About CRS

Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS has been operating in Indonesia since 1957 under the Memorandum of Understanding with the Ministry of Social Affairs to provide both humanitarian response and long-term development to the most vulnerable communities. CRS Indonesia's current strategy includes emergency preparedness and response, disaster risk reduction, housing, climate change adaptation and integrated agriculture and livelihoods. In line with its long-term country strategy, CRS Indonesia is looking to expand programming in the area of climate change in urban contexts. 

 

CRS/Indonesia is currently looking for Chief of Party II, Job Code: CoP II. The position will be based in Jakarta and report to Sub Regional Country Representative.

Note: This position is contingent upon donor approval and funding.

Job Summary:

CRS is seeking highly qualified Chief of Party (COP) candidates for an anticipated 5-year USAID funded program aimed at improving urban climate and disaster resilience in Indonesia.  This will be accomplished by supporting the Government of Indonesia (GOI), working directly with communities and the private sector, and helping key stakeholders.  The program will pursue the following objectives: 1) Support GOI efforts to integrate disaster risk reduction and climate adaptation in sub-national core development plans and investments, 2) Mobilize financing to advance urban climate resilience, 3) Strengthen systems for collection and application of climate data, services, and decision support tools to improve planning processes in target cities, 4) Advance Urban Nature-Based Solutions to Promote Climate Resilience.  The position will be based in Indonesia. 

The Chief of Party will provide overall leadership, management, and strategic direction of CRS Indonesia's climate change adaptation program.  The COP will lead coordination and collaboration efforts between the CRS, Government of Indonesia officials, public, private, and non-government actors to improve disaster risk reduction across Indonesia's most vulnerable cities. 

 

Roles and Key Responsibilities:

  • Lead all aspects of the development, implementation, and consolidation of the anticipated project, including sharing how the project contributes to the thought leadership of the industry. Serve as the primary point of contact for USAID as well as public, private, and non-government stakeholders.
  • Ensure the project is designed and implemented to meet donor expectations in terms of timely and quality results and budget, including strategies for phase out and sustainability. Ensure coordination between program and operations leads. Ensure the CRS program quality standards are adhered to per MEAL policy and procedures.
  • Effectively manage senior programming and operations talent. Manage team dynamics and staff well-being. Provide coaching and mentoring. Strategically tailor individual development plans and complete performance assessments for direct reports. Oversee the development of staffing plans and the recruitment process of senior staff.
  • Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming. Ensure all staff understand and adhere to CRS staff safety and security policies and plans and ensure the updating of such plans.
  • Promote, uphold, and model a commitment to the efficient use of agency and donor resources. Ensure compliance with USAID grants, including financial tracking and oversight of partner budgets, finance, administration, and reporting to USAID. Approve program expenditures, budget adjustments, and cost modification requests to donors.
  • Represent CRS programming in international circles, highlighting innovative work. Publish program results and deliver presentations. Oversee the development of communication strategies and materials, complying with donor and CRS' branding and marketing requirements and procedures.
  • Manage relationships with consortium partner organizations, including the organization of review/planning workshops. Coordinate the roles and activities of staff from other consortium member organizations in implementation in line with CRS partnership principles.
  • Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze, and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and ensure the design and delivery of high-quality training and technical assistance.

 

Preferred Qualifications

  • Master's degree or other advanced degree in relevant fields such as environmental studies, climate change adaptation, disaster risk reduction, or sustainable development combined with a minimum of 10 years of progressively increasing management responsibility in international development projects is required.  
  • Recognized leader in climate change adaptation, disaster risk reduction, or sustainable urban development, demonstrated by peer reviewed publications preferred.  
  • Familiarity with USAID climate change adaptation programming approaches, and/or similar experience with programs implemented by other bilateral or multilateral donors. Knowledge of disaster risk reduction is also highly desirable. 
  • Working knowledge of USAID operations, policies, and procedures including experience in USAID environmental, CFR, and FAR regulations.  
  • Demonstrated experience of successful management, including management of functions of complex, high-value, multi-activity projects, across many locations.  
  • Ability to effectively represent CRS, USAID/Indonesia, and the project at high-level meetings and forums. 
  • Demonstrated experience recruiting, developing, and managing staff, as well as experience managing programmatic and financial reporting. 
  • Experience working on development projects in Indonesia preferred.   

 

Required Languages - Proficient in English, both spoken and written, with fluency in Bahasa Indonesia preferred.   

Travel - Must be willing and able to travel up to 40 %.

Supervisory Responsibilities: TBD based on the project staffing structure. 

Key Working Relationships:

Internal: Country Representative, Country Manager, Head of Programming, Programming Staff, Finance Manager, and Regional Technical Advisors. 

External: Donor, government agencies, partner INGOs and local NGOs, peer agencies, community representatives, and private sector actors.
