Project Overview
The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.
In December 2018, MCC's Board of Directors selected Indonesia as eligible to develop a second compact. The selection reflected the strong partnership MCC and Indonesia built during the first compact. The compact agreement will be valid for a period of five years. MCC's work with Indonesia on the second compact is currently in the pre-implementation preparation stage, prior to "Entry-Into-Force" (EIF) of the compact agreement at which time the five-year implementation period begins.
The proposed Indonesia Compact is designed to improve the country's transport and logistics infrastructure, developing high-quality, climate-conscious transportation infrastructure in five provinces while increasing access to finance for micro-, small, and medium-sized enterprises (MSMEs).
Along with implementing policy and institutional reforms, the proposed grant program will include three separate projects, identified through joint analysis, and in alignment with Indonesia's own development priorities:
1. The Advancing Transport and Logistics Accessibility (ATLAS) Project will work with five provincial governments – South Sumatra, North Sulawesi, Riau, Riau Islands and Bali – to improve infrastructure planning and preparation at the sub-national level, where transport and logistics are more constrained. The resulting projects will improve access to employment opportunities for Indonesians and the accessibility of transport services for women and disabled passengers.
2. The Access to Finance for Women-owned/Micro-, Small and Medium Enterprises Project aims to increase formal lending services to MSMEs, especially those owned by women. The project will also provide business training, including digital and financial literacy trainings, and technical assistance to improve credit worthiness and investment readiness.
3. The Financial Markets Development (FMD) Project will provide technical assistance and blended finance grants to increase the participation of private sector or commercially oriented finance in infrastructure investments. This will help the government of Indonesia to form new partnerships and unlock existing money to fund lower-risk, high-quality infrastructure projects.
Position Objective
The Communications and Outreach Lead will lead the Communications Team at MCA-Indonesia II and develop and implement broad-based strategic communications strategies and plans to successfully communicate the implementation of the MCC-Indonesia compact and promote and publicize MCA-Indonesia II projects and activities.
The Communications and Outreach Lead will be responsible for the successful communications surrounding the implementation of the compact (from initiation to execution to completion), building collaborative relationships with project stakeholders, and overseeing the communications department budget, contracts and consultant staff. The Communications and Outreach Lead supervises a team of communications support personnel, including the Communications Officer, Stakeholder and Engagement Specialist, Media Relations and Knowledge Management Specialist, and Website and Social Media Specialist (the number of personnel and their position titles are subject to change).
Tasks and Responsibilities
- Lead all communications efforts for the compact and MCA-Indonesia II ensuring that all communications activities are aligned to the established strategies, frameworks, budgets, and resources defined by the compact; this includes leading and managing events, media and stakeholder outreach, social media, and public information campaigns.
- Develop and implement a robust communications strategy including outreach to local and national media, government officials, stakeholders and the public and including a proactive approach to possible incidences of mis- and dis-information.
- Serve as the official spokesperson for MCA-Indonesia II and the compact and proactively develop media opportunities.
- Manage the MCA-Indonesia II communications budget, consultant staff and contractors.
- Coordinate closely with MCC Headquarters on communications strategy and plan, branding, and any high-profile issues. Coordinate high profile efforts with the US Embassy in Indonesia.
- Develop a cohesive messaging framework to inform all aspects of compact and project outreach and create tools, which may include talking points, fact sheets, presentations, bulletins and others, to support outreach undertaken by consultant staff across the MCA-Indonesia II.
- Work closely with MCA-Indonesia II consultant staff to provide clear key messaging for the Compact for use in all communications with Stakeholders including local communities, administration and project affected parties—all in support of established communications strategy.
- Ensure public access to information on MCA-Indonesia II and compact activities.
- Develop and implement strategic plans to ensure meaningful community/public participation in planning the program.
- Develop and implement a private sector partner outreach strategy in conjunction with the MCA-Indonesia II Executive Director and relevant leadership to communicate private sector successes as well as publicize opportunities.
- In cooperation with the Corporate Secretary, manage communications with the MCA-Indonesia II Board of Trustees.
- Support the development of the consultative process plan, in compliance with MCC's requirements, and in collaboration with the ESP GSI Leads.
- In collaboration with MCA-Indonesia II leadership, oversee public consultation sessions.
- Develop MCA-Indonesia II logo and Branding Guidelines that will adhere to the mandatory MCC Branding Guidelines and manage the MCA-Indonesia II brand.
- Manage the development and maintenance of the MCA-Indonesia II website.
- Lead MCA-Indonesia II's stakeholder relations by building, maintaining, and leveraging a good network of contacts to facilitate and/or promote the program.
- In collaboration with the MCA-Indonesia II M&E Lead, communicate progress to results as per the M&E plan.
- Prepare speeches and talking points for the Executive Director on public speaking engagements.
- Develop and maintain a library of communications tools, including photos, videos, and other materials, as needed to strategically support communications plan.
- Build the Communications team through recruitment, training and development, and performance management of consultant staff to ensure a capacity to deliver the project's objectives.
Key Qualifications
(Education, Experience, Technical & Personal Competencies)
- A Degree in Communications, Community Development, Business Administration or related field (advanced degree preferred).
- Approximately fifteen (15) or more years of relevant working experience, including approximately seven (7) in a management position, in corporate communications, community, NGO and/or public outreach. Experience in an organization, project or company with an annual budget of $50 to $100 million USD is a plus
- Ability to think strategically and have planning and project management skills.
- Experience in leading the development of communication and engagement strategies for government institutions and/or international donor-funded projects is a plus.
- Experience in leading the production of publication and media content with national and local media; previous on-the-record experience.
- Demonstrated knowledge and expertise in managing public information campaigns and production of communication materials for policy influence (national strategy, behavior change, media engagement to support advocacy strategy, market promotion strategy, facilitating dialogue and debate forum, public messaging, etc.)
- Demonstrated knowledge and expertise in crafting and delivering messages to diverse stakeholders, including from government (both national and local), civil society, NGOs, private sector, and international donors.
- Experience in leading, managing, and executing high-profile events.
- Strong and documented writing skills for bulletins, newsletters and other outreach tools as described above.
- Experience coordinating communications across technical teams.
- Must demonstrate good judgment and the ability to collaborate effectively with peers as well as work across departments or divisions.
- Experience managing a team of communications professionals, PR firm contracts and/or outside consultants.
- Experience in managing contracts and budgets for communications and outreach activities.
- Full computer skills in email, word processing, spreadsheets, the Internet, etc.
- Fluency in Indonesian and excellent written and verbal communication skills in English.
- Experience working with international organizations or donors is a plus.
- Experience working with MCC or MCC-funded activities in Indonesia is a plus.
