The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people's living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).
The project '"Strengthening Capacities for Policy Planning for the Implementation of the 2030 Agenda in Indonesia and in the Global South (SDGs-SSTC)" has been commissioned by the German Ministry for Economic Cooperation and Development (BMZ). The Objective of the project is as follows "The capacity for action and cooperation between different state and non-state actors to implement the 2030 Agenda in Indonesia and in Indonesian development cooperation is strengthened".
The jointly identified two project outputs which complement each other are as follow:
1. Continue support in strengthening the implementation of Sustainable Development Goals (SDGs) in Indonesia, and
2. Strengthening the capacity of Indonesia's outgoing cooperation in the global context through South-South and Triangular Cooperation (SSTC).
The Project applies a multi-stakeholder and multi-level approach, based on the Indonesian priorities for SDGs and South-South/Triangular Cooperation along with its structures set up for the above purposes. The main implementing partner for support to SDGs initiative is the Ministry of the National Development Planning/Bappenas, that will be chaired by the Head of the SDGs National Coordination Secretariat. As for the SSTC, the project will coordinate closely with the Task Force for Indonesian AID (Agency for International Development) and/or National Coordination Team of South-South Cooperation Indonesia (NCT) which comprises of four ministries for Foreign Affairs, National Development Planning (Bappenas), Finance and State Secretariat.
For this reason, we seek a qualified Indonesian candidate for the following position:
Junior Advisor
(on South-South and Triangular Cooperation)
A. Responsibilities
The main responsibility of the Junior Advisor on South-South and Triangular Cooperation shall include, but not limited to, the following areas:
• facilitate contacts and manage relationships with all NCT members, relevant line ministries in Indonesia and the beneficiary countries which implement sectoral initiatives for SSTC as agreed within the project framework;
• promote synergy and the complimentary aspects of SDGs and SSTC at the overall technical support within all working technical advisory within the project framework;
• perform as the focal point coordination and implementation of one (1) new SSTC with gender sensitive approach;
• perform as the focal point coordination and implementation of the development of lessons learnt from triangular cooperation experiences;
• perform as the focal point coordination and implementation of SSTC Knowledge Management, in relation with triangular cooperation system in Indonesia and German
• support the Advisor and Principal Advisor for the development of digitalization for SSTC in Indonesia as per output indicator;
• support the direct partner, the identified sectoral ministries both in Indonesia and in the beneficiary countries to develop relevant concepts, initiatives, approaches and activities on triangular cooperation within the project framework;
• implement daily operational aspects of all issues related to SSTC component within the project framework;
• maintain of a good flow of communication and information between all involved institutions and counterparts and GIZ
• assist other experts – including consultants - and performs additional duties at the request of the Advisor and/or Principal Advisor;
B. Tasks
1. Advising the partner institution(s)
• assists the planning, development and monitors the implementation of project plans and activities in close consultation with project partners and/or implementing agencies in Indonesia and identified beneficiary countries;
• supports, prepares and implements the coordination process, joint project activities at national and international level;
• deals with the design, preparation and implementation of workshops, seminars and other activities of SSTC within the project framework;
• facilitates knowledge exchange on the identified best practices on SSTC in Indonesia (supported by Germany) within GIZ, as well as with relevant Indonesian entities and agencies, institutions, international development agencies;
• contributes to leverage the identified best practices of SSTC in Indonesia as concrete cooperation of triangular cooperation for sustainable development
2. Networking and cooperation
• supports cooperation and regular contact with partners, relevant national and international organisations, non-governmental agencies and individuals in the project environment as well as with other projects in Indonesia and in other identified beneficiary countries to improve and maintain good working relationships
• communicates local interests and efforts and encourages sharing ideas and information for the benefit of the project/programme
• develops and maintains contact with all important stakeholders including other development partners supporting the areas of south-south and triangular cooperation in Indonesia;
• provides technical assistance to local, regional, international experts and related stakeholders
• ensures knowledge management: collects, processes and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through analyses of the media, direct dialogue, participation in meetings and seminars etc.
3. Knowledge management
• ensures knowledge transfer of project information
• provides background research and strategy formulation of SSTC component within the project area;
• documents the entire process in the project to become knowledge product
• draft reports and presentation documents
• supports in preparing appropriate input, confirmation of data for various project reports including annual reports SSTS Indonesia and contributes to the other reports required by GIZ Head Office
4. Other duties/additional tasks
• performs other duties and tasks at the request of the superior
• contributes actively to a good working climate and team working within the project
C. Required qualifications, competences and experience
Bachelor's Degree in International Development, International Relations, Law, Public Policy, Social Sciences, or area that is related to the project objectives.
Professional experience
• at least 3 (three) years professional experience in/with and/or providing technical assistance to governmental and/or regional/ international organizations, in particular within the scope of Development Cooperation
• familiar with German settings in triangular cooperation is an asset;
• excellent interpersonal and negotiation skills and ability to liaise and communicate effectively with governments
Other knowledge, additional competences
• very good working knowledge of ICT technologies and computer applications (e.g. MS Offices, etc)
• excellent written and oral knowledge of Bahasa Indonesia and English
• working knowledge of German is an asset
• willingness to up skill as required by the tasks to be performed –corresponding measures are agreed with management
• strong organisational competence with good communication and coordination skills
• international experience, ability to work in an intercultural environment
• willingness to travel (abroad) when required
