FIELD SUPPORT SERVICES PROJECT (FSSP)

 

  1. Summary of the Project

 

Field Support Services Project (FSSP) Indonesia is a five-year project funded by Global Affairs Canada (GAC) and managed by Cowater International. FSSP provides administrative, financial, procurement, and logistical services, as well as support to the in-country development programming for the Government of Canada through the provision of technical specialists in gender equality, governance and human rights, and environment and climate action and assisting GAC in procuring and managing local development initiatives. These programs take place in Indonesia and the ASEAN regions.

 

  1. Background

 

The livelihoods and food security of 50-60 million Indonesians, 10 million of whom live in poverty, depend on forest and peatland ecosystems. However, these ecosystems are being degraded due to unsustainable practices and conversion to other land uses. Land use change and peat fire are the largest current sources of Indonesian green house gas (GHG) emissions. At the same time, extreme weather events brought on by climate change have made smallholder farmers vulnerable to its impacts.

The Land4Lives[1] project aims to increase economic and climate resilience, livelihoods and food security for 100,000 farm families (including female headed families) and 100 small businesses (agroforestry-based enterprises), and reduce 1.68 Megaton (Mt) CO2 emissions against Business as Usual baseline. To achieve this, the project will enhance the capacity of policy makers to better formulate land use and spatial planning policies in three provinces, promote nature-based solutions amongst 1,200 land managers (to better manage land, protect the environment and mitigate as well adapt to climate change), promote climate-smart agriculture and enhance farmers’ access to market, and support the development of food security action plans.

The project focuses on rural areas in the three provinces of South Sumatra, South Sulawesi and East Nusa Tenggara whose poverty rates are 9.1%, 12.7% and 21.1% respectively.

 

The Project’s intermediate outcomes are:

1)      Strengthen land-use governance and policy-making for climate change mitigation and adaptation that benefit the poor and vulnerable populations in selected provinces in Indonesia and reduce emission from Land Use, Land Use Change and Forestry (LULUCF);

 

2)      Improve landscape-level management by land managers and land users for better ecosystem health and services that meet unique needs of people in priority landscapes within the selected provinces; and,

 

3)      Improve the climate-resilient livelihoods and food security for poor and vulnerable communities, particularly women, in selected villages.

 

These results will be accomplished by a variety of activities, including:

i)      enhancing capacities of local Government to develop spatial planning policies in three provinces;

ii)     improving watershed functions and water management in six landscapes covering 850,000 areas of land (ha), developing provincial restoration policies and programs, and monitoring adherence to land-use plans; and

iii)    enhancing farmers’ capacities to increase productivity, avoid deforestation, be more resilient to climate shocks, as well as facilitating their access to finance and markets by engaging private sector partners.

 

  1. Objective(s)

 

Global Affairs Canada (GAC) / Indonesia Development Program requires the services of a Consultant to conduct a mid-term review of the project, Sustainable Landscapes for Climate Resilient Livelihoods (Land4Lives). The consultant will need to assess the progress on the results achieved to date, analyzing them against the project’s plans and targets, and offering relevant recommendations to ensure the project is meeting its intended goals and objectives. The expected deliverable is a Project Mid term Review Report. The project Land4Lives is a $16.8M climate change project (2021-2026) implemented by World Agroforestry/ICRAF.

The Project’s Theory of Change (Annex 1) and the Project Performance Management Framework (Annex 2) provides a tool to structure the mid-term review. A particular interest to Global Affairs Canada (GAC) is to receive recommendations on how the project can meet its intended targets according to its achievements to date, networks, capacities, and project management.

 

Description of Services

The scope of work will include:

  1. Preparing a Work Plan, including mid-term review methodologies for the duration of the contract to be reviewed and approved by GAC/Canadian Embassy to Indonesia, in Jakarta.

2.     Assessing and analyzing documents produced by the Implementing Organization, such as the Project Implementation Plan, Annual Work Plans, Semi-Annual and Annual Progress Reports to determine the project performance against the targets and objectives, as well as performance of the project in cross-cutting themes namely Gender Equality, Environment, and Sustainability.

