Background

Project HOPE has been known in Indonesia since 1960 when the hospital ship USS HOPE visited Indonesia as part of its visit to several countries for humanitarian operations. Since March 2018 Project HOPE has been registered as Yayasan Project HOPE in Indonesia. Yayasan Project HOPE (YPH) manages several programs in the areas of Infection Diseases, Tuberculosis Laboratory Strengthening, Maternal Neonatal Health, COVID-19 Emergency Response and Mental Health. It is also establishing an emergency response hub to strengthen emergency response operating systems in Indonesia and Southeast Asia.

Profile of USAID TB LON Mental Health Asia Project
 
TB LON Mental Health Asia is a three -year USAID funded project to support TB program Integration of Mental Health Care to improve quality of TB patient care. This project is implemented by Yayasan Project HOPE (YPH) with our partners KHANA (Cambodia) and ASSIST (Philippines). This program will use evidence based mental health intervention that can be delivered at primary health care's setting in Indonesia,
Cambodia and the Philippines to improve TB outcomes.

Position Summary

The Monitoring & Evaluation Specialist (MES) will report directly to the Project Director and the duties are to prepare planning materials for each activity in the ongoing project, collecting and analyzing data based on activity implementation reports to be material for periodic project reporting, conducting regular monitoring and evaluation on the on-going activity, and providing feedback on the data analysis' results. S/he will be responsible for the Quality Assurance of the project reports and other products and will be assisted by the short-term consultant as needed.

Responsibilities

Main responsibilities include, but are not limited to:

1. Work closely with the Program Director to develop AMELP, and implement monitoring and evaluation mechanisms, including conduct in-depth assessment, research in certain topics, baseline, data analysis, data reporting, and outcome evaluations
2. Develop and implement monitoring and mechanisms including for M&E improvement (project framework, indicator formulation, data setting, data collection tools, data management system and reporting and recording mechanism
3. Ensure the M&E procedures are well-integrated with donors and adheres to organizational standards, evaluate and recommend further improvement of the logical framework and learning journey
4. Assist Program Director in the preparation of reports on the findings and lessons learned from project implementations including from Cambodia and the Philippines, conduct data-driven experiments while working in an agile environment, collaborate across teams and sub partners, coordinate all M&E activities with project's partners in Cambodia and Philippines, communicate insights to key stakeholders, and manage data collection and maintain databases
5. Develop and update the monitoring, evaluation and learning plan according to USAID's requirements to inform the best approach in performance monitoring of sets indicators, data collection, evaluation, and learning/knowledge management for adaptive management and reporting requirements
6. To communicate and disseminate the Strategic Communication Plan to related stakeholders at the National and Sub-National audience, as required

Qualifications

1. Master's degree in Public Health, Epidemiology or Social science with 10 years professional experience as MEL Specialist in USAID/USG funded project or other donor funded projects
2. Minimum 5 (three) year working experience working with non-government organizations, donor projects and/or development partners
3. Demonstrated experience leading customized MEL efforts for international development, MEL technical designs and data collection tools, managing complex data collection efforts, leading analysis, and preparing high-quality report
4. Demonstrated technical expertise in MEL approaches, strong qualitative and quantitative research skills, good command of statistics, sampling methodologies, and statistical analysis software
5. Excellent verbal, written, interpersonal, and presentation skills in English and Bahasa Indonesia
6. Experience in facilitating interactive meetings national and international
7. Attention to detail and accuracy
8. Ability to coach, mentor and develop capacity of the staff
9. Ability to interact with, project key stakeholders, partners, and other stakeholders in support to Senior Management Team
10. Computer proficiency should include Word, Excel, and other general experience with presentation, and infectious disease information system
