Local Partnerships Technical Advisor
Overview
Research Triangle Institute (RTI) International is an independent organization with over 4,000 staff worldwide dedicated to conducting and providing innovative, multidisciplinary research and services that improve the human condition. The International Development Group’s (IDG) Global Health Division works in Neglected Tropical Diseases, infectious disease, including TB, HIV/AIDS, and Malaria; global health security, Health Systems Strengthening - including Health Governance, Health Finance, Human Resources for Health, Capacity Building, and Health Policy and Advocacy; Public-Private Partnerships; and Reproductive, Maternal, Neonatal, and Child Health. We address a range of public health problems to reduce disparities, lower disease burdens, and build locally owned sustainable health programs in lower- and middle-income countries.
The Country Health Information Systems and Data Use (CHISU) program is a USAID-funded project that strengthens country capacity, leadership, and self-reliance to manage and use high-quality health information systems to improve EVIDENCE-based decision-making. CHISU strengthens health information systems, interoperable information architecture, and data use, and supports countries’ self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.
RTI IDG is seeking applicants for a Local Partnerships Technical Advisor to support the CHISU-Indonesia country program. The full-time position will be based in Jakarta, Indonesia and seated at the CHISU- Indonesia project office.
Background
To sustain the efforts, achievements and results of the Digital Health Transformation and its impact on MNH, TB and Health Financing programs, it is critical that local organizations are engaged in the process to provide technical support to provincial and district governments. To support this effort, CHISU is rolling out activities in support of local partnership development that encompasses both issuing grants to local organizations and working with USAID, CHISU, and local stakeholders to establish an improved understanding of and stronger relationships with Digital Health Transformation stakeholders. Key stakeholders that CHISU works various government agencies at national level, including Pusdatin, the Digital Transformation Office, and the Ministry of Health; and at subnational levels, such as Program and Planning Unit, Civil Registration Offices, and others.
Position Description
The Local Partnerships Technical Advisor will be responsible for supporting CHISU Indonesia and USAID to develop a vibrant strategy for engaging with local partners throughout Indonesia to strengthen the health information system (HIS), SatuSehat, and the Digital Health Transformation. This position will report to the Senior Manager, Health Policy in RTI’s Health Systems Strengthening team, who manages RTI’s Indonesia CHISU country activities, and will work closely with the CHISU Indonesia technical team, which will provide technical oversight.
Responsibilities include, but are not limited to:
- Provide vision and leadership on local partnerships component of CHISU Indonesia
- Responsible for developing and leading implementation of CHISU Indonesia’s local partnership approach
- Working with CHISU, the Ministry of Health (MOH), Provincial Health Offices (PHOs) and District Health Offices (DHOs) to develop a local partnership plan for working with local partners, including private sector for-profit and not-for-profit, academia, civil society, etc., in alignment with CHISU Indonesia work streams.
- Identify and prioritize collaborations with local partners for HIS and the Digital Health Transformation, including ways to guide USAID engagement with local partners to advance HIS and Digital Health Transformation objectives.
- Design and oversee CHISU Indonesia’s approach to relationship management with local partners
- Foster and maintain effective, professional relations with government counterparts, local organizations, and other stakeholders for successful implementation of the local partnership component.
- In coordination with the Country Director, liaise with USAID, CHISU home office, and RTI home office on technical implementation of, and reporting on, local partnerships programming.
- Manage any subcontracts and grants with local partners that include activities under the local partnership component, ensuring the quality and timeliness of deliverables.
- Ensure effective communication about CHISU’s local partnership approach.
- Support measurement local partnership results and contribute to regular reporting to USAID and MOH and participate and present if needed in meetings related to localization, representing CHISU local partnership approach. Work with project staff and organizations to help identify successes, measure results, and make adaptations, as needed.
- Coordinate with capacity development consultant to ensure effective monitoring and reporting on results of capacity development efforts, and inclusion into relevant CHISU reporting
Qualifications
- Five (5) years of progressively responsible experience and expertise in facilitating development and implementation of local partnership strategies or private sector engagement.
- Substantive experience working with counterparts at various levels of government, private sector leaders, and other stakeholders in health and/or digitalization.
- Experience working with a broad range of local partners in Indonesia, with demonstrated understanding of the local partner landscape, and contributing to improved health information systems and achievement of the Digital Health Transformation.
- Understanding of the digital health landscape in Indonesia is a plus.
- Proven ability to work under pressure, and with multiple concurrent demands.
- Excellent communication and interpersonal skills.
- Demonstrated experience seeing deliverables through to completion, including written and other deliverables.
- Knowledgeable and experienced with USAID contracting policies and procedures required.
- Fluency in Bahasa is required; Proficiency in English is required
