Coastal Adaptation & Resilience Financing Manager

(Code: CARF-M)

 

 

In 2020, the Government of Indonesia (GOI) set an ambitious target for protection and effective management of 32.5 million hectares (10%) of its territorial waters by 2030 (MPA Vision 2030). Earlier this year, Indonesia announced plans to increase its marine protection ambitions to 30% of its waters by 2045, representing a total area of 97.5 million hectares. Indonesia's MPA Vision 2030 recognizes the role of marine and coastal ecosystems and biodiversity in supporting local livelihoods and a robust national economy. Maximizing the potential of nature-based solutions to deliver positive, large-scale climate, marine conservation, and sustainable ocean development outcomes in Indonesia will require strategic and appropriately scaled investments and financing.

 

Healthy coastal ecosystems provide natural protective services that provide a first line of defense for coastal cities, communities, and infrastructure as well as other valuable ecosystem services. Well maintained coral reefs, for example, can absorb up to 97% of wave energy, and provide ecosystem services such as tourism, and nurseries for fisheries. However, the health of these ecosystems is rapidly declining. Preventing (and reversing) this decline requires several interventions, most notably (a) an economic justification not to cause harm to reefs, with a realization of their (economic) benefits and (b) sustainable finance to pay for coral reef protection, and restoration in the event of hazards (e.g. storm damage).

 

KI is part of a multi-country consortium led by Landell Mills in implementing an Asian Development Bank-supported technical assistance project on Building Coastal Resilience through Nature-Based and Integrated Solutions – Risk Financing and Insurance Solutions for Coastal Resilience. The project aims to identify, recommend, and demonstrate the applicability of sustainable financing and risk management models and approaches to unlock capital and investments for coral reef ecosystems that are applicable also to other nature-based solutions. It targets high-opportunity sites in four countries, namely Fiji, Indonesia, the Philippines, and Solomon Islands, to increase the climate resilience of coastal areas, businesses, communities, and livelihoods.

 

KI will hire a manager who will offer expertise in risk financing and insurance solutions for coastal resilience and will be involved in fundraising for ensuring sustainability and long-term impact of the project. S/he will be responsible for day-to-day coordination with other staff in KI and stakeholders (government and non-government partners) to ensure the implementation of the project. S/he will undertake targeted research, assessment, preparation, and knowledge sharing towards delivering technical advice and recommendations for risk transfer mechanisms (including coral reef insurance where applicable) to strengthen coastal resilience in selected high opportunity sites in Indonesia. S/he will handle in-country project coordination tasks in Indonesia and lead the implementation of project activities and work collaboratively with team members with guidance from the Ocean Program Director and Senior Director Sustainable Finance.

 

 

KEY RESPONSIBILITIES

·       Handle in-country project coordination tasks in Indonesia.

·       Lead the implementation of project activities.

·       Prepare and regularly monitor project workplan.

·       Prepare donor and technical reports and summary of progress of activities for the Quarterly Progress Report.

·       Ensure key government partners and others are engaged, coordinated, and consulted on progress of the project in coordination with ADB. Ensure minutes are kept for each meeting undertaken to be shared with project stakeholders.

·       Lead coordination with sub-national governments to obtain their participation in the meetings for adequate data collection process.

·       Review documents (workplan, methodologies and reports) and lead internal coordination for feedback.

·       Represent Konservasi Indonesia and ensure effective communications and information sharing between all partners and stakeholders about KI and the project.

·       Work closely with KI's Senior Management Team, advisors, communication team, and field team in the eco regions.

·       Manage the national specialists, their inputs and deliverables. Ensure the team understand and undertake assignments to a high standard.

·       Support hiring and managing subcontractors, partner staff, and project personnel.

·       Involve in fundraising for ensuring sustainability and long-term impact of the project.

·       Perform related duties as assigned.

 

 PEOPLE AND RESOURCE MANAGEMENT RESPONSIBILITIES

       Act as a technical or subject matter expert to peers and other staff.

       Responsible for managing some public or private funds, monitoring results, and recommending follow-up action. Reviews for understanding and compliance with donor agreements.

 

QUALIFICATIONS

·       Bachelor's degree in macroeconomics, finance, management and information system, business administration, integrated coastal management, political science, law, or related field. Advanced degree preferred.

·       Must have at least 7 years of experience working on finance, banking, insurance, or coastal and marine management programs in Indonesia.

·       Strong technical understanding of climate adaptation, disaster risk reduction, risk transfer concepts, approaches and tools related to coastal management, fisheries, tourism and finance. 

·       Have collaborative experience in projects of multilateral and bilateral institutions and multi-sectoral programs involving private sector and non-government organizations, civil society organizations. 

·       Direct project management experience (including planning and budgeting) preferably in conservation, fisheries management, climate change, other relevant topics.

·       Come up with policy and institutional innovations to build partnerships with national governments, national and local stakeholders including private sector and civil society.

·       Liaison, engage, ensure regular communications and maintain excellent relations with project partners and implementing agencies.

·       Up to 5 years of experience supervising others and managing and motivating multi-cultural teams.

·       Strong written communication skills. Proficient in written and spoken English.

·       Ability to work well under pressure, multitask, set priorities, and deliver quality results.    

 

 

WORKING CONDITIONS

·       Periodic travel to the project site and other office locations.  

·       Comfortable working out of doors for extended periods.

·       Ability to work flexible hours to meet project deadlines or attend conference calls in different time zones.
