Background and Justification

 

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a five-year USAID funded cooperative agreement (2020-2025) led by JSI and focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries' self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.

The Country Health Information Systems and Data Uuse andam (CHISU) is a USAID funded cooperative agreement led by JSI and focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries' self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.

 

As USAID's flagship HIS and data project, CHISU Indonesia will support the Ministry of Health of Indonesia to strengthened governance and enabling environment for health financing information systems, increase availability and interoperability of quality health financing data and information systems, and increase demand and use of health financing data and information to address health priorities, gaps, and challenge. There are currently several challenges in the management and use of health financing data. The current condition is that data collection is still done manually and is repeated in each work team at the Ministry of Health (MOH). Therefore, the MOH needs a system that can accommodate the needs of recording, collecting, and analyzing quickly. Developing Health Financing Information System called as Sistem Informasi Pembiayaan Kesehatan (SIPK) starts from February 2023, by finalizing data standardization and mapping for all National Health Financing needs. DHIS2 was then agreed upon as a tool's platform used to build the SIPK ecosystem for all stakeholders (data sources), components and data sets. Based on the design, the 4 SIPK components were built sequentially by prioritizing the completion of the Health Insurance component, especially Data Costing originating from secondary healthcare, then moving on to the components of the National Health Account (NHA), Health Technology Assessment (HTA) and finally completing the Health Financing component for the Provincial and District levels.

 

On June 14, 2023, CHISU together with DTO and PUSJAK PDK successfully launched the SIPK Data Costing reporting module to around 1000 pilot hospitals. This module is the component with the most variables in the National Health Financing dataset (43% of the total variables). While completing the need for dashboard visualization for this module, CHISU, DTO and other Health Financing stakeholders are currently preparing to develop next component, namely the National Health Account as well as integration of insurance data originating from personal health records in SATUSEHAT so that it can be connected with SIPK.

 

To support the development of this system, we need experts who understand the context of systems development and architecture design. The Health Financing Information System Specialist will be responsible for supporting systems users in the design, development and implementation of the SIPK. They will also be responsible for the development of the functional requirements for SIPK sub-architecture and modules. Finally, they will develop key technical guidance and user training materials for health financing information systems management, contributing to long term sustainability of digitalization of the exchange of health financing data. The Health Financing Information System Specialist will report to the CHISU Indonesia Senior Information and Communication Technology (ICT) Specialist, and work closely with the Health Financing Specialist, liaising regularly with the Data Team of the MOH's Digital Transformation Office (DTO) and Center for Data and Information Technology (Pusdatin) and the MOH's Center for Policy for Health Financing (Pusjak PDK).

Activity Manager: Report to Senior Information and Communication Technology (ICT) Specialist

 

Purpose and objectives of the consultancy:

       Design and develop data repository platform for health financing and design requirements for an integrated health financing information system:

o   Work closely with the Health Financing Specialist to define and maintain update the standard of metadata in a health financing data repository platform as per the requirements of             Pusjak PDK so that all stakeholders can provide all the data needed directly in the platform.

o   Develop the health financing data repository platform as per the requirements.

o   Develop the health financing data integration and interoperability with other health financing source systems.

o   Manage the data repository platform and dashboard for the formulation on health financing as well as perform troubleshooting when needed.

o   Develop technical documentation of platform and dashboard production as well as development of manual books.

o   Manage all phases in the development cycle (concept, design, test, release, operational).

o   As part of the repository, work closely with the Health Financing Specialist to develop an analytical dashboard of all health financing data compiled from stakeholders, which will be         utilized for drafting policies on health financing.

Iterate health financing dashboard and data repository platform concepts and designs to make it user friendly and coordinate as well as facilitate input and recommendation           from all stakeholders.

 With health financing and health information system stakeholders, develop a requirements document for a health financing information system sub architecture including the business                    processes, workflows, and functional requirements.

 Develop or contribute to user guidance or technical documentation for health financing information systems management, contributing to long term sustainability of digitalization of the               exchange of health financing data with Pusdatin and Pusjak PDK.

   Ensure data governance, access control and collected data are in line with the requirements in drafting policies on health financing.

 Facilitate and coordinate with DTO Data Team, Tech Team and Product Team, as well as Pudatin to ensure the platform or dashboard meet the Ministry of Health Technology Standard,                 especially on the Data Mart, Data Warehousing and API Management, as well as the needs of users such as the MOH's Pusjak PDK.

 Assist Head of Tribe Health Financing of the DTO to coordinate with health financing stakeholders internal and external to the Ministry of Health.

 

Expected Deliverables:

       Monthly report

     Data utilization dashboard.

