DESCRIPTION
JSI Research &  Training Institute, Inc. (JSI) is a public health management consulting and  research organization dedicated to improving the health of individuals and  communities throughout the world over the last forty years. JSI is currently  seeking an outstanding Information Communication Technology (ICT) Officer in  Indonesia for a portfolio of activities on the Country Health Information  System and Data Use (CHISU) global cooperative agreement funded by the United  States Agency for International Development (USAID). CHISU is a 5-year program  designed to enhance host country capacity to produce high-quality health  information, to optimally manage this information, and to institutionalize  evidence-based decision-making. In Indonesia, CHISU is working with the Center  for Data and Information Technology (Pusdatin), Digital Transformation Officer  (DTO) and other health directorates to strengthen governance enabling  environment for HIS, increase interoperability of information systems, improve  data analysis and use, and strengthen organizational development of local  partners.
  
  The ICT Officer must demonstrate depth and breadth of technical expertise in  the areas of health information systems (HIS) and information technology as  well as possess interpersonal skills and be able to leverage professional  relationships towards the success of CHISU's activities. As ICT Officer for  CHISU in Indonesia the candidate will be responsible for providing technical  and implementation assistance to the following: supporting the updating of  Indonesia health data dictionary, developing and socializing technical  guidelines to support interoperability between MNH, TB and Health Financing  information systems and SatuSehat, supporting the interoperability of MNH, TB  and Health Financing information systems through SATUSEHAT, assist with  expanding SATUSEHAT to the subnational level, and providing technical support  for data security and privacy. The ICT Officer will work under the direct  supervision of the Senior Information Communication Technology (ICT)  Specialist, and collaborate closely with Technical Specialists at the national  and subnational level for CHISU Indonesia.
  
  This is anticipated to be a full-time position based in Jakarta, Indonesia.
RESPONSIBILITIES
The ICT  Officer will be responsible to support the following objective:
  Increased availability and interoperability of quality health data and information  systems.
  
  Specific responsibilities will include, but are not limited to the following:
- Assisting the ICT Specialist in work plan implementation, delivery output and deliverables related to ICT.
 - With the Senior ICT Specialist, provide assistance in implementing CHISU's ICT activities at the national and subnational level in line with global best practices, actively coordinating the same with technical specialists at both levels. Under the guidance of the Senior ICT Specialist, develop activity terms of reference and budgets, and actively coordinate all ICT activities to ensure successful implementation.
 - Contribute to efforts to enhance the Indonesia Health Data Dictionary, Terminology Service and FHIR standard, including efforts to build skills of local partners and the MOH in data standardization to support continued updates/maintenance of the Indonesia Health Data Dictionary.
 - Contribute to the documentation and refinement of operational guidelines, manuals, system documentation and training materials for information systems interoperability with SATUSEHAT; Support efforts on socialization of the same, as well as design processes for updates in the long term.
 - Contribute to development and implementation of models and architecture to support interoperability of MNH, TB, health financing information systems, and facility based information system with SATUSEHAT, such as supporting a generic interoperability service and areas related to ICT aspects of the Master Patient Index (MPI), Master Facility Registry, and Health Worker Registry. Provide monitoring and troubleshooting support for systems' maintained by CHISU.
 - Support subnational rollout of SATUSEHAT in priority provinces and districts, providing programmatic assistance to systems interoperability with SATUSEHAT, including monitoring and evaluation of SATUSEHAT.
 - Support activities related to the development of data security and privacy management guidelines for SatuSehat, providing an ICT perspective.
 - Support scripting for the generic interoperability mediator, provide support to capacity strengthening for the MOH, and subnational levels on ICT, providing inputs to the development of training materials and guides under the supervision of the Senior Information Communication Technology (ICT) Specialist.
 - Through the Senior ICT Specialist, collaborate closely with the Pusdatin, DTO, and MOH's technical IT development units , as well as CHISU supported PHO and DHO.
 - As requested, provide inputs to communications materials such as social media posts, blogs, success stories, fact sheets, ect.
 - Support the Senior ICT Specialist to provide ICT inputs to weekly, monthly, quarterly, and annual reports.
 - Integrate approaches towards gender, data security, monitoring, evaluation & learning (MEL), and change management in all activities.
 - Promote gender equity in program implementation.
 
QUALIFICATIONS
- Bachelor's degree or higher in one of the following disciplines: computer science, (health) informatics, information systems, mathematics or statistics, software engineering, or a related technical discipline or the equivalent combination of education, technical training, and/or work experience is required.
 - 3 years of relevant experience with ICT, interoperability and implementation experience, with working knowledge of Health IT standards such as FHIR, HL7, OpenHIE, Medical standards are preferable (SNOMED-CT, ICD, others).
 - Strong understanding of health information systems, platforms and applications in Indonesia.
 - Experience with the development of ICT, health information systems and implementation guides is required.
 - Strong understanding of the design principles, system development life cycle including the current project management practices and delivery i.e Agile is required.
 - Proficient in code repository management commands and tools, with proficiency in forking and cloning code base, and remote technology project management tools i.e JIRA, ASANA, Slack etc is an added advantage.
 - Working knowledge and experience with agile software development is required.
 - Ability to communicate complex technical ideas to technical and non- technical audiences.
 - Previous work with the Indonesia Ministry of Health and relevant directorates at national, provincial and district levels would be a distinct advantage.
 - Excellent interpersonal skills, including the ability to work closely and in an integrated manner with a multidisciplinary team is required.
 - Proficient with Online Tools such as Google Workspace (Docs, Sheets, Slides, Meet, Drive), Slack, and Microsoft Office.
 - Native/Fluent Bahasa and practical knowledge of English required.
