The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people's living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

In Indonesia, GIZ is implementing various energy projects under the umbrella of the Energy Programme Indonesia/ASEAN/ Energy Transition Cluster. These projects are commissioned by mainly the German government, represented by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the German Federal Ministry for Economic Affairs and Climate Action (BMWK).

As part of the Energy Programme, the German-Indonesian Energy Cooperation Hub ("Energy Hub") is being implemented since April 2023. The Energy Hub aims to bundle all energy projects funded by Germany and implemented in Indonesia, with the objective to support portfolio development and strategy building, joint representation and communication. It shall further support coordination and identification of the German contribution to the Indonesian Just Energy Transition Partnership (JETP).

The Hub connects to all GIZ energy projects, and further reaches out to energy projects implemented by other implementers, such as KfW, BGR and PTB, who receive funding from Germany. The Hub works and serves the Indonesian political partners that are strategic partners for technical and financial cooperation projects, including Bappenas, the Ministry of Energy and Mineral Resources (MEMR), the Ministry of Finance and PLN to name a few.

With its mandate to support portfolio development, strategy building, joint representation and communication, the Energy Hub seeks one (1) motivated and qualified Indonesian candidate for:  

Knowledge Management & Communications Specialist

(Job Title in SAP: Knowledge Management) 

The candidate will be part of the knowledge management and communication team and act as knowledge management coordinator in the GIZ Energy Programme Indonesia/ASEAN/ Energy Transition Cluster.  

A.    Responsibilities

  • Support the Energy Hub share its vision, achievements, and approach of Indonesian-German Energy Cooperation with different audiences, including (Indonesian government, the public, and other donors through various communication channels.
  • Plan and carry out PR and communication strategies. Work closely with project teams, knowledge management advisors, and the GIZ Country Office Indonesia. Also, collaborate with the Energy Programme's Communication Coordinator.
  • Develop the knowledge management plan and implementation for both the GIZ Energy Programme and the Energy Hub. Ensure that the knowledge products from GIZ Energy Programme Indonesia/ASEAN/ Energy Transition Cluster are documented and well communicated with different audiences, including the political partners of German-Indonesia Energy Cooperation.
  • Work together with the GIZ Energy Programme's communication team, find ways to connect the Energy Hub's activities with the larger program, share ideas, and work on joint projects. In the process, support gender mainstreaming across the programme and act as gender focal point for the Energy Hub.
  • Link the Energy Hub and the GIZ Country Office Indonesia's communication team. Ensure that all communication materials follow GIZ branding guidelines.
  • Be actively involved in the management of activities, develop TOR(s) for external service providers and conduct quality checking.  

B.    Tasks

1.     PR & Communications

  • Create a Communication Plan: Identify stakeholders and create a plan for how the Energy Hub communicates. The task includes developing standardized projects factsheets, communication materials for portfolio mapping, newsletter, supporting GIZ Energy Programmes' website development, etc. Working closely with the Communication Coordinator.
  • Lead the implementation of above-mentioned communication strategy, advise and work closely with communications and media related staff across the GIZ Energy Programme and members of the Energy Hub (German & Indonesian government).
  • Coordinate PR & Communication activities with technical advisors, Knowledge Management advisors of other GIZ Projects and GIZ Country Office Indonesia, as well as with the German embassy, German donor ministries and Indonesian government partners, as needed.
  • Support the GIZ Energy Programme's Communication Coordinator in in outreach to the GIZ Country Office Indonesia and take responsibility for quality control and alignment with GIZ corporate branding, identity, and design guidelines.
  • Under the lead of the Communication Coordinator, contribute to programme-wide Visibility/PR & Communications related activities.
  • Ensure gender mainstreaming in his/her activities, i.e actively participate in the gender club within the Energy Programme and include this information as communication materials. 

