Project Mandate  

Resonance is seeking candidates that are local nationals to serve as the Communications Assistant to be based in Jakarta, Indonesia for the USAID/Indonesia Ber-IKAN Activity, which is a five-year project through July 2027. The Collaborative Fisheries Management or "Ber-IKAN" Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. This 5-year project contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy (CDCS), and focuses on the following four main objectives: 

 

1.     Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries.  

2.     Strengthened small-scale fisheries governance.  

3.     Increased government and market-based incentives for sustainable seafood products.   

4.     Improved protection of ETP marine species affected by fishing practices.  

 

As the Ministry of Marine Affairs and Fisheries (MMAF) works to operationalize WPP networks, USAID Ber-IKAN is poised to facilitate and deepen effective collaboration among the multiple stakeholders in WPP 711 and 715. To increase awareness of and commitment to new and updated Government of Indonesia (GOI) management plans, regulations and policies, as well as to international Endangered, Threatened, Protected (ETP) marine species protection requirements and good fisheries management practices, USAID Ber-IKAN will apply an adaptive approach that leverages partnerships across the public, private, and community spectrum and empowers small-scale fishers, women, youth, and indigenous people's communities in fisheries management. It will adopt iterative processes that encourage participatory and inclusive co-design of management plans and maximizes market-based approaches to drive innovation and strengthen incentives for positive behavior change and compliance. In doing so, USAID Ber-IKAN will amplify and bolster government, industry, and other stakeholders' efforts to ensure economically viable, sustainable, and resilient fisheries in Indonesia.

 

POSITION RESPONSIBILITIES/ESSENTIAL FUNCTIONS 

 

Managing Internal Communications and Supporting Overall Communications Function

·     Supports the Communications Lead in carrying out the overall communications and social behavior change program for the USIAD Ber-IKAN program.

·     Supports USAID Ber-IKAN team to advance its Strategic Communications Plan and increase effective development outreach.

·     Completes documents related to event planning, implementation, and management, including performance reports, BTOR, activity reports, analyses, etc.

·     Manages electronic and hard-copy filing system for USAID Ber-IKAN's communications materials

·     Monitors and ensures regular supply of promotional materials, such as banners, bags and t-shirts, and supports the procurement of additional supplies as needed.

 

Event Support

·     Supports events, programs, training, and workshops with USAID Ber-IKAN and implementing partners.

·     Supports documentation of USAID Ber-IKAN activities as a tool to communicate results, deepen stakeholder knowledge and buy-in to the Activity.

·     Supports preparation of oral and written briefings for other staff members for external events.

·     Assist the team in preparing USAID Ber-IKAN events related to promotional and awareness raising, ensuring proper USAID branding and marking, availability of background materials, and occasionally serving as photographer/videographer/operator for presentation.

·     Assists in drafting and preparing briefing documents, press releases, talking points, fact sheets, correspondence and other material, ensuring the communications documents have proper spelling and grammar.

 

Managing External Communications

·     Manages USAID Ber-IKAN outreach materials to ensure they are up-to-date and available for external audiences.

·     Manages and administers USAID Ber-IKAN social media platforms, including content development, keeping track of social media trends, analyzing appropriate social data/metrics, insights, best practices, and recommending actions.

·     Organises and manages media archive, including mapping major media outlets and compiling a database of media lists and contacts.

·     Supports in updating database of the relevant public and development partners private sector, civil society and other stakeholders who are counterparts for the project.

·     Travel to USAID Ber-IKAN working sites to assist the technical team in soliciting information for success stories and stories from the field.

 

REQUIRED EDUCATION & EXPERIENCE 

·       Bachelor's degree in English, marketing, journalism, mass communications, social media technology, communications, public relations or international development.

·       Minimum of three (3) years of experience in international development with duties that included communications or media/public relations or related event management. At least one year of this experience with the Ministry of Marine Affairs and Fisheries or other government ministries is required.

·       Fluent in written and spoken English with excellent written communication skills.

·       Must be able to analyze, synthesize, and summarize information quickly and accurately.

·       Digital marketing or social media experience preferred, with working knowledge of digital platforms and tools, including Instagram, Facebook, and Hootsuite or similar.

·       Demonstrated experience using software applications (Photoshop, Illustrator, Canva, PowerPoint and other graphics applications) is preferred.

·       Proven track record of proactively working and collaborating in a multi-stakeholder and multi-cultural environment with multiple stakeholders.

·       Strong interpersonal skills to maintain good relations with the relevant partners, news agencies, and government counterparts. 

·       Well organized, able to work independently, skilled in handling multiple tasks, with ability to adhere to deadlines.  

 

PREFERRED EDUCATION & EXPERIENCE 

·       Experience working with USAID and knowledge of USAID communications policies.

·       Self-starter with excellent interpersonal and communication skills who takes initiative and leadership. 

·       Ability to travel up to 40% of the time to interact with government representatives, media partners, and project beneficiaries directly.
