Project Overview
The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support sustainable and inclusive economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.
In December 2018, MCC's Board of Directors selected Indonesia as eligible to develop a second compact. The selection reflected the strong partnership MCC and Indonesia built during the first compact. Following signature of the Indonesia Infrastructure and Finance Compact on April 13, 2023, the entity charged with implementing the compact activities, Millennium Challenge Account-Indonesia II (MCA), is currently in the pre-implementation preparation stage, prior to "Entry-Into-Force" (EIF) of the compact agreement at which time the five-year implementation period begins.
The Indonesia Infrastructure and Finance Compact consists of three projects:
1. The Advancing Transport and Logistics Accessibility (ATLAS) Project will work with five provincial governments – South Sumatra, North Sulawesi, Riau, Riau Islands and Bali – to improve infrastructure planning and preparation at the sub-national level, where transport and logistics are more constrained. The resulting projects will improve access to employment opportunities for Indonesians and the accessibility of transport services for women and disabled passengers.
2. The Access to Finance for Women-owned/Micro-, Small and Medium Enterprises Project aims to increase formal lending services to MSMEs, especially those owned by women. The project will also provide business training, including digital and financial literacy trainings, and technical assistance to improve credit worthiness and investment readiness.
3. The Financial Markets Development (FMD) Project will provide technical assistance and blended finance grants to increase the participation of private sector or commercially oriented finance in infrastructure investments. This will help the government of Indonesia to form new partnerships and unlock existing money to fund lower-risk, high-quality infrastructure projects.
Position Objective
The Human Resources (HR) & General Affairs (GA) Office Manager will manage the administrative and operational function of the office of MCA-Indonesia II, and provide support in human resources matters. The Manager will work closely with and will report to the Human Resources Lead.
Tasks and Responsibilities
General Affairs:
- Design, recommend and implement the office policies, procedures and systems.
- Develop work plans of the office/general services unit, implement the work plans and responsible for the office/operations budget.
- Liaise, negotiate and mediate with relevant external parties related to the operations of the office, such as sub-contracting companies, government officials.
- Oversee the delivery of day-to-day office services, including but not limited to meeting/conference rooms facilities, office cleanliness, front-line services, mailing services, messenger services, motor pool operation, security services.
- Manage the office and pantry supplies and other office-related equipment.
- Manage the office-related insurances, including among others assets insurance, public liability insurance, directors' and officers' liability insurance.
- In collaboration with each MCA-Indonesia II's departments, coordinate the central office's inventory, storage, archives and disposal of records.
- Periodically reporting on the office's assets
- In collaboration with each MCA-Indonesia II's departments, coordinate the office layouts and work space allocation.
- In collaboration with the building management, oversee the physical office maintenance, the office's mechanical and electrical issues and works, security arrangement.
- Perform other tasks and special projects as necessary.
Human Resources:
- Provide support to the human resources function, especially in compensation & benefits management (including health insurances), recruitment and employee relations.
- Manage permits and licenses, including visas, work and stay permit, travelling letters, etc.
- In collaboration with the sub-contracting companies, oversee the daily operations of the sub-contractors including office assistant, driver and security (maintain the overtime), and monitor their performances.
Key Qualifications (Education, Experience, Technical Competencies)
1. Education, experience and technical competencies:
- A degree in management, human resources, hospitality or relevant field with ten (10) years' or more of progressively responsible experience.
- Experienced in office management and conversant on contracted services.
- Experienced in human resources field, especially in compensation and benefits management and recruitment management.
- Familiar with relevant Indonesian government laws and regulations related to the general affairs/services and human resources issues, and knowledgeable about standards and ethics applicable to international organizations.
- Fluent in both spoken and written English and Bahasa Indonesia.
- Have computer and IT proficiency in word processing, spreadsheet, presentation, meetings/video conferencing, etc.
2. Personal attributes and competencies:
- Have good management and supervisory skills
- Have high integrity and the ability to exercise good judgment and maintain confidentiality.
- Have initiative and capable of working independently as well as an effective team player.
- Excellent interpersonal and communication skills, and demonstrated the ability to effectively interact and collaborate with people/peers in multidisciplinary teams as well as work across departments, divisions and institutions.
- Good in personal organization, planning and priority setting. Demonstrated flexibility and capable of managing a variety of tasks with minimal supervision.
- Values the continuous improvement and learning, and committed to mentoring and coaching of staff.
Please note this will be a full-time position for a base period of 12 months with duty station in Jakarta.
