In Indonesia, Rikolto has its main office and operates in Denpasar, Bali Province and Field Office in Solo. As we have new rice project starting soon, we are seeking a motivated and detail-oriented individual who is passionate in the monitoring, evaluation, and learning processes in the context of rice programme development to fill the position of : MONITORING, EVALUATION and LEARNING OFFICER (for Rice Programme), Based in Solo , Central Java

Job Overview:

MEL Officer is the person responsible to initiate, coordinate and implement the monitoring, evaluation and learning activities for the Rice Programme and other related projects runs in Central and East Java. The MEL Officer ensures that the MEL implementation follows the system, methodology/tools according to the guidance of Rikolto and donor and contribute to the M&E result of Rikolto globally.

He/she is fully in charge for the development and managing MEL system, ensures quality of information and produces reports. The person is expected to actively improves the system and the methodologies independently and with the support from the MEL International team.

Roles and Responsibilities:

1.        Monitoring, Evaluation and Learning (MEL) System and Reporting

• Development or initiate MEL system for the Rice programme and methodologies and providing guidelines and manuals according to project requirements
• Planning and execution of MEL activities according to the programme / projects result indicators and contribute for the programme improvement and measurement of programme impact
• Produce data management by working closely with data analyst to allow good process of data collection, good quality of data results in coordination with the all respected programme team
• Develop and lead the MEL planning and reporting formats to the programme team and assisting them to comprehend the formats when required;
• Produce and guarantee the quality of MEL reports of the programme and contribute to the programme report for the donors, government, within the prescribed deadlines and according to the requirements;
• Periodically review the MEL system to ensure the coherence and continuous improvement of the overall system, its compatibility with the project change and MEL global strategy.

2.        Learning and Innovation

• Sharing information related to MEL from the implementation of activities or results of program monitoring based on organizational provisions;
• Guiding programme team and partners on MEL system, tools, methods and any necessary guidelines in the execution of MEL activities
• Coordinating learning spaces and knowledge management initiative;
• Identifying of best practices, sharing them with the other programme and relevant unit (i.e Communication, programme development, …) for dissemination and in-depth documentation, not limited to external stakeholders when needed

3.        Team Collaboration

• Playing an exemplary role with respect to the values, identity of Rikolto  in Indonesia; ensuring compliance with the Code of Conduct and Code of Ethics in order to safeguard its organisational reputation;
• Closely working as a team towards shared objectives and contribute as well outside the own work field;
• Collaborate with other respected unit to ensure adequate support for smooth programme operations.
