As of September 2022, the Oxford University Clinical Research Unit in Indonesia (OUCRU Indonesia) operates in partnership with the Faculty of Medicine Universitas Indonesia after having been known as the Eijkman Oxford Clinical Research Unit (EOCRU) since 2008. OUCRU Indonesia is part of the Africa Asia Programme Vietnam, sponsored by the Wellcome Trust, and governed by the Centre for Tropical Medicine and Global Health at the Nuffield Department of Medicine, University of Oxford, United Kingdom. OUCRU in Indonesia and Vietnam, along with their many local and international partners, conduct biomedical, clinical, and epidemiological research on infections impacting the health of people living in Southeast Asia and beyond.

 

In conducting their work in Indonesia, OUCRU ID is assisted by Alliance for Emerging and Re-emerging Disease Threats in Asia Foundation (ALERTAsia), a local foundation assisting in research grant management and capacity building for local researchers.

 

Through ALERTAsia we are seeking a qualified and experienced Human Resources Manager to establish and lead a full circle of staff management of a workforce of approximately 120 people. Responsibilities include screening, recruiting, interviewing, onboarding, and through to exit interview and contract closure process. S/he will guide new employees through the process of benefits, compensation and settlement during contract discontinuation. The Human Resources Manager will also develop a staffing plan with relevant Leaders and Managers. This position will be supervised by OUCRU Indonesia Director to achieve the greatest human resources management impacts and seamless coordination of this critical function across the Program. The worksite is the Faculty of Medicine Universitas Indonesia campus at Salemba in Central Jakarta.

 

Job Responsibilities:

1.     Developing and implementing efficient HR management systems.

2.     Developing all HR policies and procedures in accord with OUCRU Programme Vietnam including a system of uniform grading, salary scales, pay raises, and promotions.

3.     Direct recruitment activities by preparing direct selection memo, job description, posting ads and managing the hiring process in collaboration with designated line supervisors and HR contractor.

4.     Create and implement effective onboarding procedures.

5.     Supervise training and development programs and the Training Officer.

6.     Lead and implement performance assessment management processes.

7.     Oversee and support the management of disciplinary and grievance issues, and to escalate to HR Contractor if there are relevant and formal documentation needed due to disciplinary.

8.     Maintain employee records (annual, health, and maternity leave; health insurance; performance evaluations; education, training and certifications; etc,.) according to policy and legal requirements and in collaboration with HR Contractor.

9.     Review employment and working conditions to ensure legal compliance.

10.  Lead efforts in creating an equal opportunity and just work environment free of harassment, bullying, discrimination.

 

Job Requirements:

·        Bachelor's degree in Management, Psychology, Law, or related fields with a minimum of 3 years' of experiences.

·        Functional English and Bahasa Indonesia speaking, good fluency in written English (reading and writing).

 

Essential criteria

·       Proven experience as Human Resources Manager, administrator or other senior HR position.

·       Knowledge of a range of Human Resources functions (pay & benefits, recruitment, training & development etc.).

·       Understanding of labor laws and disciplinary procedures.

·       Proven ability to build successful relationships with people at all levels.

·       Functional speaking of English and Bahasa Indonesia with good fluency in written English.

·       Relevant academic qualification or extensive direct experience.

 

Desirable criteria

·       Certifiable experience in a leading HR role, overseeing at least 50 employees or a substantial portion of total HR function.

·       Working knowledge of state-of-the-art HR and payroll software platforms.

·       Experience working in a multinational environment.

·       Availability for periodic international travel.

 

 

Benefits:

The selected candidate will initially receive a 12 months' contract with a possibility to receive a contract extension. Remuneration package that includes annual leave, sick leave, THR, compensation money, optional private medical cover, BPJS Kesehatan, and not to mention fully paid income tax and BPJS Ketenagakerjaan (JAMSOSTEK). The salary shall be competitive.
