WLF is an Indonesian-based philanthropic foundation established in 2009 as an outgrowth of the philanthropic legacy of William and Lily Soeryadjaya. The overarching goal of WLF is to ensure that every Indonesian has an equal opportunity to flourish, which will be achieved by improving the access and quality of early childhood development and literacy and numeracy services that young Indonesians receive and enhancing the livelihoods and economic growth of their communities. WLF works with local partner organizations to achieve its goal by distributing grants.

 

WLF is committed to responsible and systemic interventions in its efforts to empower underprivileged communities across Indonesia. WLF's current geographical focus centers on eastern Indonesia, specifically within the Nusa Tenggara Timur (NTT) province.

 

WLF is currently looking for the best fit for the following position:

 

Monitoring, Evaluation, Reporting and Learning (MERL) Officer – based in Jakarta

 

Purpose

The William & Lily Foundation (WLF) is an Indonesian-based philanthropic foundation established in 2009 as an outgrow of the philanthropic legacy of William and Lily Soeryadjaya. WLF is a grant-making foundation aiming to provide funding support to local organizations who are working on WLF's focus areas. WLF uses a Theory of Change (ToC) framework to define the desired changes of our grant, and each of the programs carried out by WLF's grantees must feed into this organizational framework. To understand and evaluate our performance and impact as an organization, WLF has developed a foundation-level performance framework to guide the development of Monitoring, Evaluation, Reporting, and Learning systems, including the data collection, analysis, and synthesis of data and information from our grantees and other resources.

 

Scope

The MERL Officer will be responsible for implementing the performance framework and managing various processes related to WLF-level performance and impact management, including working with grantees to ensure their contribution to its framework and managing various studies and reviews to understand WLF performance and impact.

 

Key Responsibilities

  • Managing the implementation of the WLF performance framework, including the process of reviewing and updating its framework
  • Working with the Program Officer to ensure the collection of relevant and appropriate data and information from grantees that contribute to the WLF-level performance and impact assessment
  • Managing data and information from grantees and other resources based on the monitoring questions and data points
  • Preparing synthesis and writing the summaries of data and information related to monitoring questions and data points
  • Managing evidence and documentation for each monitoring question and data point
  • Develop, manage, and update all data collection tools as necessary
  • Conduct data analysis for WLF self-implemented data collection
  • Providing technical support to grantees to understand and use relevant data collection tools
  • Facilitate (or coordinate) six monthly reviews and manage any follow-ups
  • Provide support to or conduct a field visit to the program location, including conducting interviews to inform program performance and other information needs
  • Managing case studies and/or expert review
  • Preparing data and information for the WLF's annual report
  • Design and implement a system to identify, extract and document the best practices, lessons learned, and program impact as part of the organization's learning mechanism
  • Work closely with the Program Lead and Program Officer to ensure all WLF's program contributions to the WLF Theory of Change are coherent
  • Other tasks assigned related to performance and impact management

Candidate Profile & Qualifications

 

Required Education and Experience

  • University degree (Bachelor's or higher level)
  •  At least 3 years of relevant experience in MERL in either an implementing or grant-making foundation in Indonesia
  • Experience in providing technical support and/or capacity building on monitoring and evaluation to civil society organizations and understanding the challenges they face

 

Essential Skills and Knowledge

  • Passionate about improving Indonesia and excited about WLF's desire to help underprivileged communities through early childhood development, basic literacy and numeracy, as well as local economic empowerment
  • Fluent in Bahasa Indonesia and English languages (verbally, reading, and writing)
  • Excellent analytical and critical thinking skills, as well as a strong initiative
  • Excellent verbal and written communication skills and ability to synthesize information concisely
  • Excellent understanding on the Theory of Change framework (or other result framework models)
  • Excellent understanding on the concept of performance framework, including key monitoring & evaluation questions, indicator and/or data points and data collection instruments or tools
  • Demonstrated knowledge and ability in research methodologies, including qualitative and quantitative data collection and analysis
  • Demonstrated ability in managing data and information as well as the supporting evidence
  • Proficiency in technical and computer skills, including Microsoft Office tools (Word, Excel, PowerPoint)

 

Interpersonal Skills

  • Team player, high commitment to work and good interpersonal communication skills
  • Independent thinking with an openness to and enthusiasm for learning and new ideas and approaches
  •  Ability to work under pressure and maintain a sense of humor