     Data storage platform for healthcare financing

     Data governance and access control.

     Maintain good relationships with all stakeholders.

     Maintenance and troubleshooting of the platform.

     Platform development progress.

     Technical assistance updates.

       Health financing data repository design, including complete metadata standard and ICT implementation design.

       Health financing backend integration development.

       Updated to version 1.1 of the health financing program.

       Report on training and mentoring for national and sub-national users.

       Design model sub-architecture for health financing.

       Technical documentation and user guidelines.

 

QUALIFICATIONS

       Bachelor's degree in Information System, Computer Science, IT Management, or other related disciplines.

       Have at least 3 years of experience in data management, metadata development, software engineering, and data warehousing.

●     Have ability in Information Systems especially programming JavaScript (especially ReactJS framework), Java, HTML, Python, or other related programs; Able to develop full-stack                     applications; as well as develop data visualization using chart library.

       Great data warehousing and website development platform skills.

       Great backend and web service development skills.

       Good understanding of developing integration and interoperability logic for information systems.

       Good understanding of health financing with at least one year of experience in public/private health insurance organizations, institutions, or other related institutions.

       Have a network in public/private health insurance organizations or institutions, medical facilities, or other related institutions.

       Having the ability to design UI/UX is a plus.

       Have the ability to work with agile product development teams; genuinely excited about identifying new ways to boost team effectiveness and synergy.

       Good written and verbal communication skills in Bahasa Indonesian and English.

DESCRIPTION

JSI Research & Training Institute, Inc. JSI is currently seeking an outstanding Administrative and Human Resources (HR) Assistant in Indonesia for a portfolio of activities on the Country Health Information System and Data Use (CHISU) global cooperative agreement funded by the United States Agency for International Development (USAID). CHISU is a 5-year program designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. In Indonesia, CHISU is working with the Center for Data and Information Technology (Pusdatin), Digital Transformation Officer (DTO) and other health directorates to strengthen governance enabling environment for HIS, increase interoperability of information systems, improve data analysis and use, and strengthen organizational development of local partners.

The Administrative and HR Assistant must demonstrate depth and breadth of administration expertise to support a complex, fast moving project environment, as well as possess interpersonal skills and be able to leverage professional relationships towards the success of CHISU's activities. The Administrative and HR Assistant will provide support to the project technical and management teams to assist in the efficient implementation of CHISU Indonesia operations and HR activities. The Administrative and HR Assistant works closely with the Project Officer, Administrative Officer and Sr. HR Specialist and will report to the CHISU Finance & Administrative (F&A) Manager in Indonesia.

This is anticipated to be a full-time position based in Jakarta, Indonesia.

RESPONSIBILITIES

  • Coordinating as the Person in Charge (PIC) at certain project events, to secure all the event requirements and assure the events are running well including coordination with external parties for the venue, banner, activity documentation, and attendance list.
  • Supporting the Project Officer and Administrative Officer, working closely to assist in the following project activities: event planning and logistics, including vendor payments and documentation; arranging domestic and international travel; recording inventory and filing records for inventory management and; other administrative tasks as assigned.
  • Working closely with Senior HR Specialist, assist in the following project activities: assist on the recruitment process until the candidate is ready for the contract signing; assist on Health Insurance Claims and as the point of contact related to health insurance for all CHISU Indonesia staff; support file management for human resources; other HR support tasks as assigned.
  • Responsible for administering certain finance tasks such as staff advances and office petty cash to support all office support needs.
  • Other duties in line with the overall focus of the position, as assigned by the Finance & Administrative Manager.

QUALIFICATIONS

  • A Bachelor's degree and a minimum of 2 years work experience in the field of management, finance, HR, international development, or business, including relevant in-country experience.
  • Ability to work independently with minimum supervision in a fast-paced environment is required.
  • Excellent written and verbal communication, analytical, decision making, problem solving, and administrative skills are required.
  • Excellent organizational skills and high attention to detail are required.
  • Demonstrated ability to maintain confidentiality when working on HR-sensitive assignments.

PERINTIS bertujuan mendukung program sanitasi di Palembang melalui kampanye pemasaran sosial dan pelatihan. Fokusnya adalah membantu anggota masyarakat membuat keputusan yang terinformasi tentang sanitasi dan membantu pemerintah daerah serta kontraktor memberikan layanan sanitasi yang efektif.

