TRADE/WOMEN’S ECONOMIC EMPOWERMENT SPECIALIST
FIELD SUPPORT SERVICES PROJECT (FSSP)
1. Summary of the Project
Field Support Services Project (FSSP) Indonesia is a five-year project funded by Global Affairs Canada (GAC) and managed by Cowater International. FSSP provides administrative, financial, procurement, and logistical services, as well as support to the in-country development programming for the Government of Canada through the provision of technical specialists in gender equality, governance and human rights, and environment and climate action and assisting GAC in procuring and managing local development initiatives. These programs take place in Indonesia and the ASEAN regions.
2. Background
Canada-Indonesia International Assistance Programming
Canada and Indonesia share a long-standing partnership of over 70 years. Since 2000, Canada has provided over $1 billion in official development assistance (ODA) to Indonesia. Bilateral funding to Indonesia in 2021 and2022 was approximately CAD$13.5 million.
In line with Canada’s Feminist International Assistance Policy (FIAP) and Indonesia’s 2020-2024 National Medium-Term Development Plan, Canada’s development efforts will support the Government of Indonesia to achieve the Sustainable Development Goals (SDG):
- achieve green sustainable and inclusive economic growth;
- enhance the empowerment of women and girls; and
- seek innovative multi-stakeholder partnerships and financing initiatives.
Canada works with a wide range of international and local civil society organizations, and multilateral organizations. Canada collaborates with several Indonesian Ministries (such as Finance, National Development and Planning, Environment and Forestry, Energy and Mineral Resources, Ministry of Women’s Empowerment and Child Protection, Department of Family Planning) in the implementation of Canada’s international assistance program in Indonesia.
Canada-ASEAN International Assistance Programming
Canada’s ASEAN Development Program focuses on the following development priorities, which are aligned with the SDGs and Canada’s FIAP:
- developing ASEAN human capital by investing in people, including promoting life-long learning, sustainable economic growth and the protection and rights of vulnerable populations; and
- strengthening ASEAN regional stability by advancing peace and security, gender equality (with a particular emphasis on women’s empowerment) and disaster management.
Trade Policy/Agreements
In 2021, Canada launched negotiations with ASEAN and Indonesia, respectively, towards a Canada-ASEAN Free Trade Agreement (FTA) and a Canada-Indonesia Comprehensive Economic Partnership Agreement (CEPA). Canada is seeking strong outcomes on inclusive trade in this process, including ensuring that international trade benefits all groups, including those traditionally less advantaged, such as women, minority groups, and micro-, small-, and medium-sized enterprises (MSME). Also in support of the negotiation process, it will be important to ensure familiarity with how gender-inclusive provisions in FTAs and CEPAs can help achieve women's economic empowerment goals. Mobilization of domestic stakeholders will be needed to increase awareness and support, drawing from the large and growing international movement on trade and gender.
In 2022, Canada supported (through UN ESCAP) the ASEAN Coordinating Committee on MSMEs’ policy toolkit on Strengthening Women’s Entrepreneurship, including a section on international trade. More such work is needed, to ensure that substantive gender provisions are included in the ASEAN-Canada FTA and Canada-Indonesia CEPA.
3. Objective
The Mission of Canada to Indonesia and Timor-Leste and the Mission of Canada to ASEAN require the services of a Trade/Women’s Economic Empowerment Specialist (the Consultant) to provide technical assistance related to:
- advising on the nexus between Development and Trade, particularly as it relates to women’s economic empowerment in Indonesia and ASEAN more broadly.
- building support for gender and inclusive trade principles among and within ASEAN member states.
The Consultant must understand:
- the development landscape related to women’s economic empowerment in Indonesia and the ASEAN region and key development stakeholders.
- advancements and current work/support undertaken on inclusive trade and gender and the inclusion of gender equality principles in trade agreements.
The Consultant will report to the Field Support Services Project (FSSP) in Jakarta, Indonesia.
Working on a day-to-day basis under the direction of the First Secretary (Development), Mission of Canada to Indonesia and Timor-Leste, and the Counsellor (Development) in consultation with the Counsellor (Trade and Economic), Mission of Canada to ASEAN, the expected services of the Trade/Women’s Economic Empowerment Specialist will include, but not be limited to:

