Program Overview
Within our Agriculture, Forest, and Land Use (AFOLU) Program Cluster, we envision that critical ecosystems such as forests and peatland across Indonesia will be governed fairly and sustainably. We believe sustainable land use management is key for Indonesia to meet its climate goal, keeping the global climate target below the 1.5-degree Celsius warming threshold while providing sustainable livelihoods to forest-dependent communities and conserving biodiversity in the landscape. We intend to achieve this by safeguarding the remaining forest and peatland from deforestation, degradation, and fragmentation; maintaining forests and peatland quality through sound stewardship; and restoring degraded ecosystems to improve productivity, conservation value, and ecosystem services.

Within WRI Indonesia, AFOLU Cluster is implementing its activities under four Sub Clusters:
  • Strengthening Forest and Peat Monitoring: We aim to enhance the monitoring capabilities of stakeholders, focusing on forests, peatlands, and landscapes. By leveraging scientific advancements, we aim to effectively support forest management and conservation efforts. We are dedicated to combating illegal forest logging and advocating for thorough reviews of palm oil business licenses.
  • Transforming Supply Chains and Livelihoods: Our mission is to drive the adoption of sustainable palm oil production practices at the national, regional, and global levels. We collaborate closely with government bodies, smallholders, and agriculture businesses, including palm oil, to ensure sustainable livelihoods and secure land tenure.
  • Innovating Financing for Nature-based Solutions (NbS): Our commitment lies in financing nature-based solutions (NbS) projects. Through strategic investments and partnerships, we strive to find the most effective financing mechanisms and tools that ensure the long-term sustainability of NbS programs.
  • Advancing Sustainable Food Systems: Our primary objective is to expedite the transformation of food and land use systems. We actively support the reform agenda for food systems, fostering positive outcomes for the environment, health, inclusive development, and food security. We aim to align these systems with globally agreed-upon sustainable development, climate, and biodiversity goals.

KONEKSI Research Project
WRI Indonesia, partnered with a few other organizations, was recently selected by KONEKSI, Australia's knowledge and innovation flagship program in Indonesia, as 1 out of 38 knowledge partnerships as the inaugural recipients of Environment and Climate Change Collaborative Research Grants. The grants are provided for the selected partners in recognizing their expertise, equitable partnerships, and impact on climate change mitigation, adaptation, and resilience. The proposed research will focus on 'Conserving Ridge to Reef: Integrated and Innovative Approach to Enable Sustainable Financing in Supporting Inclusive Climate Change Projects in Indonesia', and it will be implemented in Southwest Papua Province as soon as possible.

This project proposes pathways for an integrated and innovative sustainable financing mechanism and a decentralized governance framework that allows stakeholders a greater say in decision-making and minimizes the imbalance of power' to support inclusive ridge-to-reef climate change projects in Indonesia. Several methods will be employed to achieve the desired research outputs, including the co-development of baselines and tools for managing, integrating, and monitoring upland forests, watersheds, and mangrove forests, as well as the co-development of ridge-to-reef architecture that incorporate Gender Equality, Disability Inclusion, and Social Inclusion (GEDSI) indicators. Additionally, the study will incorporate GEDSI indicators to identify enabling conditions and mechanisms that facilitate equitable ridge-to-reef implementation.

Job Highlight
The NbS Research Senior Program Lead is responsible for ensuring the excellent delivery quality of AFOLU research under the NBS Financing Sub Cluster. Furthermore, they will lead the implementation of the KONEKSI Research Project to ensure excellent research quality and timely deliveries per the work plan. Within the AFOLU Cluster, this project will be hosted under NbS Financing Sub Cluster. A team of researchers, project staff, and consultants will support the NbS Research Senior Program Lead in accomplishing project tasks. The NbS Research Senior Program Lead will provide leadership to their team in the research program's overall strategy and on the project's day-to-day delivery.

This position will be based in Jakarta, with frequent travel to the project site. This position will report to Deputy Program Director, AFOLU, and work closely with Program Director and Senior Regional Manager for Papua. In addition, they will work with other relevant AFOLU Cluster teams to ensure alignment of research and project activities with AFOLU Theory of Change and WRI Strategy 2023-2027.

