CRS Indonesia is seeking a Finance and Administrative Officer, Job Code: FAO for the Increasing Resiliency through Climate Change Adaptation and Disaster Risk Reduction in Nusa Tenggara Project (INCIDENT) funded by USAID/Bureau for Humanitarian Assistance (BHA) and implemented by a consortium comprising World Neighbors (WN) and CRS Indonesia. The project seeks to increase the resiliency of vulnerable communities to climate and disaster shocks and stresses through effective preparedness strategies at community and local government level, improved agricultural practices and financial services through savings and loans. The position will be based in Lembata and report to Program Manager.
Job Summary:
You will provide the project with responsive, effective, and efficient financial and administrative services. You will support the Finance department's management of accounting systems, policies, and procedures in compliance with CRS' established accounting standards and donor requirements. Based in Lembata, you will help coordinate daily financial activities and transactions, assisting and accompanying CRS' partner on the ground in support of project implementation. As a member of the project team, you will support budget preparation, financial monitoring and reporting, helping ensure stewardship of resources. You will help ensure stewardship of resources and a high-quality service approach are integrated into administrative systems, policies, and procedures.
Roles and Key Responsibilities:
- Review validate and filing supporting documentation of financial transactions to ensure all required documents are accurate and complete.
- Keeping accurate records for all daily transactions of Operational Cash-on-Hand (OCH) in Lembata.
- Help ensure maintenance of all data required for processing financial transactions for assigned accounts in the Insight financial accounting package.
- Record delegated financial transactions following appropriate authorizations. Review various accounts to detect irregularities.
- Prepare delegated financial reports, as needed.
- Assist budget manager in financial management and project budget related tasks (budget preparation/review, costing, forecasting and monitoring)
- Help evaluate sub-recipient financial management processes in accordance with policy and help strengthen the capacity of partners in financial accounting and transactions.
- Help share information with subrecipients and staff on financial accounting policies and procedural compliance issues.
- Provide technical assistance and accompaniment to CRS' partner on the development and implementation of financial policies and procedures in compliance with accounting standards and donor requirements.
- Assist the program staff in the financial management of project implementation in the field such as coordinating the provision of travel and logistics support and services to staff and visitors, and coordinating event planning activities, including delegation visits, training, and workshops.
- Help ensure administrative systems, processes, and policies are in line with agency standards and donor and local law regulations.
- Engage with relevant external stakeholders (government officials, landlords, service providers, etc.) on assigned administrative matters and help ensure required authorizations and documents are up to date.
- In close coordination with Procurement Officer to ensure that all procurement processes are in line with agency standards. This includes to ensure that all requests for goods and services for INCIDENT project are monitored and completed on-time.
- Assist Procurement Officer to identity vendors and conduct due diligence visit to vendor in the field.
- In close coordination with Sr. Administration Officer to manage assets and inventory related to INCIDENT project as well as their maintenance. This includes to monitor the use of assets.
- Coordinate the efficient use of CP assets and rented facilities. Help ensure fully compliant procurement of office materials and asset management systems.
- Promote an environment of respect and trust with program participants, partners, and other stakeholders, reporting any safeguarding concerns according to CRS procedures.
Basic Qualifications
- Bachelor's degree in business administration, accounting, or relevant field preferred.
- Minimum of 3 years work experience in human resources, fleet, procurement, finance, accounting, or administrative/finance officer level position with progressive responsibilities. Experience with an I/NGO preferred.
Required Languages
Fluent in written/oral communication in English and Indonesian
Travel
Must be willing and able to travel up to 50 % in the field to monitor the project activities, provide technical insight and partner staff mentoring.

Preferred Qualifications
- Familiarity with the relevant public donors' regulations a plus.
- Proficient in Excel and experience with Word and PowerPoint. Knowledge of Oracle financial accounting package or similar financial reporting software a plus.

- Local expertise w/ permanent address in project district and local language competency is a plus.
