CRS Indonesia's current strategy includes emergency preparedness and response, disaster risk reduction, housing, climate change adaptation and integrated agriculture and livelihoods. In line with its long-term country strategy, CRS Indonesia is looking to expand programming in the area of climate change in urban contexts.   

 

CRS/Indonesia is currently looking for Monitoring, Accountability, Gender, Protection (MAGP) Project Officer, Job Code: MAGP POThe position will be based in Kabupaten Kupang and report to PAR IV Program Manager.

 

Job Summary:

The Monitoring, Accountability, Gender, Protection (MAGP) Project Officer will be responsible for the PAR IV-CORRECT project MEAL related activities, including working with the Monitoring, Evaluation, Accountability, and Learning (MEAL) Program Manager, MEAL Senior Project Officer, and Safeguarding Senior Project Officer to develop the PAR IV- CORRECT project MEAL plan. MAGP-PO will ensure practical and effective mechanisms for the implementation of accountability, gender and protection principles in the project activities.  The MAGP Project Officer's role also includes but not limited to the support in the development of integration of gender and protection-sensitive standardized data collection tools and database systems, frequent data collection, verification of results reported, analysis and presentation of findings and project progress under guidance from the Program Manager, MEAL PM, MEAL SPO, and Safeguarding SPO. This role will be dedicated 50% LOE to Gender and Protection, and 50% LOE to MEAL.

 

Roles and Key Responsibilities:

Monitoring

·       Support the coordination and implementation of all assigned project MEAL activities as outlined in the Detailed Implementation Plan in line with CRS program quality principles, standards and MEAL policies, procedures, and practices; donor MEAL requirements; and industry good practices.

·       Monitor and report any field-level MEAL-related challenges and gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.

·       Support field-level project MEAL activities (including digital data collection) and assist partners in their efforts to collect and ensure timely analysis of project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare MEAL-related aspects of reports per established reporting schedule.

·       Complete project documentation for assigned MEAL activities. Assist with identifying information for case studies and reports on promising practices.

·       Support program learning and decision making by sharing with project management the information gathered from community members and partners.

 

Accountability

·       Provide partners with technical assistance in development and implementation of accountability system/framework including setting up hotline, email account and other channels of feedback and communication.

·       Support the project team (PM, MEAL Manager, MEAL SPO and Safeguarding SPO) in building partners capacity to integrate, align and implement the MEAL and Protection principles applying principles as outlined by CHS, Sphere, agency MEAL polices and other key guidelines.

·       Work with the SPO-Safeguarding and PM, and in consultation with Communication Officer, in the development of communication materials for project participants to ensure they are culturally appropriate and sensitive.

 

Gender and Protection

  • In collaboration with Safeguarding SPO and remote guidance from Program Quality – GESI Technical Advisor, lead the development and promotion of context-sensitive, culturally appropriate female empowerment, male engagement, and gender-transformative and inclusive approaches.

·       Collaborate with the program team to integrate protection and gender standards and strategies across the CORRECT project.

·       In guidance from Safeguarding SPO to ensure reports are mainstreamed with Gender and Protection for collecting and reporting appropriate protection data.

·       Work with the project partners to develop the referral pathway and local service provider mapping to ensure applicability of safe, dignified and survivor-centered referral procedure.

·       Ensure the Safeguarding Policy & Code of Conduct and Ethics is communicated to and understood by the project partners, project participants and relevant community members through ongoing, age-appropriate, contextualized verbal and/or written information shared in local language

·       Ensure that project participants understand expected conduct of staff and how to safely report any concerns and feedback; and feedback from project participants is handled and responded to appropriately.

 

 

Partner Support

1.       Work with the PM, MEAL Manager and SPO Safeguarding to assess partners' staff capacity on mainstreaming and developing accountability practices and mechanisms into programming.

  1. Review data collection systems implemented by partners, to ensure rigor and appropriateness of practices.
  2. With guidance from the PM and MEAL PM and in coordination with the MEAL SPO and Safeguarding SPO, organize formal training events for partner MEAL staff to enhance their capacity for sound MEAL implementation.
  3. Accompany and mentor partners after MEAL trainings, to ensure knowledge retention and address concerns which may emerge.

 

Minimum Qualifications:

Education:

·       Bachelor's degree in the social sciences or other related fields required. A Master's degree in relevant field is an advantage

 

 

 

Experience:

·       Minimum of three (3) years' experience working with INGO, NGOs or government agencies in planning and implementation in MEAL or accountability programming in humanitarian or development program and gender/protection or safeguarding program experience.

·       Experience working with community, local and national government officials.

·       Capacity building experience required.

 

Preferred Qualifications

·       Excellent understanding of local NGOs and government system, with knowledge and appreciation of the vision and mission of CRS

·       Knowledgeable in participatory development processes

·       Acceptance of cultural differences among the target communities

·       Experience monitoring projects and collecting relevant data.

·       Proficient using MS Windows and MS Office packages (Excel, Word, PowerPoint), understand basic statistic will be preferable.

·       Has some ICT4D knowledges and highly skilled in developing monitoring and evaluation tools and reports including technical writing on the MEAL such as dashboard management or infographic reporting.

·       Familiar/ experience using Gender, Equity and Social Inclusion (GESI) framework.

Required/Desired Foreign Language: Proficiency in English, both oral and writing. (mandatory)

 

Duty Station:

This position will be based in Kabupaten Kupang and require travel to Kabupaten Flores Timur. MAGP Project Officer is expected to travel to project site for monitoring purposes at least 50% of the time However, in the event of a disaster where CRS launches an emergency response, all CRS staff will be required to support the response and may be deployed to the response areas as necessary.

  • Good understanding of project planning, reporting, M&E and participatory approaches.

  • Knowledge of principles and best practice in protection mainstreaming and community accountability in development and humanitarian work.
  • Adequate understanding of gender and protection mainstreaming in conflict situations.
  • Familiar with Gender, Equity and Social Inclusion (GESI) framework and able to integrate GESI component into activity.

Skills:

  • Strong communication and documentation skills.
  • Familiar with ICT and able to operate various platforms (CommCare, Kobo collect, and Power BI)
  • Proven organizational skills and ability to manage multiple tasks simultaneously.
  • Very good listening and facilitation skills – capable of facilitating group discussions with program participants, communities, local officials, partners and all levels of staff.
  • Ability to appropriately manage sensitive situations and information.
  • Must be able to respect the privacy, sensitivity and confidentiality of the type of information individual may come across in this role.

 

Abilities:
