The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government. The global program "Sustainability and Value Added in Agricultural Supply Chains" is part of the special initiative "Transformation of Agricultural and Food Systems". On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the programs promote sustainability of selected agricultural supply chains in partner countries. 

The project "Sustainability and Value Added in Agricultural Supply Chains in Indonesia" (SASCI+) addresses these challenges in the natural rubber, palm oil, cocoa, and coffee supply chains in selected provinces and districts of Indonesia. SASCI+ follows a jurisdictional approach to align relevant stakeholders on shared objectives for sustainable production as a means for long-term market access and security of supply. 

With additional resources from the Swiss State Secretariat for Economic Affairs (SECO) through the Sustainable Landscape Program Indonesia (SLPI), SASCI+ supports the Sustainable Landscape Initiative in Kutai Timur, East Kalimantan (Sustain Kutim). Building on sustainability progress made in East Kutai District, Sustain Kutim aims to facilitate the sustainability transformation of palm oil and rubber production in the district. GIZ's contribution to Sustain Kutim is planned for three years and comprises the following outputs:

        Foundational elements: Kutai Timur District Government manages a functioning multi-stakeholder platform, representing the interests of local communities, smallholders, workers, and businesses, financiers, and civil society organizations active in the supply chains of palm oil and natural rubber.

        Tenurial and operational legalities:  The strengthened tenurial and operational legalities of local communities and smallholders improve business certainty for primary producers and incentivize sustainable land use in the priority sub-districts.

        Sustainable production: Smallholders and companies in the priority sub-districts implement sustainable practices.

The project is recruiting one (1) motivated and qualified Indonesian candidate to support the SASCI+ team in East Kutai, East Kalimantan for 

 

Advisor for Sustainable Production

(Job Title in SAP: Agriculture Advisor).  

  1. Responsibilities 

The incumbent shall undertake the following responsibilities:

  • Together with the other advisor for sustainable production, co-lead the strategic and operational planning of Work-Package 4.
  • Support the partner farmer groups and local government extension office in organising farmer field school process in the target sub-districts which includes training sessions, technical assistance for applying the introduced knowledge and skills, reflection, and impact monitoring.
  • Monitor sustainability enhancement and certification process through a regular assessment and initiate necessary support to close the sustainability gaps in every participating farmer group. 
  • Capacitate the local government extension service or other independent mediators to facilitate negotiations between workers' representatives and farmer groups to meet sustainability requirements related to labour welfare.  
  1. Tasks 

1.   Management and Coordination:

  • Prepare the overall approach for achieving Output-4 (Sustainable Production) in the target sub-districts and translate the approach into the project operational and budget plan (annual and multi-annual);
  • Contribute to the result-based monitoring system by collecting data and reporting against project indicators (progress reporting) and on activities as input for regular reporting to partners and the commissioning party;
  • Supervise consultants, contractors, and interns for the project;
  • Contribute to the writing of the project progress and monitoring reports, identify bottlenecks and recommend alternative management options to the team leader;
  • Provide advice related to risk planning and mitigation, implement risk response-related activities, and control the risks. 

2.     Professional Advisory Services:

  • Advise the partner farmers, existing group managers, agents (FFB and rubber traders) and mills in strengthening the farmer organisation to improve supply chain efficiency and internalise sustainability principles into farming practices.
  • Contributes to preparing and implementing the coordination process and joint project activities;
  • Formulate terms of references and select and supervise third parties in the course of carrying out project activities, including performance evaluation;
  • Deal with the design, preparation, and implementation of workshops, seminars and other events;
  • Develop and organise quality assurance measures and suggests necessary changes, improvements, and initiatives;
  • Assure the alignment of the project's service provision with the partner's needs. 

3.     Networking and Cooperation:

  • Facilitate sustainable supply chain partnership between the participating farmer groups, mills, agriculture input and service providers, or other strategic value chain actors;
  • Ensure cooperation, regular contact, and dialogue with the implementing partners and stakeholders to improve and maintain good working relationships;
  • Travel in accordance with project requirements;
  • Support the team leader in smooth partner relations;
  • Communicate and channel local interest and aspirations and exchange ideas and information for the benefit of the project;
  • Represents the project with partners and in public events when needed. 

4.     Knowledge Management:

  • Contribute with content that can be used for project reporting and communication;
  • Support the management of the project repository database (reports, events, presentations, workshops, meetings, etc.) using GIZ tools/applications (DMS, OnSite, OneDrive, etc.)  according to GIZ rules;
  • Support and assist in providing data and information required by the project whenever possible and needed;
  • Ensure all relevant reports, analyses, studies, research and other documentations are available to the project team and partners as needed.  
  1. Required qualifications, competencies and experience 

Qualifications

·       Bachelor or Master's degree in agriculture studies, environmental governance, or other related academic fields;
·       3-6 years of professional experience in the sustainable agriculture supply chain, capacity development for smallholders, especially on oil palm or natural rubber, and value chain partnership facilitation.
·       Familiar with sustainability requirements for oil palm and natural rubber, especially but not limited to ISPO, RSPO, and GPSNR.
·       Excellent capability to plan, implement, and monitor the effectiveness of various capacity development measures;
·       Willing to travel to remote rural areas, link and cooperate with stakeholders from rural communities.  

Other knowledge, additional competences

·       Experienced in project management;
·       Excellent working knowledge of IT, and communication technologies (related software, website);
·       Very good communication skills in English and Bahasa Indonesia, including speaking and writing;
·       Focused, proactive and positive working attitude;
·       Demonstrated ability to work effectively in a fast-paced office environment, both independently and as part of a global team;
·       Excellent interpersonal communication skills, including the ability to encourage collaboration with other projects, international organisations and partners;
·       Awareness of social and intercultural sensitivities, flexible and possess a sense of diplomacy.
·       Adaptable to rapidly changing priorities and able to manage multiple deadlines and deliver high-quality work products.
