EU-ASEAN Sustainable Connectivity Package – Higher Education (SCOPE HE) programme

Location:         Jakarta, Indonesia

Duration:         One-year contract, with possibility to extend to four years

Salary:             Competitive, commensurate with experience

 

1.      Background

In today's interconnected world, promoting exchanges and fostering people-to-people connectivity is increasingly vital for sustainable development and global collaboration. The European Union (EU) and the Association of Southeast Asian Nations (ASEAN) have a long-standing history of working together in trade facilitation, regional economic integration, transport, and people-to-people connectivity in education and research. Over the last four decades, both have emerged as dynamic regional blocs, fostering economic growth, cultural diversity, and cooperation among their member states. Both strive to balance economic and financial stability with environmental responsibility while ensuring society benefits from connectivity.

 

Access to higher education has expanded in the ASEAN region, enrolment rates have risen, and the quality of education has improved over the last four decades. However, challenges remain in realising the full potential of higher education, technical and Vocational Education and Training (TVET), and research, such as quality assurance, equitable access to education and training, skills gaps, and strengthening research capacity.

 

Nuffic Southeast Asia and DAAD have designed a new EU-funded programme to respond to these challenges in the Southeast Asia region. EU-ASEAN Sustainable Connectivity Package Higher Education (SCOPE HE) programme will aim to strengthen the connection between ASEAN and the EU by focusing on gender equality, women's empowerment, digital skills, and green skills within the Master Plan on ASEAN Connectivity 2025 (MPAC). Through this initiative, individuals, institutions, and societies in both regions will benefit from enhanced knowledge-sharing, inclusive practices, and a more robust global partnership.

 

The SCOPE HE programme consists of 3 components that will strengthen:

 

  • Student and academic mobility, intra-ASEAN and between the EU and ASEAN, complementing the Erasmus+ programme in line with the relevant ASEAN strategy and action plan.
  • EU-ASEAN cross-regional university networks to tackle global challenges jointly by fostering research and digital connectivity.
  • ASEAN regional network of Vocational Education Institutions, strengthening linkages with the private sector for sustainability and delivering skills and connections relevant to the ASEAN labour market.
  • The thematic focus in these components will be on supporting the "Green Transition", "the Blue Economy", and "Digitalisation."

 The SCOPE HE programme will do so by: 

  • Providing capacity building for Higher Education Institutions (HEI), TVET institutions, and individuals.
  • Providing technical assistance where and when external input is needed on relevant matters.
  • Organising policy dialogues to exchange ideas, share best practices, and align strategies to achieve common goals in education, skills development, and research within the ASEAN region and between ASEAN and the EU, and
  • Facilitating networking to connect individuals and institutions.

 The programme will take an impactful approach based on evidence and adaptability, and that relies on the four core principles:

  • A demand-driven approach adjusted to the specific needs and potential risks identified and aligned with the SEA region's demand.
  • Inclusion of regional and national partners to maximise the impact and create synergies by combining regional-level cooperation with key ASEAN bodies and targeted actions at the country level.
  • A multidimensional approach to identify possible leverage, particularly on economic development, environmental sustainability, and digital connectivity with the other workstreams of the EU-ASEAN Sustainable Connectivity package and the ASEAN Roadmap on the ASEAN Higher Education Space 2025.
  • An impact-oriented approach includes collaboration, open communication, and information exchange.

2.      Responsibilities and Main Duties

The Monitoring and Evaluation Officer will be responsible for designing and implementing the monitoring, evaluation and learning strategy of the EUR 9.3 million SCOPE HE programm. S/he will contribute to effective program management, ensuring that data-driven decisions are made, and the programme adapts to the evolving needs and context of the target groups and beneficiaries and will:

·    Oversee the day-to-day data collection: Ensure that data collection processes function smoothly, monitor the robustness and quality of data collected, facilitate seamless and timely data collection from the different project result areas, and ensure it aligns with established standards and the Monitoring and Evaluation (M&E) strategy.

·        Consolidate and analyse data and produce regular progress reports: Conduct a thorough analysis of the collected data to derive meaningful insights; develop and provide reports detailing project progress and communicate to and advise leadership in steering and adapting the programme.

·      Coordinate the integration of programme results into communication: Collaborate with the Communication Manager to incorporate programme results and impact into communication materials.

·    Define evaluation needs and manage implementation: Identify the requirements and oversee the execution and alignment of programme evaluation, oversee and coordinate the work of consultants and define terms of reference for consultants, including expectations and deliverables.

·  Collaborate with key stakeholders: Work closely with the Team Leader, Communication Manager, DAAD, and Program Officers and manage relationships with external stakeholders, including the European Union.

·     Support the development of M&E skills and capture lessons learned: Assist in enhancing the M&E skills of the programme management team and partners and facilitate training and capacity-building initiatives as needed; capture lessons learned from program management and evaluation and advise on continuous learning and improvement mechanisms.

Qualifications and Experience:

·    A bachelor's or master's degree in a relevant field such as Monitoring and Evaluation, Project Management, Statistics, Economics, Social Sciences, or a related discipline.

·     Additional training in monitoring and evaluation methodologies, data analysis, and statistical tools would be beneficial.

·   7+ years of experience in a monitoring and evaluation role within an extensive development programme, including proven experience overseeing day-to-day data collection activities and a demonstrated ability to analyse and interpret data for programme improvement and to use key performance indicators to measure and communicate outcomes.

·    Proficiency in data collection and analysis tools (such as Excel, statistical software, and databases), designing and managing evaluations and knowledge of different evaluation methodologies and approaches.

·   Knowledge of quantitative and qualitative research methods and familiarity with information management systems.

·        Familiarity with the Education sector.

·      Knowledge of international development standards and evaluation frameworks.

·  Experience collaborating with diverse stakeholders, including team members, programme managers, external consultants, and donors.

·    Ability to adapt to evolving programme needs and changing contexts within the sector.

·   Proven ability to capture and apply lessons learned for continuous programme improvement.
