Project Officer Gema Cita - Lombok Barat NTB

Background

Gema Cita project is one of projects under Adolescent Health and Agency Program. Based on YPII's Country Strategy 4 (CS4) 2017 – 2022, one of its objectives is adolescent, particularly girls and young women's increased knowledge and practice on healthy and productive life choices. Gema Cita intends to build and support youth agency and leadership and strengthen the works in the areas that were not strongly emphasized by design, such as understanding of the 'triggering factors' to strategize future behavioral change communications (BCC), investing more in youth-led and youth-centered initiatives and strengthening social accountability mechanism in prevention, case management – including law enforcement at the local levels. The project purpose is to improve ASRHR and greater gender equality and empowerment of women and girls in West Lombok District and Sukabumi District. The project is expected to empower adolescent and young people, especially girls and young women, to make informed decision to live free from child marriage and teenage pregnancies. Aside from ASRHR, MHM and CLTS components will also be incorporated to establish child-friendly schools in project area.

Role Purpose

The Project Officer will support and assist Gema Cita Project Manager in the implementation and the achievement of the project objectives which relates to improving ASRHR and MHM, strengthening youth-led and youth centered initiatives as well as strengthening social accountability mechanism and advocacy on CEFM prevention, reduction, and elimination in project area. The Project Officer will also enhance youth-led advocacy initiatives and raise public awareness on CEFM issues at the locals.

S/he is responsible for successfully implementing the Gema Cita project and growing the portfolio. S/he will support the Project Manager to strengthen Gema Cita Project management in specific, and Program Adolescent Health and Agency in general.

Accountabilities

General Management

  • The post holder reports to Gema Cita Project Manager.
  • Support the Project Manager managing the project planning, implementation, budgeting and monitoring evaluation of project activities.
  • Support the Project Manager to proactively work to coordinate wit, influence, support and collaboratively working with local government related to sexual and reproductive health issues at district level.
  • Support the Project Manager to engage in advocacy, networking and coordination in the project area, and ensuring children and young people particularly girls and women are benefited from the project.
  • Support the Project Manager achieves project goals and outcomes particularly in district, villages and schools' level.

Program implementation in line with the project design and planning

  • Support Project Manager in implementing the project in line with project work plan, monitoring and evaluation framework, and communications strategy.
  • Support Project Manager in executing the project workplan on the basis of key activities specific plans.    
  • Support Project Manager in coordinate with project partners or other relevant stakeholders of project activities.
  • Assist the MER Specialist, in providing project data collection and verification to avoid double counting and reported to Project Manager.
  • Working collaboratively with technical advisor/specialist in CO for cross-cutting issue such as gender and inclusion, communication strategy, youth participation, safeguarding.

Communication, Monitoring and Reporting

  • Assist Project Manager in day-to-day monitoring of target project activities.
  • Maintain positive communication and coordination with Project Manager and Project team on activity planning and implementation.
  • Support Project Manager and work together with MER Specialist to monitor project indicators progress and expenditure of project activities.
  • Support Project Manager in preparing progress reports for internal YPII use in monthly basis and/or another basis if needed.
  • Collaborate with communications team to implement communications strategy and advocacy.

Networks, partnership and Learning

  • Maintaining contact with external networks to strengthen project implementation, exchange experiences, and scale up program implementation.
  • Maintaining high quality relationship with project partner and relevant stakeholders, as well as reviewing reports and indicators.
  • Develop project documentation showing learning and best practices emerged during project implementation.
  • Seek innovation and put in place improved learning practices within and outside the program.
Financial and Administration
  • Support the Project Manager in preparing and ensuring administration and financial support document of project activities according to the implementation and expenditure.
  • Support the Project Manager to oversee and administer the day-today activities of the project; follow the policies, procedures, and systems of Plan International Indonesia which ensure productive and efficient office operation.
  • Support Project Manager to organize and facilitate project meeting, conferences and other special event as planned throughout the project; coordinate and attends meeting, and participates in discussion as appropriate (when required).

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Social Inclusion (GESI)

Ensure that Plan International's global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International's Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical Expertise, Skills, and Knowledge

Essential

  • Bachelor degree in Social Science or others relevant field.
  • At least 1 year of experience working on community development, project management, and organization management.
  • Experience of implementing project on a day to day basic, delivering on required tasks and a good awareness of project requirements and priorities.
  • Experience in organizing activities and or event.
  • Good analytical skill, able to capture and understand the dynamics of social media engagement.
  • Strong cross-cultural skills and a demonstrated ability and   enthusiasm to collaborate with different communities.
  • Good in speaking and writing English.
  • Good interpersonal communication skills for knowledge sharing and collaboration. 
  • Able to work both in team and independently with minimum supervision.
  • Ability to work to tight deadlines and to multi-task.
  • Commitment to safeguarding and CCCD implementation.
  • Commitment to Fraud awareness policy.
  • No issue to be located in Lombok Barat - NTB

Desirable

  • At least 1-year experience or skills around connecting or working with young people
  • Good understanding about SRHR, Early pregnancy, gender norms and practices & Child Marriage
  • Good understanding on Community Based Child Protection Mechanism (CBCPM) including Child Friendly School (CFS)
  • Good Knowledge on and Practices of Safeguarding.
  • Good understanding on Fraud Awareness
  • Good understanding on GESI

Physical Environment

Based in Lombok Barat - NTB  with at least 60% of presence required (if the situation allows) and high portion of virtual activity.

Level of contact with children

High contact: Intensive interaction mostly with adolescent & young people (13-24 years old)