What You Will Do
Research and development (40%)
  • Lead in planning, developing, and guiding research components under NbS Financing Sub Cluster to ensure high-quality research products.
  • Ensure alignment of research activities of NbS Financing Sub Cluster with AFOLU Theory of Change and WRI Indonesia Strategy.
  • Lead in producing high-quality research products in the form of research publications in national and international scientific journals, policy briefs, scientific publications, and other forms of media.
  • Ensure Sub Cluster's researchers can produce high-quality research design and implementation.
  • Support the Deputy Program Director in strengthening the research capacity of the AFOLU team.

Program and Project Management (40%)
  • Ensure excellent delivery of the KONEKSI Research Project's entire project cycle, including program planning, budgeting, implementing, monitoring & evaluation, reporting, and closing.
  • Ensure project deliveries align with the project theory of change, project proposal, donor requirement, AFOLU theory of change, and WRI Strategy 2023-2027.
  • Lead in implementing key project meetings, including inception, validation, and final workshops.
  • Monitor budget spending periodically to ensure efficient and timely use of the available funding in coordination with the Project Coordinator and Project Assistant.
  • Coordinate necessary internal documentation for project implementation with the WRI Indonesia Operation team following WRI Indonesia policies and regulations (e.g., procurement of services, travel documentation, etc.).
  • Develop the necessary staff planning in coordination with relevant AFOLU team members and provide direction to program staff to ensure prudent and timely project delivery.
  • Coordinate data collection with team members and lead the development of reports, including, but not limited to, donor reporting and monitoring and evaluation reports.
  • Develop an annual implementation plan to coordinate the project with relevant project and AFOLU team members.

Fundraising, Outreach, and Stakeholder Engagement (20%)
  • Support Deputy Program Director AFOLU in identifying potential research opportunities under NbS Financing.
  • Support the AFOLU fundraising team to ensure a high-quality research component in the fundraising proposal developed by the team.
  • Establish strategic engagement and communication with the donor in coordination with the AFOLU and project team.
  • Establish strategic partnerships with relevant stakeholders in the provincial government, district governments, private sectors, and NGO partners.
  • Lead the implementation of KONEKSI Research Project activities with team members and coordinate periodically with the regional team.
  • Lead the development of a project knowledge management repository to ensure all project knowledge and experience are well archived.
  • Lead the development of outreach material, briefs, and implementation of general outreach and capacity building as necessary.
  • Liaise with the WRI Indonesia communication team for any communication-related products and events.

What You Will Need
  • Legally able to work in Indonesia.
  • Minimum master's degree in environmental science, social science, forestry, agriculture, marine science, or other relevant subject area. A Ph.D. degree would be an advantage.
  • Minimum 5 (five) years of practical experience in implementing research projects in natural resource management, climate change, and social change.
  • Ability to define research questions and support discrete elements of research project with limited guidance/supervision, e.g systematically reviewing, analyzing, and synthetizing existing literature, collecting, cleaning, organizing, and visualizing data
  • Experience in leading a team of researchers to conduct fieldwork, meetings, and focus group discussions with relevant stakeholders or resource persons.
  • Experience in writing and reviewing high-quality research papers. Evidence in publishing research articles in prestigious and well-known scientific journals would be an advantage.
  • Understanding of project management and associated best practices
  • Experience in building a network of relationships and partnerships with village communities, government/authorities, civil society, and other stakeholders engaged in environmental issues including managing donor relationship
  • Ability to tracks project monthly spending, develop budget and financial reports using funder/internal templates and to identify and map funder line items, and in coordination with both project and operations team on project management and provide detailed financial reports to senior team members with minimal supervision.
  • A clear understanding of conducting various research methods and planning field research activities.
  • Previous work or research experience in eastern Indonesia would be an advantage.
  • Able to work independently and with confidence to take initiative and make decisions.
  • Strong communication, listening, and interpersonal skills.
  • Able and willing to travel and spend substantial time in the field as required.
  • Self-motivated, detail-oriented, and a logical thinker with an ability to multi-task and work well under pressure
  • Ability to conceptualize and convey strategic vision from various aspects.
  • Must be good in English and Bahasa Indonesia, both verbal and written.
  • Good coordination ability and team working spirit.
  • Proficient with using Microsoft Office applications, such as MS. Word, MS. Excel, MS, and PowerPoint.
  • Good organizational skills, with strong experience in organizing and facilitating meetings and writing reports.

Contract Arrangement
Full-time with fixed-term employment agreement for up to August 2024 with 3 (three) months of consultancy contract apply before the fixed-term employment agreement started.
