Request for Expression of Interest 

 

 

Yayasan Humanis dan Inovasi Sosial (hereinafter: Humanis), an affiliate organization of Hivos, is a Jakarta-based non-profit development organization that works across the Southeast Asia region. Humanis works with marginalized groups and frontrunners to exercise rights and freedoms, bring about changes, influence decisions and hold those in power to account. As the name itself suggests, Humanis envisions just and sustainable societies in Southeast Asia that fulfill and protect the rights of each individual, as well as respect differences and backgrounds. To achieve our vision, we focus on three impact areas: Gender Equality, Diversity, and Inclusion (GEDI), Civic Rights in the Digital Age (CRIDA), and Climate Justice. Currently, we have ongoing programs in Indonesia, Timor-Leste, the Philippines, and Vietnam 

 

Humanis seeks qualified candidates for the position of:
Title                      :  Consultant for Project Officer Green Energy Transparency and Anti-Corruption in Public Procurement 

Duty Station       :  Jakarta, Indonesia  

Report to             :  PDM CRiDA 

Duration              :  9 (nine) months 

 

 

Background 

In 2023-2024 the Yayasan implements the Power Purchase Agreement (PPA) Transparency Phase Two focusing on PPA transparency and anti-corruption provisions within the upcoming Procurement and Renewable Energy bills and the Open Government Partnership (OGP) action plan.  

 

According to PLN's report, Indonesia's electrification ratio per 2022 reached 99.63%. 85% of this achievement is met through fossil energy-based power plants. The Indonesian government has a commitment to increase the use of clean energy to meet the need and fulfill its energy security as reflected in the National Medium-Term Development Plan (RPJMN) 2020-2024, Indonesia's 2045 Vision, the National Energy General Plan (RUEN) and the Net Zero Emission roadmap (still in draft). The transformation from fossil fuel into renewable energy is a big challenge for Indonesia, bearing in mind that there is still a high dependency on the need for electricity based on fossil energy. 

 

Meanwhile, public procurement is the most lucrative sectors for local and international players that provide good, services, and public works for the country with more than 270 million population. In 2021 alone, it amassed a total of IDR 1.214,1 trillion or 52,1% of the National Budget (APBN). However, public procurement is the second most corrupt sector investigated by the Anti-Corruption Commission (KPK). The Indonesia Corruption Watch (ICW) monitoring from 2016 to 2020 alone record 49,1% or 1.093 of the 2.227 cases under the law enforcement agencies are related to procurement with the total state loss up to IDR 5,3 trillion.  

 

The procurement and renewable energy bills, currently under the legislation priority (Prolegnas) and the parliament deliberation, are expected to tackle some of the challenges above. This program aimed to take part in assessing and enhancing the PPA transparency and anti-corruption provisions in regulating those sectors while also working with the OGP Indonesia in ensuring commitment toward improved regulation and public procurement and energy in Indonesia.   

 

 

Scope of work 

 

The consultant is expected to: 

 

1.       Coordinate the day-by-day advocacy efforts 

2.      Establish relationships with key CSOs and media  

3.      Work to strengthen the CSO network to conduct campaigns and innovative advocacy  

4.      Manage consultants to assess and enhance the PPA transparency and anti-corruption provi-sions within the upcoming procurement and renewable energy bills and OGP action plans. 

5.      Engage with Parliament and Presidential candidates to put the issues in their priorities dur-ing and post-General Election (GE). 

6.      Launch a media campaign with relevant media houses, journalists and podcasters to raise awareness during and post-GE.   

7.      Support the development of materials for advocacy and campaign  

8.      Administrative tasks:  

  • Organize events, including travel arrangement for participants and reporting.  
  • Create contracts with necessary for external consultants.  

9.      Donor and stakeholder relations:  

  • Regular coordination with and prepare draft report for the donor of the project.  
  • Present the program and the Yayasan Humanis at any relevant meetings and conferences.   

 

Qualifications and Experiences :  

     Minimum a bachelor degree in social sciences, humanities or other relevant disciplines or equivalent of minimum 3 years of working experiences in NGOs, media, research/think tank organizations or other relevant institutions.     

     Project management skill with good organizer profile and able to work with people from different (cultural, religious) backgrounds.  

     Have sufficient knowledge on green energy, extractives, and environmental sectors (Preferable).  

     Have sufficient knowledge on public procurement, good governance and anti-corruption.   

     Experience in lobby and advocacy work.    

     Strategic communication skill that seize opportunities to the program advantages.  

     Result-oriented, and a practical thinker to achieve targets.  

     Good to excellent communicator (written and verbal) in English.
