The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German implementing organization which provides services worldwide in the field of international cooperation for sustainable development. GIZ has a record of more than 50 years of cooperation with the Association of the Southeast Asia Nations (ASEAN). GIZ in cooperation with the ASEAN Secretariat is currently preparing the implementation of the project "ASEAN-German Climate Action Programme" (CAP). The objective of this project is to improve cooperation within ASEAN for implementing ambitious climate policies. Three interacting outputs have been defined for achieving the module objective: The aim of Output 1 is to strengthen the institutional and individual capacity of the ASEAN bodies relevant to climate policy. In Output 2, the project will assist ASEAN to enhance its visibility in the international dialogue on climate policy. The activities in Output 3 support ASEAN and its member states to better align their respective climate policies with one another. The project seeks to find a climate change advisor to be primarily responsible for the Output 1 (one).
GIZ seeks a qualified Indonesian candidate for one (1) position of:
Climate Change Advisor
- Providing professional advice to partners in designing and implementing capacity development measures on climate change in regional Southeast Asia policy context,
- Implementing activities pertinent to studies and strategies to raise ambitions for climate actions, including working together with various actors – private companies, research institutions, and community groups,
- Integrating recent and pertinent discussions on climate change topic into concrete dialogues, knowledge exchange events and/or series of capacity development measures,
- Liaising with relevant sectoral bodies in ASEAN, as well as other development partners to establish meaningful regional dialogues on the most recent climate change discourses,
- Support in developing and reviewing knowledge management systems and its communication products,
- Support in project management and implementation.
1. Professional advisory services
- Keep abreast of prior and ongoing developments in the field of climate change discourses covering the policy, finance and its mainstreaming processes into sectoral planning and implementation,
- Support the understanding of project's partners and stakeholders in applying systemic approaches in the context of addressing climate change in Southeast Asia,
- Design, prepare and implement series of capacity development measures: training, workshops, seminars and other knowledge events,
- Align the capacity development measures provided by the project with the ongoing momentum, partner's needs and overall project's direction,
- Formulate job descriptions and terms of reference, select, and supervise and ensure quality assurance of the third parties' services in the course of carrying out project activities.
2. Networking and collaboration
- Facilitate cooperation, maintain regular contacts and dialogue with partners in ASEAN and its Member States, implementation partners and other important stakeholders of the project,
- Liaise with stakeholders at national and regional Southeast Asia policy level to support project activities and outputs in climate change,
- Collaborate with relevant international development agencies, policy think tanks, research institutions, non-governmental organizations and community groups in the field of climate change,
- Collaborate with GIZ offices and colleagues throughout the region of Southeast Asia.
3. Knowledge management
- Draw up analysis, reports and presentation documents,
- Document the updates and reports on each capacity development measures, dialogues and knowledge exchange events,
- Suggest relevant information/knowledge/research dissemination in appropriate formats,
- Support in desktop research, for instance on providing references on innovative capacity development measures, dialogues and knowledge exchange events on climate change both from logistical aspect and technical content,
- Together with other technical advisors conduct knowledge exchange events for ASEAN Member States to enhance ASEAN capacity in addressing climate change from both policy and actions.
4. Coordination tasks
- Contribute to project planning, develops project strategies and activities in close cooperation with the counterparts and relevant partners,
- Coordinate relevant project activities and capacity development measures in cooperation with the political partners and other project stakeholders,
- Organize task and workflows with proven ability for accuracy and adherence to deadline,
- Organize quality assurance measures and suggests necessary changes, improvements, and initiatives.
5. Other duties / additional tasks
- Subject to discussions with the Principal Advisor/Team lead for the project, the Advisor may be allocated additional tasks and other duties for shorter periods,
- The Advisor shall be prepared to travel to different ASEAN Member States to support coordination and project implementation,
- The Advisor shall stand ready to cater cross-topic collaborations within GIZ, beyond capacity development strategy and measures on climate change topic.
- Advanced university degree (Master or equivalent) in a relevant discipline, ideally environmental studies, natural resource management or an appropriate related field,
- At least 7 years of experience in technical role and project/program management,
- At least 5 years of experience in preparing and implementing cross-sectoral knowledge initiatives on climate change,
- Demonstrated knowledge background and skills on current discourse on climate change and ability to acquire and integrate updated information into the work,]
- Demonstrated experience in both designing and carrying out capacity development measures, dialogues and knowledge events on climate change,
- Proven experience in communicating complex topics in a targeted way to a broad range of stakeholders, including policymakers, private actors, marginal groups and research institutions,
- Regional Southeast Asia working experience or prior work in an international organization is preferred.
Further skills
- Excellent command on both spoken and written English,
- Good knowledge of an ASEAN Member States language and/or German skills is of advantage,
- Demonstrated ability to work effectively in a fast-paced office environment, both independently and as part of an international team,
- Aware of social and intercultural sensitivities, flexible and possess a sense of diplomacy,
- Adaptable to rapidly changing priorities and able to manage multiple deadlines and deliver high quality work products,
- Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management,
- Availability to travel within Southeast Asia region for short-term coordination needs and project implementation on short notice.
