in the implementation of capacity building for local stakeholder and local targeted communities to ensure enabling condition for sustainable fisheries practices in North Maluku.
  • Deliver regular updates on the project activities and provide technical, administrative and reporting assistance and providing supervision for consultants or sub-grant if needed for the implementation of activities related to fisheries in North Maluku as well as ensure the quality of outputs (e.g. documents, reports, database) meet the expected standard by WCS.
  • Develop at least 1 technical or scientific report on lessons learn of implementation and approach on development of sustainable fisheries in North Maluku.
  • Oversee the work of the fisheries related staffs and enumerators in North Maluku to ensure the smooth implementation fisheries activities of field sites, including identify staff training/capacity development and options to enable their professional development.

REPORTS AND DELIVERABLES:

The employee will provide to the North Maluku Program Lead the following material on the following schedule:

  • Monthly activity reports
  • Quarterly activity reports as requested
  • Annual team and personal work plan as required
  • Semi-annually and annual general activity reports as required
  • Computer files and directories that summarize the office activity and correspondence (backed up on a monthly basis)

GENERAL PROVISIONS:

Project Management

  • Assist North Maluku Program Manager, North Maluku Program Lead in planning and implement project activities.
  • Prepare activity reports and assisting in preparing financial reports as required by donors and/or stakeholders, written or verbal, as well as a technical report to the North Maluku Fisheries components.

Stakeholder Engagement and Communication:

  • Liaise and establish good working relationships and/or strategic partnerships with local government and other key stakeholders, to ensure the successful coordination, implementation and follow-up of project activities, as well as the mobilization of additional resources to the projects;
  • Provide technical and facilitating support to meetings and workshop, and formally represent WCS as necessary in such meetings and workshops;
  • Deliver regular updates on the project activities through reporting mechanism developed for North Maluku Marine team.

Others

  • Apply and promote WCS's values on respect, transparency and accountability, innovation, inclusion and diversity, collaboration, and integrity in daily work.
  • Participate wholeheartedly in the general activities of WCS-IP particularly events and activities that require the full support and participation of all staff members, whether or not the focus of any particular event or activity has any bearing on the job description and assigned project objectives and activities.

REQUIREMENTS:

  • Bachelor's degree in Fisheries, Marine Science, Social or other related fields related to marine resource management. Postgraduate degree is an advantage that will be considered.
  • Have a minimum of three years working in the fisheries sector, or 5 years in the marine sector or other related fields.
  • Must have computer skills and be able to compile reports in both Indonesian and English
  • Familiar with fisheries monitoring and management mechanisms
  • Have experience working with communities and government agencies
  • Have experience in project management
  • Have experience doing supervision
  • Able to multitask, work in a team, set priorities and meet deadlines
  • Able to work with minimal supervision
  • Good communication skills in Indonesian and English
