The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government.The project "Reduce, Reuse, Recycle to Protect the Marine Environment and Coral Reefs" (3RproMar) supports the Association of Southeast Asian Nations (ASEAN) Member States in the improvement of implementation capacities for reducing land-based waste leakage to protect the marine environment. The project is funded by the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ in close cooperation with the ASEAN Secretariat.
The project outcome includes four output areas. Based on the "ASEAN Framework of Action on Marine Debris" the regional cooperation and knowledge management among the ASEAN working groups will be enhanced. The second area of activity focuses on the development of national measures for waste leakage reduction within the focal ASEAN Member States (Indonesia, Philippines, Viet Nam and Cambodia) as well as their transmission to strategies on local level. The third area of activity focuses on involving the private sector to develop approaches for waste leakage reduction along the value chain. Pilot projects along the value chain from sustainable consumption to enhanced waste collection and recycling will be implemented in a fourth area of activity in selected municipalities.
GIZ seeks a qualified Indonesian candidate for one (1) position of:
The Junior Advisor for the regional component of the project shall perform her/his duties in accordance with guidance defined by the Commission Manager and in coordination with relevant Advisors in higher bands, by:
- Supporting the implementation of the regional component through provision of technical inputs on land-based marine litter prevention and management in ASEAN (targeted at relevant ASEAN working groups and facilities), as well as the transition in national and local policies, particularly within Indonesia.
- Supporting the coordination and communication with the ASEAN Secretariat and other partners at the regional level; and with 3RproMar national teams in the four implementing countries on activities under the regional component; and
- Supporting daily operational aspects of all issues related to waste management within the project framework.
- Assist with the preparation and implementation of regional workshop series and other relevant activities on the improvement of waste leakage into the ocean
- Assist with the coordination of the regional knowledge partnership on marine litter prevention with selected partners, ensuring that their activities are aligned with the priorities of the ASEAN Member States
- Assist with the formulation of terms of reference and tender documents, selection and management of national and international experts as well as quality assurance of the work results
- support the implementation of the project's regional component through coordination with partners (the ASEAN Secretariat and other regional partners) and 3RproMar national teams in the four countries on activities under the regional component, as well as provision of technical inputs
- support monitoring of project activities and documentation of results
- assist with planning, coordinating and documenting meetings, workshops, seminars and other project activities with a focus on technical aspects
- Perform other duties and tasks at the request of the Commission Manager.
- Contribute actively to a good working climate and team working within the project.
Qualifications
- Bachelor's degree in relevant fields, e.g., environmental sciences, international relations, communication, or equivalent experience.
- At least 1 year of working experience, particularly in the field of circular economy, waste management, policy development, international relations
- Familiarity with ASEAN context and regional frameworks/strategies for marine litter reduction is preferred.
Other knowledge, additional competences
- Good analytical skills as well as excellent organisational skills; efficiency, accuracy, and high-quality delivery of all work-related output; results and performance orientation
- High work ethics, reliability and self-motivation, proactivity, and ability to handle multiple simultaneous assignments with competing priorities under the condition of tight time schedules and fixed deadlines, attention for details.
- Good communication skills and intercultural competences, confident dealing with high-ranking (government) representatives of the national and local partners
- Well-developed skills in people's management as well as financial and organizational skills
- Excellent interpersonal skills, ability to work in a team, social competence.
- Very good working knowledge of IT and communication technologies and relevant computer applications (e.g., MS Office)
- Readiness for travel to project countries (Cambodia, Philippines, Viet Nam)
- Fluency in Indonesian and English (written and spoken) is required.
