The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government. We work to shape a future worth living in over 120 countries around the world.

Indonesia plays an important role in achieving the targets set in the Paris Agreement and the Convention of Biological Diversity. The country is one of the ten largest greenhouse gas emitters worldwide, with emissions continuing to rise until 2030, but at the same time, it suffers from the consequences of the impact of climate change and biodiversity loss.

Committed to tackle these challenges, the Indonesian government has been developing a climate and biodiversity policy framework. However, its successful implementation requires harmonization with national development planning, a coordinated approach of relevant actors at all levels as well as sufficient capacities and funding. Since 2010, the main elements of the climate change policy and the Indonesia Biodiversity Strategy and Action Plan (IBSAP) are integrated into RPJM and RKP. In RPJM 2020-2024, climate and biodiversity policies are further emphasized as national development priority. 

Against this background, the Federal Ministry for the Environment, Nature Conservation, Building, and Nuclear Safety (BMU) and the Indonesian Ministry for National Development Planning (BAPPENAS) agreed to jointly implement the Project Climate and Biodiversity Hub Indonesia.  The project supports the Indonesian government to strengthen the mainstreaming and implementation of its climate and biodiversity policy. Partners are the Ministry of National Development Planning (Bappenas), the Ministry of Environment and Forestry (KLHK), other related line ministries as well as state and non-state stakeholders at national and subnational levels.

The project also serves as the International Climate Initiative (IKI) Interface Project in Indonesia. Within its IKI interface function, the project facilitates and enhances networking and information sharing among the multitude of IKI-funded projects implementing activities in Indonesia through the IKI Hub component.

To support implementation of the project in Indonesia, we seek one (1) Indonesian candidate for the position as a:

 

(Senior) Advisor on Climate Change Mitigation Policy
with a focus on Circular Economy
(Job title in SAP: Climate Change Advisor)
 
A. Main Responsibilities

The incumbent will be part of the project team in the area of Climate Change Policy within the Bappenas Component, under the Climate and Biodiversity Hub Indonesia Project

The incumbent is responsible but not limited for:
  • Provide advisory services and professional expertise in the field of climate change mitigation policies, more specifically in the area of circular economy in the context of the project activities
  • Coordinate and carry out the implementation of project activities in the assigned component in alignment with project goals, agreed activities with partners, and directives from superiors, including coordination and monitoring of consultants.
  • Liaise and build up a network with partner organizations and stakeholders at national and regional levels.
  • Facilitate work processes and synergies between national and regional work streams and other relevant GIZ and IKI projects
  • Monitor project activities implemented in the assigned area of responsibility and provide updates and inputs to the project monitoring system
  • Prepare inputs for the knowledge management system of the project
  • Provide technical support and expertise for the preparation of project reports, as well as for the preparation of new projects in the thematic area of climate change
  • Collaborate with technical advisory in his/her area of expertise with other projects within the Cluster Resilient Nature as per request of the project manager 
In this context, the position holder fulfils the following tasks:

B. Tasks 

1.   Advisory tasks

  • Provide general advisory services to the project management and partners in the field of climate change mitigation policies and related issues, with a focus on circular economy.
  • Design and define relevant project activities in the field of responsibility targeting the achievement of project outcomes in agreement with project partner
  • Supervise the work and deliverables expected from consultants and conduct quality control of the final reports provided
  • Support the management in business development and preparation of new projects and approaches in the climate change sector in Indonesia
  • Assist and advise other GIZ implemented projects in the climate change policy field as per demand 
2. Project implementation tasks
  • Prepare budget for the implementation and integrate activities into the annual workplan
  • Define and prepare Terms of Reference (ToR) and other tender documents, selection and management of national short-term experts, as well as quality assurance of the work results
  • Implementation of project activities with Bappenas (Environment Directorate), as well as other relevant Development Partners and NGO's
  • Coordinate, together with Bappenas and other staff members the design, preparation, and organization of technical workshops, meetings and trainings, including arrangements of study visits and expert missions
3. Knowledge management and monitoring

  • Preparation of activity reports and contribution to the reporting system of the project
  • Compile information on progress in the implementation of the annual work plan according to the requirements of the monitoring system
  • Preparation of presentations and inputs for meetings
  • Contribute to the preparation of knowledge products relevant to the climate change topic 

4.   Networking and cooperation tasks

  • Establish and maintain links with partner organizations at the national level, such as the Ministry of Environment and Forestry and other relevant institutions and NGOs.
  • Ensure effective communication and coordination with subcontracted consulting firms and the project team.
  • Represent the project and GIZ implemented activities in climate change related meetings, workshops, and conferences.
  • Participate in sector networks within GIZ as well as outside to increase communication, networking and visibility of the project
  • Actively identify potential synergies and develop coordination processes with other GIZ projects

 5.   Other related tasks

  • Contribution to GIZ Indonesia internal coordination, communication and knowledge management structures, relevant working groups, team meetings, country planning, etc.,
  • Perform other project and GIZ related tasks as assigned by the Project Manager

C. Required qualifications, competences and experience.

 

Qualifications
Master's degree in relevant field of work, e.g., climate change policy, climate or biodiversity planning, circular economy, waste management, environment studies

 

Professional experience

  • Minimum 10 years of professional experience in the fields of climate change policy, environment protection and management, or other fields relevant for the position
  • Minimum 5 years of professional experience in the provision of advisory services in circular economy, or waste management with governmental organizations at national level
  • Prior work experience with international organizations in a similar position is preferred

 

Other knowledge, additional competences

  • Very good communication skills in English and Bahasa Indonesia, both orally and in writing
  • Good interpersonal skills and willingness to cooperate effectively with colleagues and partners across projects
  • Advanced working knowledge of ICT technologies (related to software and online work environment), MS Excel and general office applications
  • Ability and willingness to work in a dynamic team
  • Adaptability to rapidly changing priorities and ability to manage multiple deadlines and deliver high quality work products
  • Readiness to upskill and join capacity development processes as required by the tasks to be performed – corresponding measures are agreed with management 
  • Social sensitivity and diplomacy
  • Availability to travel within and outside Indonesia