- maintain close working relationship with regional partners in related programmes (such as the World Bank, ILO, IFC, NGOs), to support efforts to create women-friendly enterprise initiatives and services.
- collaborate with civil society organizations, private sector as well as government agencies for promoting women’s entrepreneurship and income generation and exploring cooperation with other countries in the region to learn the experiences and best practices for economic empowerment of women.
- partner with other donor agencies, if appropriate, to enhance collaboration, resource mobilization and joint programming to influence priority setting on inclusive gender provisions in trade policy issues.
Other Tasks:
- provide oral and written briefings on the above, and
- conduct any other relevant tasks as assigned by the First Secretary (Development), Mission of Canada to Indonesia and Timor-Leste. Or the Counsellor (Development), Mission of Canada to ASEAN.
5. Deliverables/Outputs
The Trade/Women’s Economic Empowerment Specialist is expected to work in close cooperation with the Mission of Canada to Indonesia and Timor-Leste and the Mission of Canada to ASEAN in Jakarta, Indonesia to produce deliverables as follows:

6. Description of the Consultant’s Profile
GAC requires the services of a Trade/Women’s Economic Empowerment expert with solid knowledge and understanding of inclusive trade, gender provisions in trade policy, economic growth, gender and development, and with solid experience working with international development partners in Indonesia and the broader ASEAN region.

Required Skills and Experience:
The Consultant is expected to possess skills and experience in the following areas:
Education
- Minimum Bachelor degree in international development, economics, or another relevant field with an emphasis on inclusive trade, investment, economic growth and gender.
- Professional certification or training in trade and investment or economic growth are an asset.
Professional Experience (mandatory)
- Minimum 3 (three) years of professional experience in managing and/or advising on women’s economic empowerment issues or programming.
- Minimum 7 (seven) years of professional experience in advising trade policy and/or aid for trade and/or trade facilitation or implementation work in one or more related areas.
- Demonstrated established network of researchers and stakeholders in international trade in Indonesia and the ASEAN region.
- Excellent written and oral communications skills in English.
Knowledge
- Strong understanding of current trends and developments in the international trade and gender agenda, for example as reflected in the recent WTO World Trade Congress on Gender (Dec 5-7, 2022).

- Knowledge of the development context in Indonesia, particularly as it relates women’s economic empowerment issues.
- Knowledge and understanding of ASEAN and ASEAN mechanisms related to development, trade, and women’s economic empowerment.
- Knowledge of Canada’s trade and private sector engagement in Indonesia, as well as in the ASEAN region.
Asset
- Strong understanding of gender equality issues.
- Experience in managing and/or in designing rural livelihood/income generation/ private sector development programmes, preferably for women.
7. Working Arrangements
The Consultant will work from their home base with virtual/non-virtual meetings with the Mission of Canada to Indonesia and Timor-Leste and the Mission of Canada to ASEAN and other relevant partners. The Consultant will conduct their own literature review and/or expert interviews, if required, for the production of briefing or reporting documents.
The Consultant will submit deliverables to the First Secretary (Development), Mission of Canada to Indonesia and Timor-Leste and/or the Counsellor (Development), Mission of Canada to ASEAN, as appropriate. Payment is conditional upon satisfactory delivery of the assignments. In the event that travel to other regions or cities is necessary and possible, all necessary costs will be borne by Global Affairs Canada through the Indonesia-ASEAN Field Support Services Project (FSSP).
8. Duration of the Contract
The total expected duration of the assignment is up to 30 days (with a possibility of increase in level of effort based on program needs) and the contract ends on March 2024. All reports must be finalized and submitted within this period. The Consultant is expected to start in May/June 2023.
Payments will be processed monthly upon the presentation of a timesheet and invoice detailing the level of efforts for each deliverable. Tasks will be based on ‘requisition for services’ which will be submitted to the Consultant through the FSSP.

2. Brief statement as to why the individual considers him/herself as the most suitable for the assignment.
3. Financial Proposal shall be submitted in the following format:
- The financial proposal should specify an all-inclusive daily rate for up to 30 working days.
- The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee and when applicable any other relevant expenses related to the performance of services under the contract, not including travel expenses.

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable; and b) having received the highest score out of the weighted criteria (70% technical score (comprising of 15% technical qualifications desk review, 25% written test, and 30% interview) and 30% financial score.
The proposals that achieve a minimum of 70% for the technical qualifications desk review shall be further considered for an interview and written test. The financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received for the assignment.
