The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German implementing organization which provides services worldwide in the field of international cooperation for sustainable development. GIZ has years involvement in the area of renewable energy in Indonesia.
GIZ is currently implementing a project, funded by the International Climate Initiative (ICI) of the German Federal Government, called "Strategic Exploration of Economic Mitigation Potentials through Renewables" or ExploRE. The project aims to enhance strategic options on the renewable energies (RE) in the energy, climate, development and financial sectors and to help create a more coherent environment between key players.
The project organizes the activities in Indonesia under four outputs. Those are:
- RE deployment strategy
- Political instruments and financial environment
- Institutional building
- Innovation
To support implementation of the project, we seek one (1) motivated and qualified Indonesian candidate for the following position:
A. Main Responsibilities
- Act as the focal point for the implementation of technical assistance for bioenergy activities, including biogas, biomass, biomethane, and other bioenergy technologies and utilizations.
- In close consultation with Project Manager and Key Technical Advisors, develop new activities under bioenergy topic that are in line with the Project's mandate and supportive of Indonesia's energy and climate target.
- Facilitate the coordination and communication with partners on bioenergy topics.
- Develop and nurture relationships with key players in the Indonesian bioenergy market, including government, private sectors, technology providers, financial institutions, and other development partners.
- Proactively seek opportunities for collaboration with relevant stakeholders within various sectors to foster better deployment of bioenergy projects in Indonesia.
- Reporting and documentation of project results.
In this context, the position holder fulfils the following tasks:
B. Tasks
1. Professional Advisory Services
- Monitor the development and implementation of bioenergy projects in Indonesia, including with bioenergy power plant, bioenergy co-generation power and heat, biogas upgrading plant, and so on.
- Provide technical advisory on suitable bioenergy technologies and relevant business model concepts to be developed and implemented in Indonesia.
- Identify potential pilot projects, provide technical and economic feasibility assessment, evaluate project risks and opportunities, and develop strategic planning for scaling up the bioenergy projects.
- Develop bioenergy techno-economic spatial analysis regarding bioenergy potential supply and demand for power generation, industrial heat, and as fuel, including with data collection, statistical analysis, and relevant digital solutions within bioenergy projects.
2. Project Management
- Identify knowledge gap in bioenergy topics and develop concepts for the implementation of technical assistances.
- Identify required resources and develop technical Terms of References (ToR) for external consultants as well as coordinate and supervise the external consultants and other service providers in pursuance of stipulated deliverables and deadlines according to the ToR.
- Develop activity planning, monitor project progress, determine bottlenecks, and recommend alternative courses of management action to senior staff.
- Contribute to project development, result-based monitoring, and RE strategy development, in cooperation with other advisors.
3. Coordination, Cooperation, and Networking
- Together with Key Technical Advisor, maintain effective communication and cooperation with political partner, specifically Directorate of Bioenergy, MEMR.
- Maintain and develop close contacts with other implementing partners such as other ministries, state-owned companies, and private sector.
- Actively maintain and develop close contacts with other development partners to promote synergy and cooperation on bioenergy topics.
- Initiate contacts, develop cooperation, and foster dialogues with international and national bioenergy stakeholders, such as associations, technology providers, project developers, industries.
- Identify and secure cooperation with potential local and international consultants to support the delivery of the project outputs.
4. Knowledge Management
- Stay abreast with the updates on national and international bioenergy policies, initiatives, technologies, and applications, including the sustainability indicators of bioenergy.
- In close cooperation with advisors for Knowledge and Information Management, document experience and results from pilot projects and other activities for the development of bioenergy knowledge products, including lessons learned report, factsheets, technology evaluation, policy recommendation and guidelines.
- Prepare and deliver presentation on the results of technical assistances to disseminate lessons learned and best practices to relevant stakeholders.
- In close coordination with Key Technical Advisor and other advisors for Knowledge and Information Management, organize outreach and capacity building activities under topic of bioenergy.
5. Other duties / additional tasks
Subject to discussions with the Project Manager, the Advisor may be allocated for additional tasks and other duties for shorter periods.
C. Required qualifications, competences and experience.
Qualifications
- At least a bachelor's degree in an engineering or science major, or any field related to the project objectives.
- A master's degree is highly preferred, especially in a relevant discipline.
Professional experience
- Minimum of 5 (five) years of relevant professional experience within the private sector, specifically in renewable energy.
- Demonstrated expertise in bioenergy, encompassing biogas, biomass, bioenergy power generation, and/or bioenergy for industrial heat.
- Preferred experience in managing energy projects.
- An added advantage would be prior experience collaborating with international teams.
Other knowledge, additional competences
- Good analytical skills as well as excellent organizational skills; efficiency, accuracy, and high-quality delivery of all work-related output; results and performance orientation
- Good communication and coordination skills, intercultural competences, and confident dealing with high-ranking representatives of the national and local partners.
- Very good knowledge of IT, communication technologies, and relevant computer applications (e.g. MS Office).
- Excellent written and oral knowledge of Bahasa Indonesia and English.
- Availability to follow the code of conduct of the organization.
