Background

The Health Technical Assistance Project II, or BANTU II, exemplifies USAID Indonesia's commitment to establishing a dynamic framework for the provision of both immediate and sustained Technical Assistance (TA). It facilitates the creation of a comprehensive network of professionals and organizations adept in delivering specialized support, thereby augmenting the efficacy of public health programs, and fulfilling the mission's overarching developmental objectives. Moreover, BANTU II – through FHI 360 – underscores a significant shift towards local capacity strengthening, aiming to realize the vision of a self-sufficient, effective, and enduring Indonesian health system.

Between April and September 2024, FHI 360 will engage Capacity Strengthening Consultant to support the BANTU II project start up and to assist the Capacity Strengthening Advisor in preparing and delivering a suite of technical assistance offerings that strengthen the organizational capacities of targeted civil society organizations (CSOs).

This consultancy is subject to project award and funding.

 

Scope of Work (SOW)

  • Prepare Objective 3 components of both plans with guidance from Integra.
  • Develop SOWs for consultant roster and selection and monitoring of successful applicants.
  • Develop and/or assemble a suite of capacity strengthening assessment, training and/or mentoring tools that will be utilized in Year 1 of the program.
  • Provide direct training and/or mentoring to targeted CSOs on Year 1 capacity strengthening topics.
  • Assist the Capacity Strengthening Advisor to prepare and finalize BANTU II reports for USAID and the Government of Indonesia.
  • Produce at least 1 thought piece that highlights the work and achievements of BANTU II in Year 1.

Deliverable/Milestone

  • Preparation of Objective 3 strategic communication plan and Objective 3 activity monitoring, evaluation and learning (AMELP) plan.
  • Preparation of SOW for consultancy roster; selection and monitoring of successful applicants (with Capacity Strengthening Advisor).
  • Development and/or assembling of capacity strengthening assessment, training and/or mentoring tools.
  • Oversight and quality assurance of training and/or mentoring TA to targeted CSOs
  • Preparation of BANTU II reports and thought pieces.

Location of Work:  Remote in Indonesia.

Travel:  The consultant is expected to visit local CSOs in Indonesia to provide on-site technical assistance on an as-needed basis.

Qualifications:

  • At least a Master's Degree in Social Sciences, International Development, Human Development, or a related field.
  • Minimum of 5 years of relevant experience in designing and evaluating capacity strengthening programming with USAID.
  • Demonstrated experience with capacity strengthening programming with USAID.
  • Demonstrated experience in developing and adapting capacity strengthening tools, resources, and interventions.
  • Demonstrated experience in providing technical assistance related to capacity strengthening, specifically for local organizations.
  • Strong familiarity with US Government rules and regulations.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization. International development program management experience preferred.
