ABOUT BETTER WORK INDONESIA
Better Work is a unique partnership between the UN's International Labour Organization (ILO) and the World Bank Group's International Finance Corporation (IFC). Launched in 2007, the programme aims to improve compliance with labour standards and competitiveness in global supply chains. Better Work involves the development of both global tools and country level projects. The focus is on developing scalable and sustainable solutions, which build cooperation between government, employer and worker organizations, and international buyers. Improving compliance with labour standards in global supply chains is an important part of a pro-poor development strategy. Ensuring workers' rights and entitlements are protected helps to distribute the benefits of trade.
Better Work supports enterprises in implementing the ILO core international labour standards and national labour law and improve the dialogue between workers and employers. This helps enterprises compete in global markets where many buyers demand compliance with labour standards from their suppliers.
To achieve its goal, Better Work Indonesia provide advisory, assessment and training services to factories and work with ILO stakeholders to support them in building their capacity to fulfill their role.
In Indonesia, the core services (advisory, assessment and training) is exclusively implemented by Kemitraan Kerja, a national foundation who established in Indonesia since 2016. While the works with stakeholders will continue with the ILO.
POSITION DESCRIPTION
The main purpose of this position is to ensure that the BWI/YKK programs and projects are being implemented effectively, that their impact is assessed accurately, and that the organization learns from its experiences to continually improve its interventions. This role is crucial for maintaining accountability, transparency, and the overall success of the organization.
The role of the Monitoring and Evaluation (M&E) Officer will be coordinating BWI/YKK data collection and data reporting. The M&E officer will ensure that there are clear and understood processes for measuring the BWI/YKK's work, and that data are used to strengthen accountability, stimulate learning and improve performance, and facilitate organizational decision-making.
With reference to existing systems and the BWI's Global M&E framework, the M&E Officer will use the M&E system to monitor project activities, which include the BWI programme and other projects that are implemented by YKK and assist the organization in preparing periodic reports on BWI and other projects. The M&E Officer will support the team in implementing programme evaluations, impact assessments, and related research efforts with a view to utilising the collected data to inform BWI/other project's efficiency and policy support to constituents.
This position is for Indonesian Nationals only, based in Jakarta area.
Supervision and Guidance
The M&E Officer will work under the general supervision of BWI/YKK Executive Director, and report directly to the BWI/YKK Technical Specialist. The work product is controlled by the supervisor for technical soundness and appropriateness.
Roles and responsibilities:
1. In coordination with relevant team members, design and implement an M&E plan for the programme aligned with BWI's strategy. This includes a strategy and methodology for monitoring the programme performance, systems, and tools for collecting and storing qualitative and quantitative data;
2. Coordinate the design and implementation of the program M&E matrix also known as the performance monitoring plan (PMP);
3. In collaboration with Better Work Global, develop and roll out data collection tools, strategy and procedures required to monitor and evaluate program interventions (including behavioural and systematic change at the enterprise level, and on its contribution to policy and institutional changes at the national and global levels);
4. Based on Better Work's streamlined quantitative analysis tools, identify and create key processes and instruments for data collation for BWI/YKK's factory-level services (assessment, advisory and training), and embed these processes into practice to standardise data collection;
5. Design and manage gender-disaggregated data monitoring and database systems, in coordination with the Gender focal point.
6. Coordinate the annual work planning activities and give inputs to periodic work plan review meetings and annual report;
7. Conduct analysis and assessment of M&E indicators and other information collected to measure programme performance and achievements, and produce periodical reports as needed;
8. Contribute towards project documentation that includes lessons learned, good practices and recommendations;
9. Contribute to the preparation of technical progress reports and thematic reports as needed;
10. Support activities related to mid-term and final evaluations;
11. Provide quarterly monitoring data trends/ analysis and data visualization to the management team, and generate insights and recommendations to improve the effectiveness of the program further as well as for decision-making;
12. Provide M&E or other relevant training (e.g., data management, data quality, data ethics) for program team and external partners working with the program;
13. Establish data quality assurance mechanism to ensure data reliability, validity, timeliness of data entry and harmonization of data collection systems;
14. In coordination with the research officer, collaborate with Better Work's research and impact team, and external research partners to support the research officer in planning and implementation of various research projects at different stages, including data collection, report reviewing and interpretation, and supporting analytical writing as needed;

Required Qualifications and Experience
q Education
· Recognized university degree in economics, public policy, business management, industrial relations, international development, statistics, or other relevant field. Certificate in monitoring and evaluation, data collection, data management or other relevant training is preferred.
q Experience
· At least four (4) years of professional experience in an M&E position responsible for implementing M&E activities for development or humanitarian projects.
· Experience in designing, implementing, and operationalizing M&E plans for programs and projects.
· Experience in planning and managing surveys and ensuring data quality assessment.
· Knowledge of commonly used evaluation methodologies.
· Experience in the fields of labor governance, working conditions, gender equality, occupational health and safety, enterprise productivity, or corporate social responsibility will be an advantage.
· Experience in basic data cleaning and data analysis is an advantage.
q Languages
· Excellent command of Bahasa Indonesia and English
Required Competencies:
· Good communication skills, both oral and written;

· Knowledge of results-based management (RBM) tools, quantitative and qualitative M&E methodologies, strategic planning, project administration and evaluation concepts and procedures;
· Experience with database management software and statistical programming;
· Experience with data collection and data visualization tools;
· Knowledge of qualitative and quantitative approaches in social science research;;
· Good analytical skills, and ability to conceptualize, plan, coordinate and conduct activities;
· Good understanding of principles of gender equality and principles of equal opportunity;
· Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behavior and attitudes.
