The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people's living conditions on a sustainable basis. 

In the context of the bilateral cooperation between the Government of Germany and the Government of Indonesia, GIZ has received a new commission from the Federal Ministry for Economic Cooperation and Development (BMZ) on Adaptive Social Protection (ASP)/Integrated Solutions in Disaster Risk Management and Social Protection. 

The ASP aims to provide integrated solutions to improve the crisis response capacity and long-term adaptation of poor population groups to climate change by linking social protection instruments with disaster management and climate adaptation approaches. By improving the protection of poor people and those at risk of poverty against climate-related shocks, it contributes to reducing the poverty rate (programme objective indicator 1). Incentive systems and financing mechanisms for forest protection and environmental services are being tested with the development of support approaches for adapting livelihoods to climate change in the project provinces (programme objective indicator 2). 

The TC module is in line with the BMZ core thematic strategy "Health, Social Protection and Population Policy". It contributes to the implementation of the "Social protection" field of action, which is committed to establishing universal, inclusive and adaptive social protection systems in partner countries in order to strengthen the population's resilience to individual life risks and collective crises and in future also increasingly to the consequences of climate change. 

The political partner of the project is the National Authority for Disaster Management (BNPB). The project implementation is planned to be decentralised in 2 (two) regions, West Nusa Tenggara (NTB) and South Kalimantan (Banjarmasin). To achieve the module objectives, the Ministry of Finance (MoF), various directorates of the Ministry of Development and Planning (BAPPENAS), the Ministry of Village (MoV), the Ministry of Home Affairs (MoHA), and the Ministry of Housing and Public Works (MoPUPR) engage as the implementing partners. 

To support the implementation of this project, GIZ seeks one (1) motivated and qualified Indonesian candidate for: 

National Coordinator

(Job Title in SAP: Advisor for Organizational Development and Management Advice)

 A.  Responsibilities

The main responsibilities include but are not limited to:

·      Assist the ASP Commission Manager (AV) in managing the coordination and communication of the ASP project across political and implementing partners.
·      Develop and maintain partner relationships and secure joint operational planning for all ASP stakeholders, both at national and regional levels.
·      Act as a professional liaison of ASP, providing professional advice to partners and other stakeholders both at national and regional levels, as well as technical input to ASP technical advisors, and securing high-quality delivery of the project's activities and products.
·      Assist the ASP Commission Manager (AV) to secure prompt and high-quality project monitoring, evaluation and reporting in line with GIZ and BMZ standards, tools and regulations (RBM, progress report, etc.).
·      Assist the ASP Commission Manager in establishing the satellite offices in Lombok and Banjarmasin, including the staff recruitment process in each satellite office in close coordination with the BNPB.
·      Participate in the strategic planning of the Special Assignment Cluster and close coordination with the Resilient Nature Cluster Coordinator regarding the resilience topic.
·      In close coordination with the ASP Commission Manager, contribute to the portfolio development of the Special Assignment Cluster, including business development.
·      Contribute to knowledge management and joint communication and representation of ASP as well as the GIZ Special Assignment Cluster.
·      Providing overall project management support in carrying out programme activities in a timely, high-quality manner, especially supporting the ASP Commission Manager in liaising with BNPB, MoF, Bappenas, MoSA, MoV, MoHA, and MoPUPR.
·      Support the Commission Manager in handling the administrative correspondence with key national partners in the absence of the Commission Manager. 

In this context, the position holder fulfils the following tasks: 

B.  Tasks

1.   Management Responsibility 

The National Coordinator of ASP:

·      Coordinates and prioritises relevant project activities at the local level in cooperation with the consortium partners and project counterparts, both as regards the organisational preparation and implementation of the activities.
·      Responsible for the orders and measures that are assigned to her/him and bridging the project and partners on a daily basis.
·      Support the ASP Commission Manager in coordinating staff and consultants in accordance with management principles and guidelines to promote a sense of corporate identity, enable employees to carry out tasks independently and create scope for developing creativity and innovation.
·      Provides on-time and high-quality project information, relevant political changes and dynamics, and demand for monitoring, evaluation and reporting to the client and partners.
·      Strikes to align and synergise activities with other projects of the Special Assignment Cluster and Resilient Nature in the context of environmental protection and vulnerability.
·      Assist the ASP Commission Manager in monitoring project activities and staff to meet cost-effective services. 

 

2.   Stakeholder Liaison, Networking and Client Relationships

The National Coordinator of ASP:

·      Ensure cooperation, regular contact and dialogue with counterparts, showing excellence in the ability to facilitate the support of different stakeholders through a sustained multistakeholder partnership.
·      Establishing a trusted network with local governments and universities in Lombok and Banjarmasin for the preparation of project expansion to the regions (expected by 2025), in close consultation with BNPB.
·      Assist the ASP Commission Manager and Communication Specialist in carrying out PR work and cooperating with local communities, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other/him/projects to improve and maintain good working relationships. 
·      Travels (Indonesia, abroad) in accordance with ASP project requirements.  
·      Support and, if needed, oversee liaising and communication of more junior staff (including finance and admin team in the future satellite office) with the above-mentioned stakeholders, making sure that the overall stakeholder approach is in line with agreed common targets and overall partner strategy.
·      Maintain and grow relationships and networks with other GIZ projects and key partners and oversee alignment across projects.
·      Identify and analyse existing and future strategic partners (public, private, academia/university, NGOs, CSOs/DPOs, etc) to create synergies and identify cooperation opportunities on activity and strategic both at national and local levels.
·      Maintain and develop close contacts with relevant national, regional and international development partners in the social protection, disaster risk management/risk reduction, and climate change adaptation fields.

