About STPI

The Indonesian Tuberculosis Strategic Partnership Foundation or Stop TB Partnership Indonesia (STPI) believes that the elimination of tuberculosis (TB) in Indonesia is achieved if it is based on a strong partnership between government, private and community elements. Since its establishment as a Foundation in 2018, STPI has initiated cross-sectoral advocacy efforts for national TB policies, built a governance model for handling TB across sectors in districts and villages, and campaigned for TB issues in social media and mass media.

Project Background

Airborne infectious diseases are the biggest threats to global health security. Despite the devastation caused by COVID-19, the world remains vulnerable to the next airborne infection. The international community relied on the tuberculosis (TB) infrastructure and expertise to respond to COVID-19, and can strengthen its preparedness by further investing in the TB response, which utilizes the same interventions and technology needed to fight other airborne infections.

The Airborne Infections Defense Platform (AIDP) aims to strengthen political commitment and partnerships, globally and at country level, that will enhance the use of existing TB services for the detection, treatment, and prevention of airborne infectious diseases in high TB burden countries. A key feature of the platform is the deployment of new technologies, including ultraportable radiography, digital innovations, and rapid molecular diagnostic tests to quickly and accurately detect TB, while accelerating or expanding the detection of other airborne infections, and linking people to care and referral services by relying on strong linkages to affected communities and civil societies.

More specifically, AIDP will help address the urgent realities of TB, COVID-19, and other airborne threats by:

1) Expanding the involvement of communities and civil society in screening, contact tracing, care, and referral to improve early diagnosis, treatment and prevention measures;

2) Enhancing person-centered prevention and care for TB, COVID-19, and other diseases caused by airborne pathogens, thereby improving services and mitigating transmission and potential epidemics; and

3) Expanding knowledge and implementation of best practices for infection prevention and control (IPC) of respiratory illnesses.

AIDP will build on lessons learned from implementation of national programs in high TB burden countries, which have been developed with the support of USAID, the Stop TB Partnership (STP), World Health Organization (WHO), and other stakeholders. It will draw experience from the COVID-19 pandemic and a strong two-decade foundation of community engagement for enhanced detection, laboratory diagnostic network development with rapid molecular tests,reliance on evidence-based policies for optimal person-centered treatment (including drug-resistant forms of TB), contact investigation or tracing, and training on and implementation of airborne infection prevention.

The Opportunity

STPI is a partner to Stop TB Partnership in the implementation of Airborne Infection Defence Platform (AIDP) for ASEAN countries primarily focusing on community activities in TB care and prevention, and advocacy. We are looking for a Project Manager who will be a full-time staff member in the AIDP Project team under the technical leadership of AIDP Senior Project Lead Adviser and in management coordination with STPI.

Status: Temporary Staff (LOE 100%)

Duration: 12 Months, with possibility to be extended

Location: Jakarta

Working Hours: 40 hours/week


QUALIFICATIONS 


Educational Background – Bachelor's Degree in Public Health, Global Health, Public Policy, International Relations, Political Science or related health field is desirable

Work Experience – At least five (5) years of experience of each of the following areas:

  • Designing and implementing health and/or international program in general;

  • Providing technical support to advance policy-landscaping at the national and international level, especially between ASEAN Countries;

  • Ability in developing liaison with governmental and diplomatic authorities as well as with international institutions;

  • Guiding and providing technical assistance to project and country government staff working on health policy development;

  • Interacting with donors, implementing partners, and host country government; 

  • Familiarity with the working environment or having previous working experience with the ASEAN Secretariat and/or Ministry of Health and/or Ministry of Foreign Affairs is highly desirable; 


COMPETENCIES

  • Excellent communication, supervisory and interpersonal skills, time management, and the ability to work collaboratively across technical disciplines; 

  • Excellent fluency in written and spoken English and ability to speak in any other ASEAN language is preferred;

  • Willingness to travel in ASEAN countries and for international meeting(s).

ROLES AND RESPONSIBILITIES


SPECIFIC RESPONSIBILITIES


Working directly under AIDP Senior Project Lead with the supervision of the Chief of the Executive Board of STPI and supported by STP, the AIDP Project Manager will be fully responsible for the implementation of AIDP Project for ASEAN Countries.

  • Specifically, he/she will:

1. Manage the AIDP program as a whole under the supervision of Senior Project Lead and the Chief of Executive Board of STPI;

2. Develop plans, coordinate and monitor program implementation and evaluation under the supervision of the Senior Project Lead;

3. Building networks and communication with ASEAN Secretariat, other ASEAN Countries, Central and Regional Governments, CSOs, professional organizations, TB Activist Community Organizations, as well as other stakeholders related to AIDP at the international level in advocacy activities;

4. Supervise staff in the team, as well as coordinate with other parties in strengthening the project;

5. Assist STP as donor and STPI as hiring institution in providing data and draft reports for monthly, semi-annual and annual reports of the AIDP Project;

6. Assist in the process of preparing proposals and project implementation in collaboration with other divisions;

7. Carry out tasks assigned by Senior Project Lead and STPI in the context of AIDP.
