Children need protection, support and care at each stage of childhood to stay safe, healthy, learning and on track to achieve their potential. SUMMARY
Our organization is actively seeking a skilled developer to create a web-based information system platform for our organization. Our primary aim is to establish an efficient and comprehensive system for Monitoring, Evaluation, Accountability, and Learning (MEAL) within our operations. By enlisting the expertise of a qualified developer, we intend to strengthen our programmatic impact by implementing a robust digital infrastructure aligned with industry standards and our organizational objectives.
The developer will play a crucial role in assessing our current monitoring and evaluation processes, collaborating with stakeholders to grasp program objectives and reporting necessities. The ultimate objective is to craft a detailed MEAL framework integrated into a user-friendly web platform. This framework should not only fulfill our organizational requirements but also encompass elements of accountability and learning for ongoing enhancement.
OBJECTIVES
System Design and Development:
· Develop a detailed project plan outlining the technical specifications, architecture, and functionalities of the web-based information system platform.
· Develop an intuitive user interface with customizable forms and data validation rules.
· Ensure data security, compliance with required system standards, and integration capabilities with
· existing systems
· Design and implement a user-friendly interface with customizable features, workflows, and reporting functionalities aligned with organizational needs.
· Integrate the MEAL framework into the platform to support real-time data collection, analysis, and reporting.
· Ensure scalability, flexibility, and compatibility with future organizational growth and technological advancements.
Infrastructure and Hosting:
· Set up and configure the hosting environment, ensuring optimal performance, security, and reliability.
· Implement backup and disaster recovery mechanisms to safeguard against data loss and system downtime.
· Provide ongoing monitoring, maintenance, and technical support for the hosting infrastructure to ensure the uninterrupted operation of the platform (including free maintenance after hand over).
Testing and Quality Assurance:
· Set up and configure the hosting environment, ensuring optimal performance, security, and reliability.
· Develop and execute a comprehensive testing plan to validate the functionality, usability, and performance of the web-based information system platform.
· Conduct thorough testing, including unit testing, integration testing, system testing, and user acceptance testing, to identify and address any issues or defects.
· Implement quality assurance measures to ensure compliance with industry standards, best practices, and organizational requirements.
· Provide documentation and reports on testing results, including any identified issues and recommended resolutions.
Training and Support:
· Develop and deliver training sessions for staff members on platform utilization, data entry, reporting, and maintenance procedures (the schedule for knowledge transfer will be discussed later, after the selected consultant has been determined).
· Provide ongoing technical support and troubleshooting assistance to address any user inquiries or issues related to the platform.
· Develop user manuals, technical documentation, and training materials to support effective utilization of the platform.
· Offer regular refresher training sessions and updates to ensure staff proficiency and maximize platform utilization.
DELIVERABLES & TIME FRAME
The consultant will be expected to deliver the following:
· Project plan outlining the technical specifications, timeline, and milestones for platform development.
· Fully functional web-based information system platform aligned with organizational requirements and industry best practices.
· Documentation including user manuals, technical specifications, and training materials.
· Training sessions for staff members on platform utilization and maintenance.
· Ongoing technical support during the implementation phase and post-launch.
Time Frame:
The expected duration of this engagement is 40-50 working days, commencing on May 7th , 2024, and concluding on June 30, 2024. The consultant will provide regular progress updates and adhere to the agreed-upon timeline and milestones.
All the budget is in full package, including tax. No other allowance will be provided such as meals, transportation accommodation, material, etc
Indonesian nationals only. We are seeking a developer with the following qualifications and experience:
· Proven track record in developing web-based information system platforms, preferably in the context of MEAL frameworks or similar organizational settings.
· Proficiency in relevant programming languages, frameworks, and technologies, such as HTML, CSS, JavaScript, and database management systems.
· Strong communication and collaboration skills to effectively engage with stakeholders and understand organizational requirements.
· Demonstrated ability to deliver high-quality, user-friendly solutions within agreed-upon timelines and budgets.
· Experience in developing and managing Database Management Systems and Web Databases.
· Experience in creating applications for Android and iOS platforms.
· Mastery of web/desktop software development using PHP, AJAX, JavaScript, XML, and CSS.
· Proficiency in MySQL for database development and understanding of Object-Oriented Programming (OOP) concepts.
· Experience in handling large user bases and sizable databases, as well as familiarity with PHP frameworks and Web APIs.
· Knowledge and expertise in implementing Geographic Information System (GIS) applications (web mapping) would be an added advantage.
· Ability to manage Windows/Linux servers.
· Strong team collaboration skills, adaptability, and a demonstrated ability to meet established deadlines.
