Program Overview
WRI Indonesia's energy program works to advance reliable, clean energy and reduce carbon emissions, while balancing the need for economic advancement. WRI Indonesia believe that sustainable development highlights the need for integrated approaches to finding solutions that are aligned with the challenge of achieving economic, social and environmental goals that are often interlinked. Therefore, the energy program aims to work across disciplines with the cities team, climate team and the ocean to combine low carbon technology systems, quantitative models, and other policy-making decision tools to achieve and support key national initiatives in Indonesia such as the acceleration of the achievement of national renewable energy targets and net zero ambition. To achieve the net zero vision, we believe that change need to happen not only at national level, but also subnational level. Therefore, WRI Indonesia has been building our presence at several key provinces, such as Bali, to champion the low-carbon solutions and produce best practices.

The Bali Climate and Green Development Initiative is a five-year program on decarbonizing Bali energy through transition into renewable energy, the use of e-mobility, and promoting climate entrepreneurship and leadership to achieve the Bali net-zero in 2045. Through this initiative, it is hoped that there will be synergy between stakeholders related to accelerating the clean energy transition, implementing electric vehicle, and strengthening local communities and communities to be more involved in the green development agenda. In the short to medium term, WRI Indonesia will contribute to this initiative through 4 objectives: (1) Improve EV technical regulations and monitoring system to implement EV masterplan, (2) Demonstrate business cases for EV conversion and EV-clean energy integration, (3) Empower island community's capacity to increase productivity by using low-carbon technologies, (4) Integrate Bali's key stakeholders, including women groups and vulnerable communities in promoting green architecture for sustainable tourism.

To achieve the third objective "empower island's community capacity to increase productivity by using low-carbon technologies" we partner with HSBC Indonesia to start 2 sub-initiatives, namely: (1) Bali Clean Energy Village, and (2) Bali Youth for Clean Energy. In Bali Clean Energy Village, we will collaborate with local partners to deploy low carbon technologies such as solar PV rooftop, electric propulsion machine for boat, and fish chiller, while increasing local community's capacity in deploying, managing, operating, and maintaining the technologies sustainably. By having access to renewable electricity, local communities can conduct more economy activities, and ultimately contribute to Bali's net zero vision. This project focuses on targeted area in Bali that we set out to be replicable for other similar areas in the island. Meanwhile, Bali Youth for Clean Energy will focus on increasing local skills for solar rooftop deployment. We will work together with local vocational high schools and relevant government agencies to develop and conduct trainings for solar rooftop installation and monitoring. These two sub-initiatives are designed to be complementary to each other, and directly feed into the overarching goal of Bali Climate and Green Development Initiative.

The fourth objective will focus more on mainstreaming the green building principles to local regulations and practice, particularly energy efficiency measures and the use of renewable energy. We partner with local architects' group, green building council, and relevant government agencies to conduct assessment and provide policy recommendation.

Job Highlight
The Energy Project Lead will be responsible to lead the energy sector interventions implementation of the Bali Climate and Green Development Initiative, including the sub-initiatives: Bali Clean Energy Village and Bali Youth for Clean Energy. Ideally, the candidate should be well-versed in topics such as energy access, renewable energy, distributed technology, and energy efficiency. Knowledge on e-mobility, especially its intersection with energy sector, is a plus. He/she will report to and work closely with WRI Indonesia's Energy Manager and Bali Engagement Specialist to develop/enhance project strategy and workplan, conduct monitoring and evaluation. On daily basis, he/she will coordinate on the ground with Bali Engagement Specialist, Bali Program Management Unit Senior Lead, and the rest of the Bali team to execute the project workplan. It is imperative for the energy specialist to be based in Bali to optimize daily monitoring of the project implementation and ensure high quality deliveries. With the spirit of building local actors' capacity, the candidate is responsible to organize collaboration among local partners, co-implement project workplan with local partners based on the agreed roles and responsibilities, ensure great quality of deliveries by local partners.

Besides technical knowledge on renewable energy and energy access, this position requires a professional with good project management skill, can-do attitude, strong interpersonal skills, as well as ability to work in diplomatic and collaborative manner with multiple stakeholders.

What You Will Do
Project Management (50%)
  • Lead the implementation of energy projects in Bali which includes Bali Clean Energy Village, Bali Youth for Clean Energy, green building and e-mobility – clean energy integration
  • Coordinate tasks and assignments with team members to efficiently execute the workplan
  • Monitor projects' deliveries in regular basis to ensure effective spending and outputs' quality
  • Lead team's strategic discussions to problem-solve and build effective project planning, implementation, and monitoring
  • Organize and monitor grant disbursement to project partners, and ensure qualities of project partners' deliveries
  • Contribute in proposal and report writing to donors as necessary 


Analytics (30%)
  • Lead the development of analytical products (i.e. reports, working paper, policy brief) under topics of energy access, green tourism/building, and e-mobility – clean energy integration. Analyses might include policy analysis, socio-economic analysis, and techno-economic analyses.
  • Lead research activities, such as data collection, surveys, data analyses, and writing process.
  • Work with project partners and subject matter experts to produce analyses/research products

 

Stakeholder engagement (20%)
  • Develop working relationship and maintain daily communication with multiple partners from government, NGOs and private sectors in Bali
  • Represent WRI Indonesia in formal occasions (i.e. meeting, talkshow, conference) with external stakeholders

 

What You Will Need

  • Minimum 5 years of professional experience performing analyses and studies of topics such as renewable energy, energy access, distributed renewable energy, green building
  • Proven and demonstrated experience in leading a project with a team
  • Willing to based in Bali, and comfortable to work directly with local government, local NGOs and communities
  • Familiarity or experience in e-mobility issue is preferable
  • Bachelor's degree in related field; Masters' degree preferred
  • Possess an excellent communication skill to work in a team and maintain good relationship with external stakeholders.
  • Ability to work effectively in a fast-paced office environment and cross sectoral themes, both independently and as part of a WRI Indonesia team across provinces
  • Adaptable to rapidly changing priorities and able to manage multiple deadlines and deliver high quality work products
  • Highly motivated, strong can-do attitude, proactive work style and excellent organizational skills and work-ethic
  • Detail-oriented and organized thinker who can juggle multiple, competing priorities

 

Deliverables

The consultant will work closely with the core team to create, monitor, and implement workplan to produce deliverables:

  1. Weekly verbal/written brief report on project progress, challenges, and opportunities.
  2. Written project report that elaborates results, lesson learns, and documentation of the project implementation.

 

Duration
1 May 2023 – 30 April 2024

Terms of Payment
Daily-rate consultant with maximum of 18 working days per month in average.

Contract Arrangement
Individual consultancy contract (Part-time, limited term)
