Project Overview and Role:

Advancing Cocoa Agroforestry Towards Income, Value and Environmental Sustainability (ACTIVE) is a $7.2 million, four-year, public-private partnership with Mars Inc. (Mars) and the Institute for Development Impact (I4DI) for an estimated period of performance from January 31, 2022, to January 30, 2026. As a partnership that falls under a Global Development Alliance (GDA), ACTIVE seeks to scale evidence-based agroforestry practices that utilize farm-level technologies to advance climate-resilient practices, increase smallholder farmer income, and ensure high-quality cocoa supply. Over a four-year period, ACTIVE will build the capacity of 9,000 cocoa smallholder farmers in North Luwu and East Luwu Districts, South Sulawesi Province, and in North Kolaka District, Southeast Sulawesi Province, to adopt sustainable cocoa agroforestry practices. This is expected to bring 9,000 hectares of cocoa farms under improved management and reduce the emission of 664,000 metric tons of carbon dioxide emissions. 

Under the direction of the MEL Manager, the MEL associate will support the MEL Manager to implement and mainstream the results measurement framework across USAID ACTIVE interventions

Primary Duties and Responsibilities: 

This position will be expected to:

  • Follow the systems established by the MEL Managers and USAID ACTIVE management to prepare the program for mock audits and the eventual USAID ACTIVE AMELP audit and ensure continued adherence by the teams to the USAID Standard.

  • Ensure that all work undertaken is using the MEL Manual and associated tools.

  • Under the direction of the MEL Manager and USAID ACTIVE management, actively implement the technical and administrative aspects of the MEL Team. This is to ensure:

    • A results measurement system in line with USAID standards and requirements.

    • Intervention Documents for all interventions are updated and used.

    • Impact assessment calendars and budgets are in place and monitored.

    • Teams produce high-quality results chains and measurement plans for each partnership and execute these plans in a timely and collaborative manner,

    • Inclusion indicators are appropriately integrated into results chains and research plans.

    • All assessment results are analyzed.

    • That all goods and services and procured using USAID ACTIVE processes

    • All MEL contracts are managed in line with USAID ACTIVE processes

  • Actively update the Impact Assessment Tracker, and manage the implementation and administration of simple business model intervention impact assessments allocated to MEL.

  • Under the direction of the MEL Manager and USAID ACTIVE management, prepare material for reporting for USAID and other stakeholders including aggregation for monthly report, quarterly report, AIP report, and other USAID and I4DI reporting.

  • Under the direction of the MEL Manager and USAID ACTIVE management collate and prepare projection and other relevant data for analysis of outreach, impact and risk, and value for money.

  • Support the team to ensure all relevant data in the information management system used by USAID ACTIVE is correct and up to date.

  • Contribute to capacity-building initiatives for MEL and the USAID ACTIVE team.

  • Be sensitive to social inclusion including gender equality in the implementation of MEL work and within the team.

  • Be a supportive team member of MEL team and always put the team above the individual.

  • Be responsible for actively keeping good team morale and setting an example of positive team culture.

  • Perform any other reasonable duties as requested by the MEL Manager and CoP.

Required Qualifications:

Essential

  • A relevant graduate or postgraduate level qualification

  • At least two years of work experience in monitoring and evaluation, results measurement, research, or rural development program

  • Highly proficient in the use of MS-Excel™ for analysis
    Proven attention to detail, ability to work independently, and self-driven in completing tasks

  • Proven strong skills in qualitative and quantitative research design and data analysis

  • Proven skills in statistics

  • Proven written and verbal skills in Indonesian and English

  • Proven communication skills including interpersonal and written.

Desirable

  • Experienced in mobile data collection.

  • Skills in STATA, CAPI, or any other statistical and data collection tools
