The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people's living conditions on a sustainable basis. 

In the context of the bilateral cooperation between the Government of Germany and the Government of Indonesia, GIZ has received a new commission from the Federal Ministry for Economic Cooperation and Development (BMZ) on Adaptive Social Protection (ASP)/Integrated Solutions in Disaster Risk Management and Social Protection. 

The ASP aims to provide integrated solutions to improve the crisis response capacity and long-term adaptation of poor population groups to climate change by linking social protection instruments with disaster management and climate adaptation approaches. By improving the protection of poor people and those at risk of poverty against climate-related shocks, it contributes to reducing the poverty rate (programme objective indicator 1). Incentive systems and financing mechanisms for forest protection and environmental services are being tested with the development of support approaches for adapting livelihoods to climate change in the project provinces (programme objective indicator 2). 

The TC module is in line with the BMZ core thematic strategy "Health, Social Protection and Population Policy". It contributes to the implementation of the "Social protection" field of action, which is committed to establishing universal, inclusive and adaptive social protection systems in partner countries in order to strengthen the population's resilience to individual life risks and collective crises and in future also increasingly to the consequences of climate change. 

The political partner of the project is the National Authority for Disaster Management (BNPB). The project implementation is planned to be decentralised in 2 (two) regions, West Nusa Tenggara (NTB) and South Kalimantan (Banjarmasin). To achieve the module objectives, the Ministry of Finance (MoF), various directorates of the Ministry of Development and Planning (BAPPENAS), the Ministry of Village (MoV), the Ministry of Social Affairs (MoSA), the Ministry of Home Affairs (MoHA), and the Ministry of Housing and Public Works (MoPUPR) engage as the implementing partners. 

To support the implementation of this project, GIZ seeks one (1) motivated and qualified Indonesian candidate for: 

Finance Specialist 

A.  Main Responsibilities

  • Ensures that financial and administrative procedures function well in accordance with GIZ standards.
  • Assist the Commission Managers (CM/AV) to ensure compliance with GIZ Processes and Rules (P+R) for all activities.
  • Effectively coordinates with the staff of the ASP administrative specialist and finance manager of the Special Assignment cluster.
  • Assists the Commission Manager in ensuring compliance with the GIZ code of conduct of all staff.
  • Assist the Commission Manager and advisors in financial planning and financial monitoring matters.
  • Manage/coordinate internal functions, e.g., accounting, administrative workflow, office management, contract, procurement of goods and services, inventory, and knowledge management system together with the Administrative Specialist and Knowledge Management officer in Project and Country office Indonesia (COI), IT, and HR.
  • Manage/coordinate all financial issues of the project.
  • Coordinating all finance issues with the staff of the GIZ Country Office Finance Team or the Commercial Affairs Department.
  • Financial planning, monitoring of monthly funds and coordination of accounting, incl. TPR (Third-Party Receivables) and Local and International Obligo Management.
  • Manage and monitor project KOMP reporting (Onsite Operation and Reporting tools) together with the advisors and Finance Manager of the Special Assignment cluster.
  • Assist the CM/AV with the recruitment of the Junior (Jr.) Finance and Administrative Specialists in the satellite offices in Lombok and Banjarmasin, following the guidance of the National Disaster Risk Management Authority (BNPB).
  • Provide finance-related training for the Jr. Finance and Administrative Specialists in the regions, including partners, shall be needed. 

In this context, the position holder fulfils the following tasks: 

B.  Tasks

1.     General Administration

  • Maintains an overall good flow of administrative/financial information and regulation by having smooth cooperation and providing advice and input to the staff of the project at Jakarta's office and satellite office in Lombok and Banjarmasin (tbc).
  • In coordination with the Administrative Specialist, manages inventory according to the regulations.
  • Ensures data entries in Winpaccs and archives the vouchers in line with GIZ guidelines.
  • Maintains an overview of ongoing contracts at the project level, GIZ country office in Jakarta (CoI) and GIZ headquarters (with an overview of payments). 

2.     Finances and Accounting

  • Maintains the overall smooth and correct functioning of the complete financial accounting systems.
  • Assists the preparations for the annual Internal Control as well as ensures that the results and recommendations are applied.
  • Assist the Jr. Finance Specialists of the satellite offices in preparing the financial reports for the GIZ and checking the financial reports provided by the GIZ CoI.
  • Assist the Jr. Finance Specialist of the satellite offices in checking the financial reports provided by the GIZ CoI.
  • Monitors monthly project account receivable and follows up on the settlement.
  • Prepares financial/disbursement reports (BAST) to the partner institutions.
  • Coordinating with the Administrative Specialist regarding the documentation of restitution/exemption letters until the exemption/restitution letter from Badora (Finance Ministry).
  • Prepare the business trip request and organise the settlement of travel costs (domestic/international) of all staff, in coordination with the Administrative Specialist.
  • Maintains filing for financial section confidentially. 

3.     Contract Management

  • Preparing, arranging and following up on contracts for local consultants based on ToR with the respective units at the GIZ CoI.
  • Monitor the status of contract implementation and payment by using a database.
  • Coordinating and communicating with the contracting officer in the GIZ CoI.
  • Monitor and follow up on the tax exemption process for contracts and procurement.
  • Files contract documents when required, according to P+R. 

4.     Compliance with P+R

  • Monitoring changes in P+R and GIZ CoI regulations, informing the Commission Manager (AV) and disseminating information on such changes to all relevant staff.
  • Assists all staff to ensure compliance with P+R and the GIZ Code of Conduct at the national and regional levels.
  • Immediately reports to the Commission Manager in cases of non-compliance with P+R and the GIZ Code of Conduct without delay.
  • Monitors decisions concerning administrative and financial issues of the Commission Manager and management team and advises them on compliance issues. 

5.     Other duties/additional tasks

·         Supports project team members in achieving milestones of the project.
·         Participates in projects and office finance and admin team meetings to understand needs and ensure smooth support.
·         Performs other duties and tasks at the request of the Commission Manager.
·         Performing the role of Administrative Specialist in case of her/his absence.
·         Assist the Cluster Coordinator and Country Director on overarching issues related to the implementation of GIZ corporate strategy (eq. Vision 2028) 

 

  1. Required qualifications, competencies, and experiences

General Requirement

·         Indonesian citizenship.
·         Bachelor's Degree in Finance, Economics, Accounting or equivalent.
·         good business sense with knowledge of finance, accounting, and economics.

 

Professional experiences required:

·         at least 5 to 8 years of experience in finance, economics, accounting and similar or equivalent positions
·         A good understanding of GIZ Processes and Rules (P+R) regarding financial and administrative management As an asset
·         Experience working in development organisations similar to GIZ and/or with relevant government and international entities is highly desirable.
·         Proven negotiation skills with internal and external audiences, including complex and stressful circumstances.

 

Other knowledge, requirements and additional competencies

·         Proficiency in English and Bahasa Indonesia, both written and oral.
·         Good working knowledge of ITC technologies (related software, phone, email) and computer applications (e.g. Office 365, especially Excel and Word).
·         Excellent understanding of accounting and financial operations (bills and voucher checking, payment processing, planning).
·         Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities.
·         Demonstrate ability and perseverance to work under pressure and highly demanded partners' circumstances
·         Must be a strong team player, organised and efficient.
·         Willingness and readiness to conduct frequent travelling to support the project implementation, in domestic and abroad.
·         Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