3.     Assessing the relevance and performance (including efficiency and cost-effectiveness) of the project to date. This includes the assessment of policy dialogues and sustainability of project activities.

  1. Monitoring the performance of the project against the Logic Model and the Performance Measurement Framework, and suggesting to GAC updates as appropriate based on findings from the fields.

5.     Traveling to project’s sites to organize interviews/focus group discussions/meetings and/or participate in project-related events are required as part of the field visit activities.

6.     Liaising and communicating with project/program partners and stakeholders, as may be required.

7.     Validating his/her mid-term review methodologies, findings, conclusions and recommendations, using methods such as but not limited to: desk research; review of reports; interviews with beneficiaries, intermediaries and local organizations; and participating in project activities.

8.     Developing a Project Mid-term Review Report (max 20 pages excluding attachments) containing a description of methodological approaches, findings, conclusions and recommendations. 

·       Findings include strengths of the project; problems and constraints identified that hamper the effective implementation of the project.

·       Recommendations to identify opportunities to improve the performance of the project, including recommendations for adjustments and corrective action, as required.

  1. Briefing program management on major results and findings, including preparation of presentations; and support in the compilation, analysis and dissemination of findings, lessons learned and best practices.
  2. Ad hoc requests that could include participation in meetings, where a read out of these meetings will be required.

 

4. Role and Responsibilities

The Consultant is responsible to deliver the services described in Section 3 with the deliverables within the timeline established in Section 9 – Deliverables.

While the Consultant will work in a collaborative manner with project/program partners and stakeholders, providing timely and constructive feedback to all parties, he/she will report directly to the Senior Development Officer of GAC.

 

5. Description of the consultant’s profile

To apply, the Consultant is expected to meet the following criteria:

 

  1. Possess an undergraduate degree, preferably a Master’s degree, from a reputable university, in relevant fields (agriculture, climate change, natural resource management, environment, economic development).
  2. Have at least 10 years or more of relevant work experience in managing, monitoring or evaluating of international development projects, particularly in one or more of these areas: agriculture /land use management, climate change, environment, local economic development).
  3. Experience in working with local governments and farmer groups in Indonesia.
  4. Experience in applying Results-based Management (RBM), including logic model and performance measurement framework for monitoring of any development project
  5. Experience in integrating gender equality objectives in any development project.
  6. Knowledge of Canada’s Feminist International Assistance Policy is an asset.

 

 

6. Place of Work

The work will be performed primarily from the Consultant’s office but the Consultant will be required to travel to project sites across Indonesia. A travel to South Sumatra, South Sulawesi, and East Nusa Tenggara are required. For each visit (approximately 15 days each), the travel will include domestic flights and 2-5 hours land journeys to reach the villages. The project works across 36 villages in the three provinces, of which sampling will be required for the purpose of this work (covering at least a third of the total). Data collection methodologies and village choices will need to be closely consulted with the partner (ICRAF) including a clear rationale.

 

The 36 villages are located in the following districts: Banyuasin and Musi Banyuasin Districts in South Sumatra, Bone District in South Sulawesi and Timor Tengah Selatan District in East Nusa Tenggara (see Annex A).

 

7. Language of work

The Consultant must possess the following levels in English and Bahasa Indonesia:

Oral = 4 – Advanced Professional Proficiency

Reading = 4 – Advanced Professional Proficiency

Writing = 4 – Advanced Professional Proficiency

 

8. Duration and value of the contract

The total expected duration of the assignment is up to 120 days. The Consultant is expected to start on or around November 2023 and the contract will be completed by April 30, 2024.  All reports must be finalized and submitted within this period.

 

9. Deliverables

 

All deliverables must be prepared in English and in MS Word document. Upon GAC’s request, the Consultant will make available documents used/created under the current mandate (e.g., questionnaires, focus groups protocols, interview notes, raw data, survey data, database(s).

EVALUATION OF APPLICATION

 

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable; and b) having received the highest score out of the weighted criteria (70% technical score (comprising of 15% technical qualifications desk review, 25% written test, and 30% interview) and 30% financial score.

The proposals that achieve a minimum of 70% for the technical qualifications desk review shall be further considered for an interview and written test. The financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received for the assignment.
