MSH started working in Indonesia in 1980 with a focus on improving child health, decentralizing health services, expanding access to care and treatment for TB, and strengthening pharmaceutical management. In 2023, MSH was awarded the five-year USAID BEBAS TB activity to reduce TB incidence and mortality by addressing critical gaps and challenges in the TB program. This activity builds on the work of previous USAID projects and aims to improve access and utilization of quality and patient-centered comprehensive TB services.

To achieve the objectives, MSH is looking for a Monitoring, Evaluation, Research and Learning Specialist posted at National Office Jakarta.

 

About the Job :

Working closely with the Provincial Manager and Provincial TB Technical team, the Training Program Officer will lead the development and implementation of innovative training program in provincial level to achieve BEBAS TB program objectives.  This position will be responsible for all BEBAS TB training program in their respective province and districts, ensuring that relevant technical staffs have sufficient skills, knowledge, and capacity to achieve program results. With the guidance and support of the TB Technical Advisors and MERL Director, and in collaboration with the Provincial TB Technical team, the Training Program Officer will coordinate the provision of technical services to improve the skills and capacity of health care workers both in public and private facilities, harmonize efforts, and maximize synergy and integration between project program areas to develop and implement training strategies, approaches, and plans.

 

Overall Responsibilities:

  • Support the MERL team to collect, consolidate, and analyse all the data and reports from technical and provincial teams to measure progress toward deliverables, milestones, and indicator results for USAID BEBAS-TB.
  • Prepare and facilitate periodic performance review and learning processes.
  • Support implementation of learning agenda, or cross-learning activities by adopting the CLA framework.
  • Conduct data analysis, prepare reports, and develop reporting templates and formats, as necessary.
  • Support the MERL team in conducting internal Data Quality Assessments (DQAs) to test the validity and reliability of data used to measure program outcomes. Collects and verifies all supportive documentation.

Qualifications:

  • Bachelor's Degree (Advanced degree preferred) in Public Health or health-related area is required.
  • At least 5 years of experience related to monitoring, evaluating, learning, and reporting on international programs, including demonstrated experience in developing and implementing monitoring, evaluation, and learning plans.
  • Experience in a Tuberculosis program is preferred.
  • Experience with indicator selection, target setting, reporting, and developing MEL and performance monitoring plans.
