With its main office in Jakarta and field teams frequently deployed across Indonesia's 13,000 islands, CRS has built its reputation over the last two decades through a two-pronged programmatic approach. First, CRS has established strong, mutually beneficial partnerships with Indonesian civil society organizations and government stakeholders through successive rounds of programs building organizational capacity for emergency response and DRR in both urban and rural settings. Then, in times of disaster, CRS has been able to mobilize these partnerships to implement rapid, responsive, and innovative humanitarian interventions, from the 2004 Indian Ocean tsunami up through the 2018 Lombok and Palu earthquakes.

CRS/Indonesia is currently looking for Deputy Country Manager, Job Code: DCM. The position will be based in Jakarta and report to Country Manager.

Job Summary:

As Deputy Country Manager, you will support to advance the programming and operations objectives under the guidance of the Country Manager in support of Catholic Relief Services (CRS) mission to serve the poor and vulnerable. In line with country and regional commitment to advance local leadership, you will prioritize localization by supporting and advancing local strategic partners operational and technical capacities. You will strengthen and broaden CRS' relationships with Catholic Church (Caritas Indonesia), local NGO, and government partners to advance the county strategy. Your strategic management skills will enable you to advance CRS' reputation and impact while you proactively manage security and mitigate security risks and liabilities.

Roles and Key Responsibilities:

·       Manage the design of medium and long-term goals under the guidance of the Country Manager. Harmonize program and operations objectives in alignment with the strategy platforms for Homes and Communities, Emergency Response, DRR and CCA.

·       Support and work with Country Manager to effectively manage senior talent and supervise, team dynamics and staff well-being. Strategically tailor individual development plans and complete performance assessments for direct report. Oversee the development of staffing plans and contribute to the recruitment process of senior staff.

·       Lead the implementation of and update the workforce strategy to recruit and retain staff with the right knowledge, skills, attitudes, and networks to influence systems-level changes in government ministries, corporations, donors, and peer NGOs and respond to the needs of communities.

·       Assist to advance strategic partnerships with Caritas Indonesia (KARINA), national and international organizations that leverage resources, reputation, and expertise in line with CRS partnership principles. Ensure strong representation to key stakeholders, including Church partners, local and national government, US government and international donors.

·       Work with the Security Focal point to manage and mitigate risk through monitoring national and regional issues that may impact staff and programming. Ensure all staff understand and adhere to CRS staff safety and security policies and plans and ensure the updating of such plans.

·       Promote, uphold and model a commitment to the efficient use of agency and donor resources, including ensuring compliance in operations functions.

·       Support the country program in the pursuit of strategic growth opportunities, prepositioning and capture planning.

·       Support Country Manager in developing and implementing localization strategy, including capacity building of local partners.

·       Maintain proper conditions for learning. Ensure a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Promote accountability, learning and knowledge management overseeing application of the MEAL policy, as well as cross-sectoral and cross-department learning.

 

Qualifications

Basic Qualifications:

·       Master's degree in international development, International Relations or a related field. Additional experience may substitute for some education.

·       Minimum of 6 years' experience managing high value relief and development programs.

·       Required Languages - Fluency in spoken and written English and Bahasa Indonesia is required; Other local language is a plus.

Travel:

·       Must be willing and able to travel up to 30% - travel would include trips to partner office and project sites within Indonesia, and occasional travel to regional leadership team meetings.

Knowledge, Skills and Abilities:

·       Strong strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture and ability to make sound judgment and decisions.

·       Very good relations management abilities. Ability to relate to people at all levels internally and externally.

·       Team leadership abilities.

·       Very good communications and presentation skills.

·       Agency representation and managing partnerships.

·       Proactive, resourceful, solutions-oriented and results-oriented.

Preferred Qualifications:

·       Demonstrated experience successfully managing high-value projects from multiple international donors, including USAID, DFAT, World Bank, Asian Development Bank and UN agencies (UNHCR, UNICEF, etc); knowledge of relevant donor regulations.

·       Experience engaging partners and strengthening partnerships. Experience working with Catholic Church partners a plus.

·       Staff management experience and abilities that are conducive to a learning environment.

·       Ability to represent the agency at high levels.

·       Experience in MS Office package (Outlook, Excel, Word, PowerPoint, Teams), and information and budget management systems.