Berlokasi di Palembang, Sumatra Selatan, Indonesia, Penasihat SHR akan bertanggung jawab dalam mendukung Tim Kepemimpinan PERINTIS untuk memastikan keberlanjutan dan replikabilitas pendekatan PERINTIS, termasuk strategi serah terima dan penyelesaian dokumen serah terima. Tugas:

The Wildlife Conservation Society-Indonesia Program (WCS-IP) has grown significantly over the last few decades and has contributed to supporting the Indonesian Government, particularly the Ministry of Environment and Forestry (MoEF) in conserving Indonesia's biodiversity. WCS-IP currently has a program that focuses on landscape/seascape conservation, species conservation actions, and local community engagement.

The WCS-IP's Sustainable Landscape and Infrastructure Program aims to support MoEF to address land and forest cover change, and improve community livelihoods in priority landscapes through partnering with the government, private sector, other civil society organizations, and communities to develop land and forest cover change-free commodity production and supply chains. In Bukit Barisan Selatan National Park (BBSNP), BBS Sustainable Commodities Partnership or BBS Kemitraan Komoditas Lestari (BBS KEKAL) builds on a shared vision for the landscape, established through a Collective Statement of Intent signed by 16 organizations in April 2018. BBS KEKAL is working with the MoEF to develop a roadmap to address encroachment and restore priority areas, while continued monitoring and patrols in collaboration with the National Park Authority to reduce the risk of future land and forest cover change. BBS KEKAL is supporting farmers to achieve more profitable and resilient livelihoods, and working with companies to fulfil their supply chain commitments.

WCS-IP is currently seeking a dynamic, highly organized and experienced Business Development Senior Specialist. The primary focus of the role is to oversee the development of BBS KEKAL into a commercially viable programme. This includes overseeing the development and implementation of company partnerships, the design and development of the landscape sustainable financing mechanism, including the partnerships required for the delivery of financial products to farmers, and securing investment into the programme/sustainable financing mechanism. This may also include the development of commercially viable alternative income opportunities at the community level. Once this commercially viable program is developed, it might be replicated to other landscape.

TASKS AND RESPONSIBILITIES

PROGRAMME STRATEGY AND IMPLEMENTATION

  • Development of a strategy for BBS KEKAL towards commercial viability of the programme, including company partnerships and responsible sourcing, and sustainable financing.
  • Strategy delivery including:
  • Overseeing the design and development of the sustainable financing mechanism, including in collaboration with external consultants and delivery partners.
  • Development of the associated business plans to establish the costs, benefits/impacts, and potential revenues of the strategy, including for smallholder farmers, companies and at the landscape level through the sustainable financing mechanism.
  • Facilitating and supporting negotiation of purchase agreements between companies and communities and ensuring inclusion of conservation criteria.
  • Support the WCS-IP teams under the Sustainable Landscapes and Infrastructure Program, including the BBS KEKAL field team, to develop and implement work plans that deliver in line with strategies and business plans.
  • Coordinating research in the areas of conservation finance at the field level (and sector level as needed) to inform strategy development and delivery.
  • Coordinating partnerships/engagements with consultants, as needed.
  • Preparing activity reports as required by WCS, donors, investors and/or stakeholders.
  • Engaging and support the development of other type conservation finance solutions across WCS-IP project sites.

PARTNERSHIPS, STAKEHOLDER ENGAGEMENT AND COMMUNICATION

  • Engagement with and management of company partnerships in line with BBS KEKAL strategy.
  • Engagement with and management of partnerships with financial institutions and delivery partners.
  • Development of investor relationships and continued engagement.
  • Direct engagement, and support for the WCS-IP leadership team with government engagement, needed for delivery of BBS KEKAL strategy.

JOB REQUIREMENTS

QUALIFICATIONS, SKILLS, AND COMPETENCIES

  • Relevant university (MSc/S2) level qualification in agriculture, conservation, sustainable development, business or similar
  • A minimum of 7 years' experience in business development, agricultural finance, private sector engagement/commodity supply chains, or conservation enterprise
  • Familiarity with private sector and sustainable supply chain initiatives, smallholder finance, impact investment
  • Demonstrable experience in business plan and strategy development
  • Ability to conceptualize and create products and approaches that link programmes with business and conservation interests.
  • Strong interest in promoting sustainable practices within business and finance
  • Experience in preparing materials for corporate and investment audiences
  • Ability to work independently and proactively
  • Good judgment, ability to work under pressure and respond quickly to deadlines
  • Excellent interpersonal and communication skills, to a range of different audiences
  • Excellent networking, diplomacy and engagement skills and strategies, with strong existing networks in relation to commodity supply chains and investors
  • Excellent written and analytical skills
  • Fluency in English
  • Demonstrable experience in developing and managing company partnerships / complex multi-stakeholder partnerships
