PROJECT DESCRIPTION:
Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by PEPFAR and USAID, is dedicated to achieving and maintaining HIV epidemic control. The EpiC project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, care and treatment programming, and viral load suppression. EpiC is led by FHI 360 with core partners Right to Care, Palladium, Population Services International (PSI), and Gobee Group. The project also draws upon regional resource partner to provide TA, as well as global resource partners who bring unique capacities.
The EpiC team's approach to TA is guided by four mutually reinforcing principles: (1) a focus on speed, scale, standards, and sustainability; (2) customization according to local priorities, financing, epidemiology, and the differentiated needs of target populations; (3) adaptive management based on results; and (4) transition of TA and DSD to local and regional partners to enable them to receive direct awards. In addition, EpiC applies human-centered design thinking to resolve persistent challenges along the HIV service cascade.
The EpiC approaches includes:
• Attain and maintain HIV epidemic control among at-risk adult men, women, and priority populations
• Attain and maintain HIV epidemic control among key populations
• Improve program management, health information systems, HRH and HIV financing solutions to attain and maintain epidemic control
• Support the transition of direct funding and implementation to capable local partners to meet PEPFAR's goal of providing 70 percent of its funding to local partners
JOB SUMMARY:
EpiC supports HIV-AIDS & STI team at Ministry of Health (MoH) on strengthening recording and reporting system at SIHA application. MoH has been rolling out SIHA since April 2022 and currently there are 17 provinces that has been trained and ready to use SIHA. To support this, human resources is needed to play the key roles on supporting national and sub-national government (MoH/PHO/DHO) with the aim is to monitor, mentor and assist health facility who using SIHA app. Therefore, EpiC will hire 5 persons who will be take the role as Helpdesk SIHA 2.1 Consultant and will be based at MoH office.
DUTIES AND KEY RESPONSIBILITIES:
The consultant will assist Ministry of Health (HIV/AIDS & STI team) in ensuring the process of SIHA 2.1 roll out in 38 Provinces of Indonesia. Under the direction of Monitoring and Evaluation focal point, the consultant will focus on:
· Provide technical assistance on data validation of individual record in excel-based register.
· Monitor the progress of data validation on excel-based register for province/district/health facility through assessment form.
· Provide technical assistance on data migration process form excel-based register to SIHA 2.1
· Support coordination and activity related SIHA 2.1 training
· Provide immediate responses to solve challenges and problem (troubleshooting) during SIHA 2.1 utilization.
· Provide the recap of feedback, question, and answer during SIHA 2.1 implementation.
MINIMUM QUALIFICATIONS:
Desired Qualifications include:
· Degree in public health, IT, statistic, mathematic and anthropology, sociology, communication, or other relevant academic background
· Min. 2 years working experience in health system information development and implementation.
· Experience working collaboration with Ministry of Health, Provincial Health Office and District Health Offices (Dinkes), health facilities and other partners as needed, in the implementation of provincial and city/district program and M&E systems/Information Systems
· Familiar with Microsoft Word, Excel, and/or Spreadsheet to manage the FAQ (Frequently Asked Question)
· Ability to perform well in a fast-paced environment
· Excellent communication and interpersonal skill
PERIOD OF PERFORMANCE
This consultancy is maximum 2 months starting from August 2023 to September 2023. Each month, the Helpdesk SIHA 2.1 consultant will work not exceeding 20 LOE during contract.
LOCATION OF WORK
This position will be based at MoH (Ministry of Health) office, Subdirectorate of HIV/AIDS & STI.
