The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German implementing organization which provides services worldwide in the field of international cooperation for sustainable development. GIZ has a record of more than 50 years of cooperation with the Association of the Southeast Asia Nations (ASEAN). GIZ in cooperation with the ASEAN Secretariat is currently preparing the implementation of the project "ASEAN-German Climate Action Programme" (CAP). The objective of this project is to improve cooperation within ASEAN for implementing ambitious climate policies. Three interacting outputs have been defined for achieving the module objective: The aim of Output 1 is to strengthen the institutional and individual capacity of the ASEAN bodies relevant to climate policy. In Output 2, the project will assist ASEAN to enhance its visibility in the international dialogue on climate policy. The activities in Output 3 support ASEAN and its member states to better align their respective climate policies with one another. 

GIZ seeks a qualified Indonesian candidate for one (1) position of:

Climate Change Advisor

 A.   Responsibilities

  • Providing professional advice to partners in cooperating with relevant stakeholders in in mainstreaming climate policies into land use sectors,
  • Providing technical analysis on climate mitigation and adaptation in Southeast Asia,
  • Implementing activities pertinent to studies and strategies to raise ambitions for climate actions, including working together with various actors – private companies, academia and research institutes, financing institutions,
  • Integrating nature-based solutions in regional and national climate policy and actions as part of the strategy in dealing with climate change in Southeast Asia,
  • Support in developing and reviewing knowledge and communication products,
  • Support in project management and implementation.

  

B.   Tasks

 

1.   Professional advisory services

  • Keep abreast of prior and ongoing developments in the field of climate policy and finance relevant with land use sectors,
  • Support the understanding of project's partners and stakeholders in applying systemic approaches of nature-based solutions in the context of addressing climate change,
  • Support with the design, preparation and implementation of workshops, seminars and other events on issues related to climate mainstreaming in land use sectors,
  • Formulate job descriptions and terms of reference, select, and supervise third parties in the course of carrying out project activities, including performance evaluation,
  • Support in aligning the services provided by the project with the ongoing momentum as well as partner's needs,
  • Technical support for identifying, designing, implementing and monitoring impacts of possible pilot measures in the field of land use and nature-based solutions.   

2.   Networking and collaboration

  • Support cooperation, regular contacts and dialogue with partners in ASEAN and its Member States, implementation partners and other important stakeholders of the project,
  • Liaise with stakeholders at national and regional policy level to support project activities and outputs in climate change mainstreaming in land use sectors,
  • Collaborate with relevant international development agencies, policy think tanks, research institutions, non-governmental organizations and individuals in the field of climate change mainstreaming in land use sectors,
  • Collaborate with GIZ offices and colleagues throughout ASEAN.

3.   Knowledge management

  • Draw up analysis, reports and presentation documents,
  • Document the lessons learnt from the demonstration measures in Indonesia and Vietnam,
  • Suggest relevant information/knowledge/research dissemination in appropriate formats,
  • Support in desktop research, for instance on collecting existing knowledge on innovative case studies in the implementation of climate policy in ASEAN Member States,
  • Together with other technical advisors conduct knowledge exchange events for ASEAN Member States to enhance ASEAN capacity in mainstreaming climate change into development sectors. 

4.   Coordination tasks

  • Contribute to project planning, develops project strategies and activities in close cooperation with the counterparts and further partners,
  • Coordinate relevant project and research activities in cooperation with the partners both at regional and national policy level,
  • Organize quality assurance measures and suggests necessary changes, improvements, and initiatives.

5.   Other duties / additional tasks

  • Subject to discussions with the Principal Advisor/Team lead for the project, the Advisor may be allocated additional tasks and other duties for shorter periods,
  • The Advisor shall be prepared to travel to different ASEAN Member States to support coordination and project implementation,
  • The Advisor shall stand ready to cater cross-topic collaborations within GIZ and beyond in relation to climate policy and finance in land use sectors.

 

 C.  Required qualifications, competences and experience

Professional Experience and Knowledge

  • Advanced university degree (Master or equivalent) in a relevant discipline, ideally forestry, agriculture, environmental science and management or related areas,
  • At least 7 years of experience in supporting the research and/or implementation of climate initiatives,
  • Demonstrated experience in designing and/or carrying out nature-based solutions project,
  • Demonstrated analytical skills on climate change topic and its mainstreaming into relevant sectoral topics,
  • Proven experience with communicating complex topics in a targeted way to a broad range of stakeholders, including policymakers, private actors and research institutions,
  • Regional Southeast Asia working experience or prior work in a global organization is preferred.

Further skills

  • Excellent command on both spoken and written English,
  • Good knowledge of an ASEAN Member States language and/or German skills is of advantage,
  • Demonstrated ability to work effectively in a fast-paced office environment, both independently and as part of an international team,
  • Aware of social and intercultural sensitivities, flexible and possess a sense of diplomacy,
  • Adaptable to rapidly changing priorities and able to manage multiple deadlines and deliver high quality work products,
  • Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management,
  • Availability to travel within Southeast Asia region for short-term coordination needs and project implementation on short notice.
