Position: District Officer for Advocacy and Partnership (DAPO)

Time Commitment: Full-time, 1-year, renewable
Location:  Kota Bandung (1) & Kabupaten Bekasi (1), with possibility of travelling

Yayasan Project HOPE (YPH) has been known in Indonesia since 1960 when the hospital ship USS HOPE visited Indonesia as part of its visit to several countries for humanitarian operations. Yayasan Project HOPE manages several programs in the areas of Infection Diseases, Tuberculosis Laboratory Strengthening, Maternal Neonatal Health, COVID-19 Emergency Response and Mental Health. It is also establishing an emergency response hub to strengthen emergency response operating systems in Indonesia and Southeast Asia.

Profile of USAID Prevent TB Project
PREVENT TB is a five-year USAID funded project to Support for Public Education and Communication to Tuberculosis Preventive Treatment (TPT) Acceleration that is implemented by Yayasan Project HOPE (YPH). This program will use evidence-based health communication program implemented to improve the coverage and outcome of TPT among eligible sub-population in six target provinces with the highest number of estimated TB latent cases (North Sumatera, DKI Jakarta, Banten, West Java, East Java, and South Sulawesi).

Position Summary
The position is responsible for the program implementation at their respective district as per work plan. S/he will ensure programmatic and administrative process work in accordance with the guidelines, provide routine reports in a timely manner, and consult the implementation issues with the Provincial Coordinator. S/he will implement the project in alignment with the guidelines and TOR as approved by the Project Coordinator or Chief of Party depending on the scope of areas. S/he will make and maintain contacts with district stakeholders, and consult the Provincial Coordinator if any issues/backstopping occurs. S/he is responsible to make available activity reports completed with all programmatic and finance supporting documents in a timely manner.

Responsibilities
Main responsibilities include, but are not limited to:
1. Working with high level partners at district level to support project implementation.
2. Planning and executing advocacy activities as per consultation with Provincial Coordinator, including communication to influence decision-makers, and better coordination with those working in the TPT program.
3. Making available the minutes of meetings and other related reports of district level activities.
4. Assist the research institution to conduct data collection in its respective district as per discussed with the Chief of Party.
5. Making available regular data as per SOP through activities such as recording, coordinating with partners and checking the data accuracy.
6. Leading the USAID Prevent TB TPT Advocacy activities with the local legislative and government agencies.
7. Making available reports as per SOP that are completed with well-written information that depicts challenges, concerns, and recommendations to inform provincial and national-level advocacy.
8. Making sure the data reported in the system: compiled, well-managed, and stored in a safe and accessible system as per SOP.
9. Support Provincial Coordinator in developing the annual and six monthly. organizational reports.
10. Support Provincial Coordinator in dealing with any other tasks as may be required.
11. Preparing an annual budget for community outreach activities.
12. Manage activity budget and reporting.

Qualifications
• Bachelor's degree in the field of social sciences, communications, behavioral sciences, health promotion, or community development.
• At least 4 years of relevant experience on communication activities, e.g., advocacy and social mobilization, outreach program and behavior change communication, including the stigma reduction program, or on other strategic communication activities.
• Minimum 2 (two) year working experience working with local government sectors, non-government organizations.
• Demonstrated experience with data management, recording and reporting project process.
• Demonstrated experience with works in communication (BCC, outreach activities, and/or advocacy) with different audiences.
• Demonstrated experiences to prepare activity reports completed with administrative requirements (workplan, budget, request forms, reporting forms, and supporting documents).
• Excellent verbal, written, interpersonal, and presentation skills.
• Ability to work in close coordination with project key stakeholders, partners, and other stakeholders in support of Provincial Coordinator.
• Computer proficiency should include Word, Excel, and other general experience with presentation application, and infectious disease information system.
