DESCRIPTION
JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a USAID funded cooperative agreement led by JSI and focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries' self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.
As USAID's flagship HIS and data project, CHISU Indonesia will support the Ministry of Health of Indonesia to strengthen governance and enabling environment, increase availability and interoperability of quality data and information systems, and increase demand and use of data and information to address health priorities, gaps, and challenges. In support of this, CHISU Indonesia is working hand in hand with the MOH to develop complete data standards and accompanying documentation for Maternal Newborn Health (MNH), Tuberculosis (TB) and Health Financing (HF) services. CHISU Indonesia is seeking a Health Data Standardization Consultant to provide technical and implementation assistance for CHISU Indonesia activities that focus on: mapping medical/ health terminology such as LOINC, SNOMED CT, ICD-10, ICD-9-CM; mapping various health data into Fast Healthcare Interoperability Resources (FHIR) standard; and developing technical documentation on data standards using documentation best practices. The Health Data Standardization Consultant will work closely with the ICT Specialist and Data Management Specialist, with supervision by the Interoperability Specialist and technical oversight from the Senior Technical Advisor for CHISU Indonesia. The Health Data Standardization Consultant will liaise with the Data Standardization Team of the MOH's Digital Transformation Office (DTO) and Center of Data and Information Technology (Pusdatin) to support improve harmonization of the efforts of standardizing data across health domain namely and not limited to Tuberculosis (TB), Maternal and Neonatal Health (MNH), and Health Financing. The Health Data Standardization Consultant will ensure linkages with the wider CHISU health information system strengthening approaches, processes and activities.
RESPONSIBILITIES
Estimated Level of Effort (to be finalized prior to signing of consulting agreement): 20 working days per month or 80 days total

Purpose and objectives of the consultancy:
- Provide inputs and documentation of the health information systems data standardization in terms of workflow or additional steps needed to streamline the process of developing and documenting data standardization.
- Assist in the development and mapping standard against the Fast Healthcare Interoperability Resource (FHIR), and/or clinical standards for all use cases of MNH, TB and Health Financing.
- Develop technical documentation such as Playbook on MNH, TB and Health Financing data standards for interoperability.
- Provide technical support for development of the FHIR implementation guide.
- Facilitate the provision of technical assistance from CHISU to ensure global best practices on data standards development and use are integrated into the interoperability approach of CHISU.
- Collaborate closely with the Center for Data and Technology Information (Pusdatin), Digital Transformation Office (DTO), and other health information system stakeholders, internal and external to the Ministry of Health.
Expected Deliverables:
- FHIR and terminology mapping for TB, MNH, Health Financing use case.
- Technical inputs to SATUSEHAT TB, MNH and Health Financing Playbooks by embedding the appropriate medical standards in the contents.
- Completion of TB, MNH and Health Financing business process and required FHIR and terminology standards as contribution to technical documentation including a Postman collection and implementation guide.
QUALIFICATIONS
- Bachelor's degree or higher in one of the following disciplines: medical, health, nursing, public health, medical records, health informatics, computer science, or a related technical discipline or the equivalent combination of education, technical training, and/or work experience is required.
- 2 years of relevant experience with terminology mapping, interoperability and implementation experience, with working knowledge of Health IT standards such as FHIR, Medical standards are preferable.
- Strong understanding of health information systems, platforms and applications in Indonesia.
- Native/Fluent Bahasa and practical knowledge of English required.
Required Skills/Experience:
- Experience with the development of ICT, health information systems and implementation guides are required.
- Working knowledge and experience with agile software development is required.
- Proficient with Online Tools such as Google Workspace (Docs, Sheets, Slides, Meet, Drive), Slack, and Microsoft Office.
Preferred Skills/Experience:
- Ability to communicate complex technical ideas to technical and non- technical audiences.
- Previous work with the Indonesia Ministry of Health and relevant directorates at national, provincial and district levels would be a distinct advantage.
- Excellent interpersonal skills, including the ability to work closely and in an integrated manner with a multidisciplinary team is required.
