Program Background
The Governments of Indonesia and Australia have entered into the Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA), creating a framework to unlock the vast potential of the bilateral economic relationship. To support this ambition, the IA-CEPA includes a new program – Katalis. Katalis' goal is to maximise the benefits of IA-CEPA, support trade and investment, improve market access, and promote inclusive economic growth in Indonesia. The primary objective is to ensure the efficient and effective implementation of IA-CEPA to increase two-way trade and investment that is broad based and inclusive.
Through a "Collaborative Hub", Katalis will leverage existing Australian investments in Indonesia by working in partnership with other DFAT Programs, whole of government partners such as Austrade, and other sectoral partners, to deliver new activities.
Katalis combines sound trade and development practice by supporting Indonesia to maximise the benefits of IA-CEPA, addressing regulatory challenges (through technical assistance), while resourcing innovative industry engagement in sectors of mutual interest, such as in agriculture; and by investing in standards, skills and business sector development in new areas (such as digital services and advanced manufacturing).

The Role
The Contract & Procurement Manager is responsible for leading and managing all tender and procurement of Katalis related activities and goods/services. The role will be ensuring that all procurement is in accordance with the Commonwealth Procurement Rules, the Prospera/Katalis Operations Manual and any other requirements expressed by Katalis' managing contractor, DT Global. This role will be supervising a procurement officer who will provide procurement support. As a manager, he/she will lead the process from beginning to end, providing guidance, advice and support to ensure procurement processes are effective, efficient, and ethical and provide the best possible value. The Contract & Procurement Manager will also support others in the team as guided by the Work Unit Manager and work closely with the DT Global support team.

It is expected that the successful candidate will possess the following:
- Tertiary qualifications with strong relevant office management and administration with at least eight (8) years of experience.
- Demonstrated skills and experience working in procurement and contract management in a multi-disciplinary team at the managerial/supervisor level, for at least two (2) years, preferably in the field of International Development.
- Demonstrated solid understanding of project management and commitment to applying the best practice of procurement guidelines in accordance with Commonwealth Procurement Rules.
- Demonstrated strong analytical, negotiation, and interpersonal/communication to liaise with various sub-contractors, and stakeholders, including DFAT and Government of Indonesia officials.
- Attention to detail and strong organisation skills
- Fluency in both Bahasa Indonesia and English (written and oral), and excellent communication skills including experience working cross-culturally.
- Ability to work independently, prioritise and manage time efficiently, and manage multiple tasks effectively.
- High-level computer skills in word processing, Excel spreadsheet and PowerPoint applications, along with Microsoft Outlook.
Remuneration
The remuneration level at which the position is engaged will be based on the successful candidates' relevant skills and experience. This is a locally engaged staff position.
