Time Commitment: Full-time
Location: Jakarta, with possibility travelling

Project HOPE has been known in Indonesia since 1960 when the hospital ship S.S. HOPE visited Indonesia as part of its visit to several countries for medical operations and training.  Project HOPE re-entered Indonesia with humanitarian assistance for the victims of the Indian tsunami in 2004 and continued by strengthening the health system (especially around maternal child health) and building healthcare worker capabilities.
Yayasan Project HOPE (YPH)was established in 2018 to lead program implementation in Indonesia on behalf of Project HOPE. YPH currently manages several programs in the areas of Infection Diseases, Tuberculosis, Maternal Neonatal Health, Infection Prevention Control, Global Health Security, and Mental Health. It is also establishing an emergency response hub to strengthen emergency response operating systems in Indonesia and Southeast Asia.

Position Summary
The Executive Director will provide overall leadership and management of programs and operations in Indonesia, as adopted by the Foundation Board of Advisors, which, include health programs in multiple themes such as maternal neonatal, child health (MNCH); MHPSS, Infectious Diseases; Infection Prevention Control, and emergency response.  They will provide strategic direction, will oversee administrative and financial operations of the Foundation, directly supervise key staff, be responsible for achievement of results, and lead new program development efforts. They will represent the Yayasan before Indonesia government authorities, US government agencies, and other donor or stakeholder organizations.  

Principal Responsibilities
1. Develops and executes the Advisory Board approved strategy.  Represent and safeguard both the Foundations and Project HOPE interests and reputation throughout the country.
2. Responsible for supervision of overall planning, budgeting, management, and implementation of the Foundation's programs in Indonesia.  Doing so in accordance with program plans (including the proposal & implementation plan), the grant agreement, Supervisory Board oversight, and the available financial resources.  
3. Ensure that all program administration and financial management in the country is compliant with the Foundation's procedures and regulations, Indonesian law, and regulations and requirements stipulated by donors.
4. Oversee the Foundation's human resource management, including the recruitment of personnel, the development of job descriptions, performance appraisals, local salary adjustments and compliance with Indonesian labor law and regulations.
5. Authorizing local expenditures within the limits of approved budgets in accordance with Foundation guidelines.  Ensures programs and the Foundation is operating within budget.
6. Provide effective leadership to the Foundation, and in all interactions with Project HOPE staff and sub-grant organizations.  Maintain good communications, provide clear directions, and oversee accomplishment of program objectives.
7. Responsible for the production and timely submission of quarterly and annual narrative program reports for the Supervisory Board and donors, to also include required planning documents and work plans.
8. Provides leadership and direct support to activities responding to major emergencies or crises in Indonesia or throughout the SE Asia region as part of the Regional Emergency Response Hub co-led by the Foundation and Project HOPE.
9. Develop and maintain effective working relationships with government officials, institutional counterparts, private sector agencies, and national and international organizations.  Represent the Foundation at the widest possible range of meetings of professional networks, multi- and bi-lateral institutions, and donor agencies.
10. Initiates opportunities for new programs, cultivates new partnerships, develops concepts as needed, and contributes to writing of proposals for extension of existing and/or establishment of new programs in Indonesia.
11. Keeping informed of local legal and security issues as they affect the operation of programs and notifying the Supervisory Board (security) or Project HOPE Chief Legal Officer (legal) of such issues and any developments or concerns.
12. Fulfill other duties and responsibilities as may be reasonably assigned by the Supervisor.

Requirements
1. Master's degree in health sciences; Medicines, Pharmacy or Public Health (PhD would be preferred).
2. Minimum 10 years' program experience in senior management (i.e. Country Director, Country Representative, Technical Director) including team management, finance and administration; donor relations; and inter/intra-agency communications experiences.
3. Proven successful leadership and management experience, including program effectiveness, staff motivation, and operations management.
4. Successful track record in new program development and fundraising including strategic positioning, partnership building, grant writing, and technical design incorporating innovative approaches.
5. Extensive understanding of the public health environment in Indonesia, familiar with the current gaps and needs, and of the important government, NGO/INGO and private sector actors.  
6. Demonstrated successful leadership and management experience with a multidisciplinary team.
7. Experience with organizational capacity strengthening and partnership building.
8. Proven ability to negotiate and work with partner organizations.
9. Strong budget and fiscal oversight capacities.
10. Strong interpersonal and teamwork skills, with proven collaborative accomplishments.
11. Established capacity to deal with ambiguity in stressful situations.
12. Proficiency in English and Indonesia required.
