Project Overview

 

The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support inclusive and sustainable economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.

 

In December 2018, MCC's Board of Directors selected Indonesia as eligible to develop a second compact. The compact agreement will be valid for a period of five years. MCC's work with Indonesia on the second compact is currently in the pre-implementation preparation stage, prior to "Entry-Into-Force" (EIF) of the compact agreement at which time the five-year implementation period begins. The Government of Indonesia is in the process of establishing an implementation entity, called the Millennium Challenge Account – Indonesia II (MCA-Indonesia II or "MCA"), to act as a designee in supervising and managing the implementation of the five-year MCC Compact Program in Indonesia.

 

The MCC Indonesia Compact is designed to improve the country's transport and logistics infrastructure, developing high-quality, climate-conscious transportation infrastructure in five provinces while increasing access to finance for micro-, small, and medium-sized enterprises (MSMEs).

 

To support the MCA-Indonesia II and the implementation of the Indonesia Infrastructure and Finance Compact, the MCA-Indonesia II seeks one (1) motivated and qualified Indonesian candidate for the position of the Public Investment Management Guideline (PIMG) Manager.



Position Objective

 

This position will assume a critical role in contributing to the implementation of the Public Investment Management Guideline (PIMG). The PIMG will describe, in one place, the requirements to achieving well prepared inclusive and sustainable projects. This will focus on the full lifecycle, including planning, preparation, structuring, procuring, implementing, operating and long-term maintenance. Achieving these goals requires transformational reform, including legal and regulatory adjustments, institutional restructuring and strengthening of capacities and business processes across various government organizations and the private sector, including the ongoing alignment of subnational reforms and corresponding national level reforms and policy directions.  The PIMG Manager, directly reporting to the Reform Lead, as a part of the MCAI II Infrastructure Finance Team, will work to ensure the successful implementation of the project, from initiation and execution, building collaborative relationships with project stakeholders, and oversight of project budgets. The PIMG Manager shall collaborate with MCA's Environment and Social Performance (ESP), Gender and Social Integration (GSI), Economic Analysis and Monitoring and Evaluation (M&E) Leads to ensure that all PIMG targets are met in accordance to the Compact II agreement.

 

Tasks and Responsibilities

  • Work under the guidance of the Reform Lead to ensure successful implementation of the PIMG activities consistent with the objectives, budget, investment criteria, and other requirements stipulated in the Compact.
  • Assist the Reform Lead in the supervision of the work of the service providers contracted to support MCAI II in implementing the program:
    • Monitor the progress of the work and provide feedback to ensure timely and quality of deliverables.
    • Review and provide first layer approval of the deliverables 
  • Support the Reform Lead in the drafting and updating the project workplan, quarterly budget plan as well as procurement plan.
  • Support the Reform Lead in developing and updating the risk monitoring instruments and implementation of risk management plan.
  • Support the Reform Lead in preparing:
    • periodic reports (monthly, quarterly, annual)
    • technical reports
    • ad-hoc/incidental reports
    • presentation materials
    • draft of the Terms of Reference
  • Coordination and communication with project stakeholders
  • Support the knowledge management/capacity building program of the overall Compact-II
  • Travel as necessary, domestically to compact provinces and internationally, to build and maintain effective working relationships with key counterparts and stakeholders.

 

Key Qualifications (Education, Experience, Technical Competencies)

a. Pass/Fail Qualifications

  • Fluency in Indonesian and excellent written and verbal communication skills in English.
  • Bachelor university degree in urban planning, public policy, engineering, or a field of relevance to the program activities

 

b. Required Qualifications

  • At least Seven (7) or more years of professional experience, including at least four (4) years in the development and delivery of program/infrastructure projects for private or public sector projects.
  • Demonstrated teamwork skills with a strong ability to prioritize across multiple projects to achieve daily, weekly, and monthly targets.
  • Demonstrated experience in working with Indonesian government agencies at the subnational and national levels.
  • Knowledge of Government of Indonesia laws, regulations, and development plans, particularly those relevant to transport planning, infrastructure finance, environmental and social assessment, gender, climate change, public consultation, and economic development planning.
  • Demonstrated ability to interact constructively and strategically with technical experts, government officials, beneficiaries of projects, civil society, contracted service providers, local community leaders, and private sector counterparts.

 

c. Desired Qualification

  • Experience working in the private, commercial sector in a related field (i.e., infrastructure life-cycle).
  • Demonstrated ability to support the management of large and complex contracts and to contribute to the procurement of such contracts.
  • Demonstrated ability to work with multidisciplinary teams and institutions.
  • Outstanding organizational skills and the ability to work in large, multi-cultural teams.
  • Familiarity with MCC funded program will be an advantage.