2.     Knowledge management

  • Act as knowledge management coordinator for the Energy Programme Indonesia/ASEAN / Energy Transition Cluster.
  • Coordinate the group of knowledge management advisors within the Programme to create a programme wide KM approach and foster exchange; act as main KM focal point for the Energy Programme/Cluster towards the GIZ Country Office Indonesia.
  • Prepare standardized presentations, flyers, posters and other knowledge products for the Energy Hub.
  • Coordinate closely with projects under the GIZ Energy Programme, and other German funded implementing organisations e.g KfW, PTB and BGR, as well as German and Indonesian government, to develop ideas for knowledge products, and realize their implementation.
  • Distribute such products to the appropriate channels, in particular through the Energy hub website.
  • Make sure a knowledge management strategy is in place for the Energy Programme, and that an internal website (IDA) is developed for storing knowledge products from all projects under the programme.
  • Develop creative content and knowledge products about project issue, aiming at increasing the knowledge and awareness of stakeholder in Indonesia.
  • Write articles for Buzz, GIZ internal energy newsletter, programme website, etc.
  • Planning and developing videos (script writing) and their distribution (together with Video officer).
  • Conceptualize, compile, prepare and communicate success stories / achievements of German-Indonesian Energy Cooperation today and for the past 30 years, e.g., of activities and pilot projects from all energy projects funded by Germany
  • Cooperate with GIZ global communication/global project in producing necessary knowledge products
  • As part of the KM & Communications Team of the GIZ Energy programme, design, send and our contribute to regular project or programme newsletter/updates, coordinating and editing the inputs to be drafted by project advisors to create content. 

3.     Media relations and outreach

  • Identify possible joint partners (development agencies, NGOs) to identify synergies in communication strategy implementation.
  • Compile and actively disseminate media information materials for specific target groups.
  • As part of the GIZ Energy Programme's communications team, contribute to an aligned media relations approach with the programme, and actively seek out synergies across Communications Advisors and their projects, and maintain and build a strong network with media representatives.
  • Provide regular media monitoring and analysis from print and/or digital media. 

4.     Editorial, Design & Co- Branding

  • Co-create the Energy Hub's distinctive design, representing the various logos of implementers, donors and political partners.
  • Design, produce, publish, and disseminate communication instruments / tools to mainly national but also international audience, as well as for German donors. Perform editorial work on reports (e.g., annual/quarterly/bi-monthly/post-event/evaluation reports), PR & communication materials and knowledge products in English and Bahasa Indonesia to ensure high linguistic quality.
  • Support editorial work and online presentation of the project and the Energy Programme.
  • Coordinate and manage copywrite, translation work and language proofreading in English and Indonesian Language.
  • Oversee design / branding / corporate identity (backdrops, invites, etc.) according to GIZ and partner standards. 

5.     Event and liaison support

Support the implementation of Energy Hub events (e.g., Indonesia Sustainable Energy Week, seminars, conferences), which include:

  • Identify and realize event opportunities to represent the GER-IDN energy cooperation such as during G20, ASEAN, national energy, climate and sustainable development conferences.
  • Prepare exhibition design and production, and knowledge products from the Energy Programme for such events.
  • Media relations: Liaise with journalists prior to the event, write and distribute press releases.
  • Organize Press conferences when necessary.
  • Prepare Media kit.
  • Analyze post-event/evaluation reports.
  • Support communication and coordination with relevant partner. 

6.     Other duties / additional tasks

  • Subject to discussions with the Principal Advisor and/or Senior Liaison Officer, the Advisor may be allocated additional tasks and other duties for shorter periods.
  • Contribute to regular meetings of the Knowledge Management & Communications Team of the GIZ Energy Programme, support synergies and aligned planning of events, media approaches and knowledge products.
  • The Advisor shall be prepared to travel and to work in the field. 

C.    Required qualifications, competences and experience

Qualifications

·         Master's degree in relevant field of work, e.g., Corporate PR/Communications, Knowledge Management, Journalism, Marketing Communication, International Relations
·         Very good working knowledge of IT, communication technologies (social media, related software, website) and newest communication methods
·         Proven track record of previous PR work matching the tasks above
·         Established network of journalists or multipliers in Indonesia
·         Very good communication skills in English and Bahasa Indonesia, including speaking and writing 

Professional experience

·         At least 5 years professional experience in the field of knowledge management and communications (editorial work, media and PR work, journalism, using social).
·         Proven success and creativity in applying direct and indirect communication strategies, channels and messages to broad audiences (public, youth, media, etc.), breaking down technical content to easily digestible messages (social media, print media, etc.).
·         Prior working experience in energy, environment, climate change-related sector is advantageous.
·         Regional experience or prior work in a global organization/event is preferred.
·         Insight into the International Development Cooperation work.
·         Visual skills, such as photography, graphic design, and desktop publishing (DTP) is a plus.
·         Experience in events preparation, coordination, and organization.

·         Aware of social and intercultural sensitivities, flexible and possess a sense of diplomacy.
·         Adaptable to rapidly changing priorities and able to manage multiple deadlines and deliver high quality work products.
·         Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management.
·         Availability to travel within Indonesia for short-term project visits on short notice.
