PROJECT DESCRIPTION:

Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by PEPFAR and USAID, is dedicated to achieving and maintaining HIV epidemic control. The EpiC project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, care and treatment programming, and viral load suppression. EpiC is led by FHI 360 with core partners Right to Care, Palladium, Population Services International (PSI), and Gobee Group. The project also draws upon regional resource partners to provide TA, as well as global resource partners who bring unique capacities.

The EpiC team's approach to TA is guided by four mutually reinforcing principles: (1) a focus on speed, scale, standards, and sustainability; (2) customization according to local priorities, financing, epidemiology, and the differentiated needs of target populations; (3) adaptive management based on results; and (4) transition of TA and DSD to local and regional partners to enable them to receive direct awards. In addition, EpiC applies human-centered design thinking to resolve persistent challenges along the HIV service cascade.

 

JOB SUMMARY:

Under the supervision and responsibility of EpiC Indonesia Capacity Development Manager, and with the support of the Technical Team, the Capacity Development Officer will have several technical roles. He/she will be responsible for the implementation of capacity development strategies and activities according to the EpiC workplan. He/she will ensure optimal quality and impact of the strategies and activities implemented at national level, Jakarta, and Greater Jakarta, through coordinated efforts, advocacy, and effective communication with appropriate control mechanisms. He/she will share with all Technical Unit leaders and all relevant technical team, particularly Coomunity-Based Services Unit and Advocacy and Strategic Partnership Unit, the responsibility of a sound management and successful functioning of the CD's division through joint planning and after-action review.

DUTIES AND RESPONSIBILITIES

  • Deliver customized capacity development-related activities in diverse areas of funding diversification ansd organizational development with local partners.
  • Ensure integration of organizational and technical capacity development across technical activities into funding diversification activities.
  • Develop and track funding diversification action plans with partners.
  • Develop training materials such as job aids and standard operating procedures that support capability of CSO and clinic partners to access diferrent funding sources.
  • Track and report on capacity development activities such as achievement of results against plans, and funding diversification success stories.
  • Coordinate with government, public and private sector, philanthropy organization and donors (domestic and regional/global) to increase opportunity for CSO and clinic partners to gain new funding sources. 
  • Facilitate identification of other local funding sources and business plan models that fit with CSO and clinic partners.
  • Perform other duties as assigned.

QUALIFICATIONS

  • Undergraduate degree in Economy, Public Health, Community Development, or another relevant field.
  • Have sufficient knowledge and experience of business development models
  • Demonstrated experience in implementing organizational development programs, including facilitating workshops, developing reports and presentations, preparing training materials and institutional design.
  • Minimum of 5 years of experience in successful assisting civil society organization in fundraising/self-funding strategy.
  • Experienced in conducting capacity development assessments, focus group discussions, and project monitoring using qualitative and quantitative tools.
  • Fluency in Bahasa Indonesia and English Language
  • Excellent and demonstrated organizational and presentation skills.
  • Excellent and demonstrated capacity building skills.
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Indonesia.
  • Ability to travel within country or region and internationally if needed.