 3.   Knowledge Management and Capacity Development

The National Coordinator of ASP:

·      Build capacities and facilitate experience-sharing within GIZ Resilient Nature Cluster as well as relevant key stakeholders on technical topics under ASP.
·      Secure assessment of capacity needs and develop the capacity development strategy to strengthen the capacities of related ASP stakeholders and/or the target group, as well as to implement sustainable capacity-building approaches.
·      Lead the ASP team to develop knowledge products derived from capacity development measures and work with the ASP team as well as the Resilient Nature Cluster Team (Communication and Knowledge Management) to publish and disseminate these knowledge products under the umbrella of the Resilient Nature Cluster.
·      Secure active contribution of ASP to knowledge management groups and activities such as Financial Sector Development (FSD), Health and Social Protection (HeSP) sector network, etc.
·      Steer knowledge management under the umbrella of ASP to include the larger Resilient Nature Cluster and link this work to the German-Indonesian Cooperation on climate resilience, social protection, and just transition topics.
·      Secures preparation of high-quality reports/publications used in the ASP project, including annual reports, monitoring reports, baseline and study reports, factsheets and other documents relevant to the project's objectives and/or for representation of the Resilient Nature Cluster at internal and/or external audiences.
·      Draw up reports and presentation documents for project needs, and assist partners in improving their presentation (design, content and context).
·      Assist the ASP Commission Manager and Knowledge Management and RBM Advisor in formulating appropriate input for various project reports, including annual reports, and contribute to the other reports required by the Cluster Coordinators, GIZ Head Office and Embassy.
·      Assists with research activities and studies on political issues which benefit both project and cluster.
·      Assist the ASP Commission Manager in overseeing and quality control the development of concepts and guidelines, manuals, and procedures relevant to ASP topics.
·      Assist the ASP Commission Manager, project team, consultants/think-tank institutions in conducting the training needs analysis as part of the capacity development for the BNPB team. 

4.   Other Duties/ Additional Tasks

·     Contribute to the management and the portfolio development of the Special Assignment Clusters and Resilient Nature (for vulnerability and environmental protection topics).
·      Perform other duties and tasks at the request of the Special Assignment Cluster Coordinators.
·      Available to provide technical advice and collaborate within the Special Assignment Cluster or across clusters at GIZ Indonesia and ASEAN in her/his field of expertise.
·      Contribute actively to a productive and respectful working environment and teamwork within the project, the partners, and across the GIZ.
·      Active contribution to the expansion strategy of the sector network of health and social protection and promoting a collaboration and learning platform on ASP strategies within the sector network.
·    Proactive information and knowledge sharing about the project with other relevant stakeholders, seeking potential synergies across activities and across clusters at GIZ Indonesia and ASEAN and following a cooperative approach.
·      Assist the Cluster Coordinator and Country Director on overarching issues related to the implementation of GIZ corporate strategy (eq. Vision 2028). 

 

C.  Required qualifications, competencies and experience.

Qualifications

·      Bachelor/Master's degree in an area that is related to political science, management, communication, social science, economics, social protection or other subjects related to the project's intervention sectors and institutional development. 

Professional experience

·      6 - 8 years of professional experience in organisational development and/or psychology, political science, management, social protection fields, communication and other relevant subjects with at least 4 years of professional experience in a comparable position such as liaison specialist.
·         At least 5 years of prior professional experience in activities related to project management, including planning, policy development and policy design.
·         Exceptional knowledge and experience in stakeholder engagement, consultation, negotiation technique and organisational development.
·         Familiarity with Indonesia ASP stakeholders' leading, including but not limited to BNPB, MoF, Bappenas and MoSA.
·         Vast exposure to public policy development, particularly in Indonesia's context.
·         Demonstrated sufficient exposure and/or expertise in social protection (both in social security and social assistance).
·         Familiar with Indonesia's National Legislation System (NLS) and procedures, government structures and Decentralization Law is beneficial.
·    Familiarity with the ASP's four pillars' approaches (social protection governance, programme design and delivery mechanism, data and management, and adaptive financing instrument) is advantageous.
·         Proven professional experience with development cooperation organisations and specifically with GIZ and/or other International Development Partners (World Bank, ADB, DFAT, UN Agencies) is of advantage;
·         Prior experience in leading and/or collaborating with a mix of national and international teams. 

Other knowledge, additional competencies

·      A proven track record in a public policy and/or managerial position.
·         Excellent knowledge of Organizational Development and Performance Management.
·         Excellent analytical skills and organisational skills; efficiency, accuracy, and high-quality delivery of all work-related outputs; results and high-performance orientation.
·         Excellent communication and coordination skills, intercultural competencies, and confidence in dealing with high-ranking representatives of national and local partners.
·         Familiarity with government hierarchy, regulations and government development policy process.
·      Professional networks that include high-rank government officials in social protection, disaster risk management and financing sector, social security carriers, International development partners, international and national think tanks on resilience-related subjects, universities, and local governments would be desirable.
·         Strong exposure to the global agenda on "Global Accelerator on Jobs and Social Protection for Just Transitions and Global Shield Against Climate Risk".
·         An ability to develop a concept, design, and application materials as part of policy design on social protection reform in Indonesia.
·         Knowledge of facilitation, moderation skills and ability to initiate the multi-stakeholder cooperation platform.
·         Ability to communicate effectively in Indonesian and English.
·         Ability to work independently, as well as a team member.
·         Willingness to upscale skills and knowledge as required by the tasks to be performed – corresponding measures are agreed with GIZ's management. 
·         Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).
·         Fluent written and oral knowledge of the Indonesian and English languages.
